1. CALL TO ORDER
Chair Dennis Farmer called the meeting to order at approximately 7:30 a.m.

4. APPROVAL OF FEBRUARY 20, 2020 AGENDA
Motion/Second: Commissioner Freichels moved and Commissioner Larson seconded
the approval of the February 20, 2020 EDC agenda.
Motion Carried: 7 Ayes, 0 Nays
5. APPROVAL OF JANUARY 16, 2020 EDC MINUTES
Motion/Second: Commissioner Stevenson moved and Commissioner Rundle seconded
the approval of the January 16, 2020 EDC minutes as amended.
Motion Carried: 7 Ayes, 0 Nays
6. EDC BUSINESS
Business Property Redevelopment Opportunities
Assistant City Administrator Beeman reviewed each of the redevelopment sites, current
projects, and potential future redevelopment sites. Beeman also reviewed the EDC’s
most significant accomplishments since its inception.
Review 2020 EDC Priorities
Chair Farmer informed the Commission that each year the EDC reviews its priorities for
the year. Assistant City Administrator Beeman reviewed some of the suggested
additions for the 2020 EDC priorities. The Commission discusses each priority and
agreed to make the following changes. Under priority 1) remove the word Development
and add g) Western Bank lot, h) Steven’s Appliances Redevelopment, i) Retail mixed-
use at the Movie Theater. Under item 6) add, “monitor Long Lake Woods Infill

Redevelopment site. The Commission also removed number nine and added 9) Snap
Market Redevelopment.
Review EDC Bylaws
Chair Farmer informed the Commission that each year in February the EDC reviews its
Bylaws. Commissioner Freichels asked that staff review the EDC resolution from
November 2019 to see if the Bylaws have been updated to reflect the new meeting date
from the third Friday to the third Thursday each month and to ensure language that
addresses that the EDC will meet, “as needed”. If a change is warranted, staff will
prepare a resolution for the next EDC meeting. If the change has already been made
then no action is needed. There were no further comments.
7. REPORTS OF STAFF
Assistant City Administrator Beeman stated that most of the project updates were
provided to the Commission earlier in the meeting. Therefore, unless the Commission
had specific questions there are no further updates.
Mounds View Business Council
Beeman reminded the Commission that the next Mounds View Business Council
meeting will be held at the Mounds View Community Center March 4, 2020 form 7:30 –
9:00 a.m. Police Chief Nate Harder will be the presenter and he will bring the Police
dogs. All members and Mounds View businesses are encouraged to attend.
8. REPORTS OF COMMISSIONERS
Commissioner Helgemoe provided an update on the Twin Cities North Chamber of
Commerce upcoming events. There were no other Commissioners updates.
9. NEXT REGULAR EDC MEETING
Chair Farmer reminded the Commissioners that the next EDC meeting will be held
March 19, 2020 as needed.
10. ADJOURN
There being no further business, Chair Farmer adjourned the February 20, 2020 meeting
at approximately 8:37 a.m.

Item Title/Subject: Review Applications for EDC Commissioner Openings and
Make Recommendations to the EDA
Background:
The Economic Development Commission is comprised of seven members—three business
representatives and four resident representatives. Each member serves a three year term
which are staggered to ensure continuity of service.
Lisa Marquis’s term expires December 31, 2020 leaving a business representative opening.
Dennis Farmer’s term expires December 31, 2020 leaving a resident representative
opening.
Discussion:
Four EDC applications have been received. Lisa Marquis is reapplying for the business
representative opening, Jeff Moritko is a new applicant applying for the Business
Representative opening. Dennis Farmer is reapplying to the Resident Representative and
Donn Lindstrom is a new applicant applying for the Resident Representative opening.
Recommendation:
EDC to make a motion recommending one business and one resident representative
commissioner to the EDA for consideration. The EDA will review the EDC’s recommendation
at its November 23, 2020 regular meeting.

father and I have run this business for over 22 years. Our office is currently located in Mounds View.

I have been a PTA president and volunteer coordinator for a community center as well as the MS Society. I enjoy volunteering and help
wherever I can. I am currently working with some volunteer coordinator tasks for Rein in Sarcoma. I also worked very heavily with the levy
groups when my kids were in school in the district. I am a graduate of Irondale High School and have enjoyed being a part of the school
district when my kids attended the same schools that I did and even had some of the same teachers I did.
What is your reason for wanting to service on this Commission/Committee
There are so many reasons but the main one is to be better informed about what is going on in the city. It’s easy to set back and give
commentary about things that the city is doing, but if you aren’t properly informed then you don’t have all the facts. I also want to use my
business skills in other ways and hopefully I can with this committee. I would very much look forward to the opportunity, the challenges,
contribute more to the Mounds View Community and be able to share that with others.

the Mounds View community since buying Moe's in 2006 and I am passionate about the overall development of the Mounds View
community.

efforts to make Mounds View Boulevard a more vibrant community asset.

I am very interested in the future of this community. I have worked as a sales professional for a majority of my career and over the last 9
years, as a Navy Veteran myself, I have been working as an advocate, initially with the VA and now with Ramsey County Veterans Services.
I also was the Executive Director of the non profit, Veterans Defense Project for two years. My son and Daughter in law with my two
grandchildren live here in Mounds View and I would love to be able to lend my experience in the ongoing development of this city.
Employment, Occupations or Other Relevant Experience
As a sales professional, I have held numerous positions in different organizations working with groups both inside and outside of said
companies. I have been involved in long term planning that involved facilities as well as growth plans. I also served on the Planning
Commission in the city of Maplewood where I lived previously for 18 years before our move to Mounds View. In my work with the Veterans
Defense Project, I worked tirelessly with lawmakers, lobbyist's and many different stakeholders in the development of The Veterans
Restorative Justice Act (VRJA). The Act has been passed by both chambers of the legislature and the Governor will sign as soon as the
dark period of bonding is over.

