1. Call to Order
The meeting was called to order by Chair Stevenson at 7:00 p.m. for December 2, 2020. Due to
the COVID-19 pandemic this meeting was held virtually.
2. Roll Call
Members Present: Commissioners Farmer, French, Monn, Nelson, Rundle, and Stevenson.
Absent and Excused: None.
Also Present: Community Development Director Jon Sevald, Miranda Munson

A. Resolution 1125-20 Adopting the 2021 Regular Meeting Schedule for the
Mounds View Planning and Zoning Commission
Community Development Director Sevald informed the Commission that the Planning and
Zoning Commission Bylaws, Section VI, states that the annual meeting schedule of the
Commission shall be adopted by Resolution at the first regular meeting in December for the
following year [2021]. Subject to this Resolution, Regular Meetings will occur on the first and
third Wednesdays of the month.
Commissioner French requested the Resolution be amended to read 2021 in the text instead of
2020. Community Development Director Sevald stated he would make this change.
MOTION/SECOND: Commissioner Monn/Commissioner Nelson. To Adopt Resolution 1125-
20, Adopting the 2021 Regular Meeting Schedule for the Mounds View Planning and Zoning
Commission.
A roll call vote was taken.
Ayes – 6 Nays – 0 Motion carried.
7. Reports
A. Upcoming Planning Cases & Activity
Community Development Director Sevald stated he had no upcoming planning cases.
B. Staff Updates
Community Development Director Sevald provided the Commission with an update from staff.
He commented on several cases and projects that would be coming before the Commission in
early 2021. He stated City Hall was closed at this time and he anticipated City Hall would
remain closed through the end of the year. He explained the YMCA stepped down from
operating the Community Center and the City was now forming its own Parks and Recreation
Department. He reported three of the YMCA staff members have been rehired by the City of
Mounds View.

The Commission recommended staff update the City’s website regarding the new Parks and
Recreation Department. The Commission thanked City Administrator Zikmund for his recent
update on CTV’s facebook page of the developments occurring in Mounds View.
The Commission recommended the Planning Commission revisit the City’s sign ordinance in
2021.
C. Council Updates
Community Development Director Sevald reported the City Council would be holding a
worksession meeting on Monday, December 7th.
D. Planning Commissioner Reports
None.
8. Approval of Minutes
November 4, 2020.
MOTION/SECOND: Commissioner Monn/Commissioner Rundle. To approve the Minutes of
the November 4, 2020 regular Planning Commission meetings as presented.
A roll call vote was taken.
Ayes – 6 Nays – 0 Motion carried.
9. Next Planning Commission Meeting:
A. Wednesday, December 16, 2020
B. Wednesday, January 6, 2021
10. Adjournment
There being no further business before the Planning Commission, Chair Stevenson adjourned the
meeting at 7:22 p.m.
