1. CALL TO ORDER
Chair Dennis Farmer called the meeting to order at approximately 7:30 a.m.
2. ROLL CALL
Members Present: Chair, Dennis Farmer, Vice Chair Dan Larson, Commissioners,
Jim Freichels, Gary Stevenson, Lisa Marquis, Gary Rundle, &
Jason Helgemoe
Members Absent: N/A
Staff Present: Assistant City Administrator, Brian Beeman
Meeting Attendees: Gary Meehlhause
4. APPROVAL OF FEBRUARY 20, 2020 AGENDA
Motion/Second: Commissioner Freichels moved and Commissioner Larson seconded
the approval of the February 20, 2020 EDC agenda.
Motion Carried: 7 Ayes, 0 Nays
5. APPROVAL OF JANUARY 16, 2020 EDC MINUTES
Motion/Second: Commissioner Stevenson moved and Commissioner Rundle seconded
the approval of the January 16, 2020 EDC minutes as amended.
Motion Carried: 7 Ayes, 0 Nays
6. EDC BUSINESS
Business Property Redevelopment Opportunities
Assistant City Administrator Beeman reviewed each of the redevelopment sites, current
projects, and potential future redevelopment sites. Beeman also reviewed the EDC’s
most significant accomplishments since its inception.
Review 2020 EDC Priorities
Chair Farmer informed the Commission that each year the EDC reviews its priorities for
the year. Assistant City Administrator Beeman reviewed some of the suggested
additions for the 2020 EDC priorities. The Commission discusses each priority and
agreed to make the following changes. Under priority 1) remove the word Development
and add g) Western Bank lot, h) Steven’s Appliances Redevelopment, i) Retail mixed-
use at the Movie Theater. Under item 6) add, “monitor Long Lake Woods Infill

Redevelopment site. The Commission also removed number nine and added 9) Snap
Market Redevelopment.
Review EDC Bylaws
Chair Farmer informed the Commission that each year in February the EDC reviews its
Bylaws. Commissioner Freichels asked that staff review the EDC resolution from
November 2019 to see if the Bylaws have been updated to reflect the new meeting date
from the third Friday to the third Thursday each month and to ensure language that
addresses that the EDC will meet, “as needed”. If a change is warranted, staff will
prepare a resolution for the next EDC meeting. If the change has already been made
then no action is needed. There were no further comments.
7. REPORTS OF STAFF
Assistant City Administrator Beeman stated that most of the project updates were
provided to the Commission earlier in the meeting. Therefore, unless the Commission
had specific questions there are no further updates.
Mounds View Business Council
Beeman reminded the Commission that the next Mounds View Business Council
meeting will be held at the Mounds View Community Center March 4, 2020 form 7:30 –
9:00 a.m. Police Chief Nate Harder will be the presenter and he will bring the Police
dogs. All members and Mounds View businesses are encouraged to attend.
8. REPORTS OF COMMISSIONERS
Commissioner Helgemoe provided an update on the Twin Cities North Chamber of
Commerce upcoming events. There were no other Commissioners updates.
9. NEXT REGULAR EDC MEETING
Chair Farmer reminded the Commissioners that the next EDC meeting will be held
March 19, 2020 as needed.
10. ADJOURN
There being no further business, Chair Farmer adjourned the February 20, 2020 meeting
at approximately 8:37 a.m.
