In 2020, the Acting Mayor was Council Member Hull. State law also requires the City Council to annually select an official depository for City funds and designate a legal newspaper of general circulation in the City as its official newspaper. The Mounds View City Charter, Section 6.04, requires the City Council to annually appoint a City Treasurer. Discussion: The Twin Cities Pioneer Press, The Life, and the Shoreview Press have each submitted proposals to be the City's official newspaper for 2021 (proposal letters attached). The Council selected the Shoreview Press as the City's primary newspaper for 2020. Twin Cities Pioneer Press $6.30 per column inch ($.045 Deadline is 12:00 pm the day prior per line and there are 14 lines to running notice. Friday at 12:00 per column inch) pm is the deadline to submit if running on Sat/Sun/Mon. ECM, Inc. (The Life, $7.00 per column inch (320 Deadline is 10:00 am Tuesday for previously the Sun- characters per inch, 9 lines per the following Friday's weekly Focus) inch) publication. Press Publications $6.28 per column inch (300 Deadline is every other (Shoreview Press) character per inch, 9 lines per Wednesday by 5:00 pm for inch) following Tuesday's bi-weekly publication. There is an increase for publication in the Shoreview Press from $5.36 to $6.28 per column inch. There is no increase from last year for publication in The Life or Pioneer Press. The Council has traditionally selected the Pioneer Press as the City's secondary newspaper. The Twin Cities Pioneer Press has also placed a bid to be our primary newspaper for 2021. The attached resolution also appoints the treasurer consistent with Section 6.04 of the City Charter, and lists the city job positions authorized to conduct banking and investment business on behalf of the City. Staff recommends no changes from 2020. In addition, staff also recommends the City's official depositories remain the same for 2021.
