Finance Director Beer requested the EDA approve the Preliminary EDA property tax levy and 3
budget for fiscal year 2021. He explained the EDA was requesting to levy $100,000 for 2021. 4
Staff commented further on the proposed budget and tax levy and recommended approval. 5

Item Title/Subject: Resolution 20-EDA-338, Appointing Members to the Economic
Development Commission (EDC)
Background
The Economic Development Commission (EDC) is comprised of seven members – three business
representatives and four resident representatives. The terms are three years. Dennis Farmer (Chair
& Resident Representative) and Lisa Marquis’s (Business Representative) EDC term seats expire on
December 31, 2020. According to the Mounds View City Code Section 408.03:
The Commission shall be composed of seven (7) equal voting
members, including three (3) business representatives and four (4)
residents, appointed by the Authority Board of Commissioners based
on the recommendation of the Economic Development Commission,
from the applications submitted. Members shall have diverse
qualifications with practical experience consisting of, not limited to,
but including one (1) of the following areas: economics, finance,
accounting, real estate, social services and marketing.
This leaves one (1) resident opening and one (1) business representative opening.
Discussion
Staff received two (2) applications for the resident representative openings, Dennis Farmer and
Donn Lindstrom and two (2) business representative applications from Lisa Marquis and Jeff
Moritko. (applications attached). The EDC considered the applications at their November 19th
meeting and they are recommending the EDA consider appointing Donn Lindstrom as the resident
representatives and Lisa Marquis as the business representative to the EDC.
Recommendation
Consider EDA Resolution 20-EDA-338, a resolution appointing members to the Economic
Development Commission (EDC).

A RESOLUTION APPOINTING MEMBERS TO THE
ECONOMIC DEVELOPMENT COMMISSION (EDC)
WHEREAS, the Economic Development Commission (EDC) consist of members appointed
by the Economic Development Authority (EDA); and
WHEREAS, there are two (2) vacant seats on the EDC effective January 1, 2021; and
WHEREAS, Dennis Farmer and Lisa Marquis EDC term seats expire on December 31,
2020; and
WHEREAS, City Staff received four (4) commission applications; and
WHEREAS, the EDC considered the applications at their November meeting and is
recommending Donn Lindstrom as the resident representative, and Lisa Marquis as the business
representative to be appointed to the EDC.
NOW, THEREFORE, BE IT RESOLVED, that the EDA does hereby appoint the
following below to the EDC:

father and I have run this business for over 22 years. Our office is currently located in Mounds View.

I have been a PTA president and volunteer coordinator for a community center as well as the MS Society. I enjoy volunteering and help
wherever I can. I am currently working with some volunteer coordinator tasks for Rein in Sarcoma. I also worked very heavily with the levy
groups when my kids were in school in the district. I am a graduate of Irondale High School and have enjoyed being a part of the school
district when my kids attended the same schools that I did and even had some of the same teachers I did.
What is your reason for wanting to service on this Commission/Committee
There are so many reasons but the main one is to be better informed about what is going on in the city. It’s easy to set back and give
commentary about things that the city is doing, but if you aren’t properly informed then you don’t have all the facts. I also want to use my
business skills in other ways and hopefully I can with this committee. I would very much look forward to the opportunity, the challenges,
contribute more to the Mounds View Community and be able to share that with others.

I have been a business owner since 1997 and I have owned and operated Moe's of Mounds View, Inc. since 2006. I have been dedicated to
the Mounds View community since buying Moe's in 2006 and I am passionate about the overall development of the Mounds View
community.

I have owned and operated Moe's of Mounds View, Inc. since 2006. In addition, I have coached High School football at Totino-Grace HS
since 2001. I believe I provide a well-rounded and experienced view point on the EDC.

I am very interested in seeing Mounds View continue to grow its economic base. There has been so much progress over the past few years. I
look forward to continued growth, especially along Mounds View Boulevard. Transforming Mounds View Boulevard into a facility that better
serves our community will be challenging, but worth the work. I hope to bring my experience as a commissioner to contribute towards
efforts to make Mounds View Boulevard a more vibrant community asset.

I am very interested in the future of this community. I have worked as a sales professional for a majority of my career and over the last 9
years, as a Navy Veteran myself, I have been working as an advocate, initially with the VA and now with Ramsey County Veterans Services.
I also was the Executive Director of the non profit, Veterans Defense Project for two years. My son and Daughter in law with my two
grandchildren live here in Mounds View and I would love to be able to lend my experience in the ongoing development of this city.
Employment, Occupations or Other Relevant Experience
As a sales professional, I have held numerous positions in different organizations working with groups both inside and outside of said
companies. I have been involved in long term planning that involved facilities as well as growth plans. I also served on the Planning
Commission in the city of Maplewood where I lived previously for 18 years before our move to Mounds View. In my work with the Veterans
Defense Project, I worked tirelessly with lawmakers, lobbyist's and many different stakeholders in the development of The Veterans
Restorative Justice Act (VRJA). The Act has been passed by both chambers of the legislature and the Governor will sign as soon as the
dark period of bonding is over.

I am the Mentor Coordinator for the Veterans Court in Ramsey County. In this role I developed a volunteer program that pairs volunteer
veterans with justice involved veterans as mentors to assist them in their journey through the court. I developed the program and recruited
all the volunteers and our group currently has > 30 volunteers. I believe that my experience and education would be an asset to the city as
we move forward into the future.
What is your reason for wanting to service on this Commission/Committee
I covered this above, but to reiterate, I want to be able to serve this community and leave it a better place for my grandchildren.
