HomeMy WebLinkAbout1089-18MOUNDS VIEW PLANNING COMMISSION RESOLUTION 1089-18 CITY OF MOUNDS VIEW COUNTY OF RAMSEY STATE OF MINNESOTA A RESOLUTION RECOMMENDING APPROVAL OF A DEVELOPMENT REVIEW FOR EDGEWOOD MIDDLE SCHOOL, LOCATED AT 5100 EDGEWOOD DRIVE, (PLANNING CASE MU2018-002) WHEREAS, Edgewood Middle School is located at 5100 Edgewood Drive, legally described as: PID: 08-30-23-34-0003 Unplatted lands, Subject to Road and easements and except east 640 feet of south 190 feet of the south east ¼ of southwest ¼ of Section 8, Township 30, Range 23 WHEREAS, additions and improvements to Edgewood Middle School are planned, including a gymnasium, indoor swimming pool, and classrooms, totaling 39,735 sq ft, increasing the principal building size by 36%; and, WHEREAS, the Mounds View City Code, Section 1006.06, Subd 2 requires that construction activity that increases the gross square footage of the principal building by 10% and more than 10,000 sq ft shall be reviewed by the Planning Commission, and approved by the City Council; and, WHEREAS, Wold Architects and Engineers, representing the Mounds View Independent School District 621, has requested approval of a Development Review for such additions and improvements; and, WHEREAS, the Applicant submitted plans, dated September 24, 2018, and revised October 15, 2018. These plans were distributed by Staff to Ramsey County Public Works, and Rice Creek Watershed District. Plans were submitted independently by the Applicant to the State of Minnesota (building and fire review). Staff received comments from: Samantha Berger, Rice Creek Watershed District, Sep 25, 2018 Tyler McLeete, Stantec, Oct 8, 2018 Resolution 1089-18 Page 2 WHEREAS, Staff has reviewed the plan set for compliance with the City Code, recommending approval of the Development Review, with conditions; and, NOW, THEREFORE, BE IT RESOLVED, the Mounds View Planning Commission, based upon the Staff Report, and in consideration of public testimony, hereby approves Resolution 1089-18, recommending approval of a Development Review for Edgewood Middle School with the following conditions; 1. The Applicant shall revise landscape plans to include additional trees and shrubs to be located; (1) areas between the north parking lot and gymnasium/pool building addition; (2) areas between the east parking lot and the school building; (3) within parking lot islands; and (4) along the south driveway between Co Rd H and the east parking lot. The revised landscape plan may be reviewed and approved administratively by Staff. All landscaping shall be installed within one- year of the Certificate of Occupancy being issued. A Landscape Escrow will not be required. 2. Additions and improvements to the building and property shall comply with the Mounds View City Code, and be constructed consistent with submitted plans, dated October 15, 2018 3. The Applicant shall obtain applicable permits from the Rice Creek Watershed District, and Ramsey County. The Applicant shall comply with any requirements of the City and other authorities, made during its review of construction plans. 4. The applicant shall reimburse the City for all fees and costs related to this Development Review, including, but not limited to; City Attorney, and engineering consultants. 5. The Applicant shall revise the Site Plan to include a sidewalk along the north side of Co Rd H, from the south driveway to Edgewood Dr. 6. Adequate lighting shall be located along pedestrian ways. 7. The Applicant shall revise the Site Plan to include a barrier between the south driveway, and adjacent sidewalk, intending to deter pedestrians from unintentionally falling into the driveway. 8. The Applicant shall place signage in the north parking lot, directing non-staff to use the Edgewood Dr access. Resolution 1089-18 Page 3 BE IT FINALLY RESOLVED, that the Mounds View Planning Commission directs Staff to forward this resolution to the City Council prior to approval of the minutes.
