CITY OF MOUNDS VIEW
COUNTY OF RAMSEY
STATE OF MINNESOTA
RESOLUTION RECOMMENDING SUBMISSION OF THE
2040 COMPREHENSIVE PLAN TO THE METROPOLITAN COUNCIL
(Special Planning Case SP -203-16)
WHEREAS, Minnesota Statute 462.355 requires planning agencies within the
metropolitan area to prepare a comprehensive municipal plan, and update the plan, fiscal devices,
and official controls, every ten years; and,
WHEREAS, the Village of Mounds View adopted a comprehensive plan in 1959, and
updated it in 1975, 1979, 1998, and 2010; and,
WHEREAS, the City Council appointed a Comprehensive Plan Taskforce, which met in
2018 and 2019, culminating in a joint workshop with the City Council and advisory commissions
on April 23, 2019. The City Council approved the Draft Comprehensive Plan for distribution to
affected jurisdictions for a mandatory 6 -month review on May 13, 2019 (Resolution 9111).
Jurisdictions' comments were incorporated into the plan where appropriate; and,
WHEREAS, Minnesota Statute 462.355, Subd 2 (Procedure to adopt, amend) requires
the planning agency to conduct a Public Hearing prior to any amendment of the plan. The
Planning Commission reviewed the Draft Comprehensive Plan on December 4, 2019 (Resolution
1107-19). The City Council conducted a Public Hearing on December 9, 2019 (Resolution
9195). The Draft Comprehensive Plan was submitted to the Metropolitan Council on December
20, 2019; and,
WHEREAS, the Metropolitan Council responded with an incomplete letter on January
10, 2020. The Draft Comprehensive Plan was revised, and resubmitted to the Metropolitan
Council on September 25, 2020; and,
WHEREAS, a Public Hearing notice was published in the September 15, 2020
Shoreview Press. The Planning Commission held a Public Hearing on October 7, 2020 to review
the revised Draft Comprehensive Plan; and,
NOW, THEREFORE, BE IT RESOLVED, in consideration of the staff report, the
revised Draft Comprehensive Plan, and public testimony, the Mounds View Planning and Zoning
Commission recommends approval of the revised Draft Comprehensive Plan; and,
NOW, THEREFORE, BE IT FURTHER RESOLVED, that City Staff and consultants
shall make all changes that are necessary to the revised Draft Comprehensive Plan without
formal review by the Planning Commission or City Council, to obtain approval from the
Metropolitan Council.
