1. Parking Restrictions
a. Follow up discussion from council meeting on Snow and Ice removal discussion. After
receiving confirmation from K & G that the parking restriction can be separated from
the Snow and Ice removal discussion. Council confirmed at the December 14, 2020
meeting a desire to continue discussing the Parking Restriction issue. The attached
document details the options staff seems reasonable and the policy issues surrounding
the discussion. Note – the three options are staff suggested but Council has ability to
craft any parking restriction policy they choose.

2. County Discussion
a. Council has a goal of meeting with/improving relationships with other elected
officials and our commissions. To that end, Ramsey County Commissioner Nicole
Joy Frethem has calendar ability to attend our January 11, 2021 council meeting.
The discussion tonight is for the purpose of preparing for this meeting.
b. Action Requested – Discuss and provide direction to staff
3. Charter Commission Discussion
a. Council strategic plan and previous goals included “simplifying the Charter
language” and easing the levy limit. Simplifying the Charter language would entail
having K & G drafting the Charter. K & G has expressed concerns about some of
the language not being lawful or enforceable as well as difficult to understand.
Easing the levy limit would allow the council to eliminate the need for using the
levy reduction fund which will eventually run out of money.
The Commission meets on January 27, 2021 and staff is looking for direction to
convey to the Commission.

Parking Restrictions Discussion
Council Workshop – January 4, 2021
Option A – No Changes or Year round ban from 2:00 am to 6:00 am
Option B – Change time to Midnight to 6:00 am
Option C – Change time and only applies seasonally from November 15 to April 15
Purpose of Parking Restrictions:
1. Aid/improve snow removal
2. Ensure streets are passable for all traffic, especially emergency vehicles
3. Becomes a collector of unwanted vehicles, commercial operations, overflow
a. Abandoned vehicle ordinance in place would address to some degree
Realities of Parking Enforcement:
1. Ramsey County has a backlog of 30,000 parking/moving violations
2. Difficult during non-snow season to articulate harm in allowing parking on public streets during
the day but not at night.
Myths about Parking Restrictions:
1. They deter crime or they breed crime. (No evidence for either argument)
Effect/Impact of Parking Restrictions:
1. Criminalizes people who park their car at night (no similar crime for day parking)
2. Discussion by council on best utilization of limited resources (Police Officers)
3. Adds administrative burden – out of town guests, driveway repair, etc.
4. Safety impacts – Plow hitting ridge line of previous plow that had to avoid car can result in
violent impact to plow and operator.
Blaine – Seasonal November 1 to April 1 – 2am to 7am and 2” snowfall
Ramsey – Year round – 2am to 6am and 3” snowfall
Shoreview – Year Round – 2am to 5am
New Brighton – Year Round – 2am to 5am and 3” of snowfall