I am the Mentor Coordinator for the Veterans Court in Ramsey County. In this role I developed a volunteer program that pairs volunteer
veterans with justice involved veterans as mentors to assist them in their journey through the court. I developed the program and recruited
all the volunteers and our group currently has > 30 volunteers. I believe that my experience and education would be an asset to the city as
we move forward into the future.
What is your reason for wanting to service on this Commission/Committee
I covered this above, but to reiterate, I want to be able to serve this community and leave it a better place for my grandchildren.

Item Title/Subject: Establishing the EDC Meeting Calendar for 2021
Background
Section 408.07 of the Mounds View Municipal Code and the EDC Bylaws require that
the Economic Development Commission establish a meeting calendar. The EDC did
this last November for 2020. The Bylaws also specify that the meetings shall occur on
the third Thursday of each month which can be amended by a resolution. The
Commission has traditionally met at 7:30 am. It is recommended that the EDC meetings
be held on the third Thursday of each month as-needed at 7:30 a.m. A resolution has
been prepared to reflect those dates.
The following dates represent the third Thursdays through 2021.
January 21, 2021 February 18, 2021 March 18, 2021
April 15, 2021 May 20, 2021 June 17, 202
July 15, 20201 August 19, 2021 September 16, 2021
October 21, 2021 November 18, 2021 December 16, 2021
It does not appear that any of the above dates conflict with observed holidays.
Staff Recommendation
Staff recommends the Commission make a motion to approve Resolution NO. 20-EDC-
46 establishing the calendar of meeting dates for 2021 and confirm the time of day.

RESOLUTION ESTABLISHING CALENDAR OF MEETING DATES FOR 2021
WHEREAS, The Mounds View Economic Development Commission plans to hold one
business meeting per month throughout 2021 as needed, with the exception of Special
Meetings; and
WHEREAS, the adoption of a list of meeting dates provides an orderly system of
advance notification for the benefit of the EDC, City staff and the general public.
NOW, THEREFORE, BE IT RESOLVED that the Economic Development Commission
hereby adopts the calendar of 2021 meeting dates attached hereto.

A. Gray Stone Flats Redevelopment Project
Closing on the sale of Crossroad Pointe was completed November 4, 2019. INH Properties has reached
substantial completion for the 128 unit market rate apartment building. The certificate of occupancy is unknown at
this time. (Below, interior photo of a unit in Gray Stone Flats taken Oct 7, 2020)
B. Rice Creek Commons (TCAAP) Development Update
In late spring of 2019 project engineers were in the process of plans for mass grading, utility installation, and
primary roadways on the site. This work was slated to be completed in 2019. Initially, the first phase of housing and
early commercial construction was expected to begin in 2021 and when fully realized, the mixed-use development
was expected to offer 1,460 housing units, support at least 4,000 living-wage jobs, and generate approximately
$8.6 million in property taxes annually. However, the County has decided not to participate with the City of Arden
Hills and has filed a lawsuit against the City. Therefore, all timelines and plan are on hold until further notice. News
from May 5, 2020 reveals that the site was taken off of the Superfund list and has received environmental
clearances.
C. Mounds View Business Council Meeting
The last Mounds View Business Council meeting was held September 9, 2020 from 8:00-9:00 a.m. at the MV
Event Center. The topic was an introduction of Mounds View Mayor and City Council candidates and an update
from Department Heads on city projects. The next meeting will be held at the MV Event Center December 9, 2020
from 8:00-9:00 a.m. All meetings are free and all EDC Members are encouraged to attend.
D. Skyline Motel
Bauer Welding is cooperating with the City to sell their backlot to Augusta Developers, llc a 100 unit senior housing
project. Augusta will purchase the northern portion of the EDA owned Skyline redevelopment site. MWF Properties
is anticipating purchasing the southern portion of the site once they can secure their tax credits. Both Bauer
Welding and Bio Clean plan to expand their operations as well. Resulting in four development projects on the
overall site. Currently, City staff is cooperating with Ramsey County to determine if the County will release an
easement along Old County Rd 8 before proceeding with platting.
E. Long Lake Woods
Marty Harsted is moving forward in creating 12 new single-family residential lots. He would like to break ground in
the summer of 2021. He apparently has about four homes that would be build right away once the development
has been completed. He is currently waiting for one of the property owners to submit an appraisal before going
forward.
F. Tom Fields Estate
A developer plans to purchase three lots from Tom Fields to construct three assisted living homes with 6 rooms.
Each home would look similar to a newer modern house.

G. Tires N More
The Tires N More building has been purchased by Caliber Drywall/ Donnelly Stucco. They have 8-10 employees in
the office and they are currently renovating the building. They expect to open December 1, 2020. The Simon’s
building and adjacent EDA lot are still for sale. There has been some inquiries for a small multi-family structure but
nothing serious to date. (Demo work inside Tires N More)
H. Arepa Bite
The Popeye’s franchise has pulled a demo permit for the old Arepa Bite restaurant building. It is expected that
opening won’t occur until the first quarter of 2021 unless the renovation is completed earlier than expected.
I. Snyder’s Building
Tommy’s Car Wash purchased the old Snyder’s Pharmacy earlier this year and demolished the building. The
project is moving forward slowly due being delayed earlier this summer to obtain underground plumbing permits
and inspection. There is no indication of a target opening date.
J. Filipino Village
The old Snap Market is now the Filipino Village Grocery Store. Their target date to open is October 25, 2020.
