CALL TO ORDER Chair Dennis Farmer called the meeting to order at approximately 7:30 a.m. 2. ROLL CALL Members Present: Chair, Dennis Farmer, Commissioners, Jim Freichels, Gary Stevenson, Teresa Muckala, & Dan Larson Members Absent: Vice Chair, Jason Helgemoe Staff Present: Assistant City Administrator, Brian Beeman Meeting Attendees: Bre Grand & Ryan Coddingdon (MnDOT) 4. APPROVAL OF MARCH 15, 2019, AGENDA Motion/Second: Commissioner Stevenson moved and Commissioner Freichels seconded the approval of the March 15, 2019 EDC agenda. Motion Carried: 5 Ayes, 0 Nays 5. APPROVAL OF FEBRUARY 15, 2019, EDC MINUTES Motion/Second: Commissioner Freichels moved and Commissioner Larson seconded the approval of the February 15, 2019 EDC minutes. Motion Carried: 5 Ayes, 0 Nays 6. EDC BUSINESS Presentation from MnDOT on I-35W Projects Bre Grand and Ryan Coddingdon both from MnDOT informed the Commission on several projects slated to begin in April including a new sound wall near Mounds View, a MnPASS lane, some new bridges, and other construction projects along I-35 that will affect traffic from Lino Lakes to Roseville. The construction process is expected to last three years. Alternative routes were explained and a thorough explanation of each project. Travel time signs will be installed and the traffic lights along Mounds View Boulevard will be synchronized to adjust to traffic flows. Commissioner Muckala asked if the information will be available for the City’s website and also if pedestrians will be able to cross Mounds View Boulevard safely and in a timely manner. Mrs. Grand welcomed any comments from the public on safety issues and all comments will be heard and considered and residents are encouraged to contact MnDOT directly. Contact information is posted on the MnDOT website and residents can sign up for construction updates. Commissioner Stevenson asked who can be contacted for the Festival in the Park evets etc. Commissioner Freichels asked where the information can be found on the MnDOT website and recommended temporary signaling along Old Hwy 8 and County Rd H. MnDOT will look into both issues. Commissioner Farmer asked about long-term signaling along Mounds View Boulevard. MnDOT EDC Minutes March 15, 2019 Page 2 of 3 will look into this as the synchronization was intended to be temporary. Some of the long-term benefits of this construction project is the sound wall, the flow of traffic form the MnPASS lane and the resurfacing of the road which will prolong the life of the road. Motorcyclists can use the MnPASS lane anytime. Transponders can be obtained through the MnPASS website. MnDOT will also be providing more media campaigns to get the word out and MnDOT will have a booth at the Mounds View Town Hall meeting. Commissioner Stevenson reiterated that MnDOT will be updating the Mounds View Boulevard signage off of I-35. Assistant Administrator Beeman asked if the coffee and connections will be held in the Mounds View area. MnDOT will look into it. Commissioner Farmer asked about traffic pattern studies and if people change their patterns long-term even after the construction has ended. MnDOT does do some studies but found that most people go back to the main routes. Update from Comprehensive Plan Task Force Members Comprehensive Task Force Member Dennis Farmer provided the Commission an update stating that the Task Force continues to work though the Comprehensive Plan which must be submitted by the end of 2019. He mentioned that staff is still working on the plan and he expects to see a draft in late spring. The Met Council also needs to review the plan. It is expected that a draft plan will be submitted to the EDC for review soon. 7. REPORTS OF STAFF Crossroad Pointe Redevelopment Project Assistant City Administrator, Beeman provided the Commission with an update on the Crossroad Pointe development stating that the purchase and development agreement has been signed by both parties and the developer has submitted a deposit towards the purchase agreement. Closing is expected to occur around May 1, 2019. Soil borings have been completed. Groundbreaking is still expected to begin the second quarter of 2019 and the construction timeline is 12-14 months. Rice Creek Commons Beeman informed the Commission that Ramsey County and the City of Arden Hills is still at a standstill and any construction on the site is questionable for 2019. North Metro Business Council The next North Metro Business Council meeting will be held at the Mermaid Event Center June 12, 2019 from 7:30-9:00 a.m. The speaker has not been determined. MWF Developers Beeman informed the Commission that MWF Properties is back on schedule and framing will begin soon. Construction is expected to be completed by the end of 2019. Skyline Motel Beeman informed the commission that the EDA heard a hotel proposal at their March meeting and they are expecting another hotel proposal to come in soon. The EDA has directed staff that they would like another hotel on the site. Staff sent out RFP’s and May 8, 2019 is the deadline for submitting the RFP’s to the City. All developers will be presenting their proposals May 13, 2019 to the EDA at the same time. EDC Minutes March 15, 2019 Page 3 of 3 Other Upcoming Events/Reports Beeman informed the EDC that the Citizen of the Year applications are due by Friday, March 22, 2019. Fillable forms are available on the City website. The Town Hall meeting will be held Monday, April, 15, 2019 from 6:00-8:30 p.m. at City Hall. Next year the event may be held at the Community Center. The Mounds View Police Foundation in conjunction with the Texas Road House in Coon th Rapids is sponsoring a fundraiser event on Monday, April 29 from 5:00 p.m. to close. A percent of your dinner ticket will be donated to the Mounds View Police Department. 8. REPORTS OF COMMISSIONERS Commissioner Farmer attended a transportation committee for bus rapid transit (BRT) and mentioned that one version shows a route to the TCAAP site. If that were to occur then it could connect Mounds View to Roseville and other communities. This is something to watch in the coming years. 9. NEXT REGULAR EDC MEETING Chair Farmer asked Beeman if he needed any recommendation from the EDC for future speakers. Beeman welcomed any recommendations. Commissioner Larson asked that an update on housing projects be considered and Muckala asked that the Comp Plan update be a topic. Beeman said that both of those topics could be presented at the same meeting. Chair Farmer reminded the Commissioners that the next EDC meeting will be held April 19, 2019 as needed. 10.
