1. CALL TO ORDER
Chair Dennis Farmer called the meeting to order at approximately 7:30 a.m.
2. ROLL CALL
Members Present: Chair, Dennis Farmer, Vice Chair Dan Larson, Commissioners,
Jim Freichels, Gary Stevenson, Lisa Marquis, Gary Rundle, &
Members Absent: Jason Helgemoe
Staff Present: Assistant City Administrator, Brian Beeman
Meeting Attendees: Gary Meehlhause, Nyle Zikmund
4. APPROVAL OF NOVEMBER 19, 2020 AGENDA
Motion/Second: Commissioner Freichels moved and Commissioner Rundle seconded
the approval of the November 19, 2020 EDC agenda.
Motion Carried: 6 Ayes, 0 Nays
5. APPROVAL OF FEBRUARY 20, 2020 EDC MINUTES
Motion/Second: Commissioner Rundle moved and Commissioner Stevenson seconded
the approval of the February 20, 2020 EDC minutes as amended.
Motion Carried: 6 Ayes, 0 Nays
6. EDC BUSINESS
Recommendations For New Commissioners
Assistant City Administrator Brian Beeman reviewed the four EDC applicants. Chair
Farmer informed the Commission that he is also serving on the Planning Commission
and would like to step down to allow a new EDC applicant to sit on the Commission.
Motion/Second: Commissioner Larson moved and Commissioner Rundle seconded the
motion to recommend to the EDA Lisa Marquis for reappointment to the Business
Representative and Donn Lindstrom for the Resident Representative.

Resolution 20-EDC-45 Establishing the 2021 Calendar Meeting Dates
Beeman informed the Commission that according to the City Code and EDC By-laws
each year the EDC reviews and sets the upcoming year’s meeting dates and times.
Motion/Second: Commissioner Friechels moved and Commissioner Stevenson
seconded the approval of Resolution 20-EDC-45 Establishing the 2021 Calendar
Meeting Dates.
Motion Carried: 6 Ayes, 0 Nays
7. REPORTS OF STAFF
Assistant City Administrator Beeman provided an update on Gray Stone Flats, the 128
market rate apartment project, Rice Creek Commons, the Mounds View Business
Council meeting, the Skyline Redevelopment project, Long Lake Woods residential in-fill
project, Tom Fields Estates residential project, the Tires N More purchase by Caliber
Drywall/Donnelly Stucco, Popeye’s Chicken, Tommy’s Car Wash, New Vision Movie
Theater, Filipino Village, and an update on the third round of the Small Business Relief
Grant through Ramsey County.
8. REPORTS OF COMMISSIONERS
Commissioner Meehlhause informed the Commission that the City Council allocated
$8750.00 to each of four local non-profit organizations through the CARES ACT fund.
He also thanked Chair Farmer for serving on the EDC. There were no other
Commissioners updates.
9. NEXT REGULAR EDC MEETING
Chair Farmer reminded the Commissioners that the next EDC meeting will be held
December 17, 2020 as needed. If it is canceled, Beeman will inform the Commission.
Otherwise, the Commission will meet January 21, 2021.
10. ADJOURN
There being no further business, Chair Farmer adjourned the November 19, 2020
meeting at approximately 8:03 a.m.
