1. CALL TO ORDER
Chair Dennis Farmer called the meeting to order at approximately 7:30 a.m.
2. OATH OF OFFICE
A. Assistant City Administrator Brian Beeman administered the oath of office for Dan
Larson, Gary Rundle, and Lisa Marquis
3. ROLL CALL
Members Present: Chair, Dennis Farmer, Vice Chair Dan Larson, Commissioners,
Jim Freichels, Gary Stevenson, Lisa Marquis, Gary Rundle, &
Jason Helgemoe
Members Absent: N/A
Staff Present: Assistant City Administrator, Brian Beeman
Meeting Attendees: Dennis Ericson
4. APPROVAL OF JANUARY16, 2020, AGENDA
Motion/Second: Commissioner Stevenson moved and Commissioner Larson seconded
the approval of the January 16, 2020 EDC agenda.
Motion Carried: 7 Ayes, 0 Nays
5. APPROVAL OF NOVEMBER 21, 2019, EDC MINUTES
Motion/Second: Commissioner Larson moved and Commissioner Stevenson seconded
the approval of the January 16, 2020 EDC minutes.
Motion Carried: 7 Ayes, 0 Nays
6. EDC BUSINESS
Elect Chair & Vice Chair
Commissioner Helgemoe arrived at approximately 7:35 a.m. Chair Farmer informed the
Commission which Commissioners held office during 2019. Assistant City Administrator
Beeman informed the Commission that Farmer may serve an additional terrn as Chair
and the Vice Chair may serve unlimited consecutive terms.

Motion/Second: Commissioner Freichels moved and Commissioner Stevens seconded
the motion to appoint Dennis Farmer as the 2020 Chair and Dan Larson as Vice Chair.
Comprehensive Plan Task Force Update
Task Force Member Farmer provided the Commission an update stating that the group
had not met for quite some time and the City is making any corrections and will be
turning it back into the Metropolitan Council for review.
Discuss Future Topics & Presentations
Assistant City Administrator Beeman informed the Commission that they had requested
time to brainstorm ideas for topics and presentations going into the year 2020. Beeman
reviewed some of the presentations and topics completed in 2019. The Commission
provided Beeman with a list including: Housing & Code Enforcement update, Reviewing
a list of business and development opportunities including in-fill developments and which
projects have been completed, the HOPP Program, a water conservation program
sponsored by the City, City Budget update & outlook in the fall, Hwy 610 regional road
project and other bonding issues from Transportation Committee once State Legislature
session has been completed, hold one joint meeting between the EDA & EDC possibly
the third Monday in an upcoming month, possibly include a discussion what the EDA &
EDC would like to see at the Tires N More redevelopment site. Beeman will have a list of
projects completed and potential redevelopment sites available for the February 20,
2020 EDC meeting.
7. REPORTS OF STAFF
Crossroad Pointe Redevelopment Project
Assist. City Administrator Beeman provided the Commission with an update on the
Crossroad Pointe redevelopment site to date stating that INH Properties has poured the
footings and will begin staging for the pre-cast walls soon. Substantial completion is
expected by the end of 2020.
Rice Creek Commons
Beeman informed the Commission that Ramsey County and the City of Arden Hills are
still in a legal dispute over the Rice Creek Commons redevelopment site. There are not
any signs that a solution is imminent.
Mounds View Business Council
The next Mounds View Business Council meeting will be held at the Mounds View
Community Center March 4, 2020 form 7:30 – 9:00 a.m. Police Chief Nate Harder will be
the presenter and he will bring the Police dogs.

Other Upcoming Events /Reports
Beeman informed the Commission that Arepa Bite went out of business and the property
owners are selling the building. A car wash business is in the process of purchasing the
old Syder’s pharmacy and a restaurant is considering leasing the old El Loro space.
8. REPORTS OF COMMISSIONERS
Commissioner Helgemoe provided an update on the Twin Cities North Chamber of
Commerce upcoming events.
There were no other Commissioners updates.
9. NEXT REGULAR EDC MEETING
Chair Farmer reminded the Commissioners that the next EDC meeting will be held
February 20, 2020. The Commission will be reviewing the 2020 EDC priorities and
Beeman will be providing a redevelopment update.
10. ADJOURN
There being no further business, Chair Farmer adjourned the January 16, 2020 meeting
at approximately 8:07 a.m.
