As per standard practice, all new commission appointees are required to be sworn in, or in other words, take an oath of office. Staff Recommendation The Oaths of Office for Donn Lindstrom and Lisa Marquis are attached and will be administered at the beginning of the January 21, 2021 EDC meeting. CALL TO ORDER Chair Dennis Farmer called the meeting to order at approximately 7:30 a.m. 2. APPROVAL OF NOVEMBER 19, 2020 AGENDA Motion/Second: Commissioner Freichels moved and Commissioner Rundle seconded the approval of the November 19, 2020 EDC agenda. Motion Carried: 6 Ayes, 0 Nays 5. APPROVAL OF FEBRUARY 20, 2020 EDC MINUTES Motion/Second: Commissioner Rundle moved and Commissioner Stevenson seconded the approval of the February 20, 2020 EDC minutes as amended. Motion Carried: 6 Ayes, 0 Nays 6. EDC BUSINESS Recommendations For New Commissioners Assistant City Administrator Brian Beeman reviewed the four EDC applicants. Chair Farmer informed the Commission that he is also serving on the Planning Commission and would like to step down to allow a new EDC applicant to sit on the Commission. Motion/Second: Commissioner Larson moved and Commissioner Rundle seconded the motion to recommend to the EDA Lisa Marquis for reappointment to the Business Representative and Donn Lindstrom for the Resident Representative. Motion Carried: 6 Ayes, 0 Nays EDC Minutes November 19, 2020 Page 2 of 2 Resolution 20-EDC-45 Establishing the 2021 Calendar Meeting Dates Beeman informed the Commission that according to the City Code and EDC By-laws each year the EDC reviews and sets the upcoming year’s meeting dates and times. Motion/Second: Commissioner Friechels moved and Commissioner Stevenson seconded the approval of Resolution 20-EDC-45 Establishing the 2021 Calendar Meeting Dates. Motion Carried: 6 Ayes, 0 Nays 7. REPORTS OF STAFF Assistant City Administrator Beeman provided an update on Gray Stone Flats, the 128 market rate apartment project, Rice Creek Commons, the Mounds View Business Council meeting, the Skyline Redevelopment project, Long Lake Woods residential in-fill project, Tom Fields Estates residential project, the Tires N More purchase by Caliber Drywall/Donnelly Stucco, Popeye’s Chicken, Tommy’s Car Wash, New Vision Movie Theater, Filipino Village, and an update on the third round of the Small Business Relief Grant through Ramsey County. 8. REPORTS OF COMMISSIONERS Commissioner Meehlhause informed the Commission that the City Council allocated $8750.00 to each of four local non-profit organizations through the CARES ACT fund. He also thanked Chair Farmer for serving on the EDC. There were no other Commissioners updates. 9. NEXT REGULAR EDC MEETING Chair Farmer reminded the Commissioners that the next EDC meeting will be held December 17, 2020 as needed. If it is canceled, Beeman will inform the Commission. Otherwise, the Commission will meet January 21, 2021. 10. ADJOURN There being no further business, Chair Farmer adjourned the November 19, 2020 meeting at approximately 8:03 a.m. Respectfully submitted, _______________________________ Brian Beeman Assistant City Administrator Item #: 6A Meeting Date: January 21 2021 Type of Business: EDC City of Mounds View Staff Report To: Economic Development Commission From: Brian Beeman, Assistant City Administrator Item Title/Subject: Appoint 2021 EDC Chairperson and Vice Chairperson Background Per the following Section 408.07 of the Mounds View City Code: Subd. 1 Organization: At the first regular meeting of the year, the Commission shall appoint a chairperson from among its voting members. This appointment shall be subject to Authority approval and shall consist of a one (1) year term. The position of chair shall rotate among members, with no Commissioner serving in that capacity for more than two (2) consecutive terms. The Commission shall also elect a vice-chair from among its appointed members for a term of one (1) year. The Commission may create and fill such other offices from its members as it may determine to transact Commission business. Current and past EDC Members highlighting past Chairpersons is attached. Staff Recommendation Consistent with City Code, Staff recommends that the EDC make a motion recommending appointment of the 2021 EDC Chairperson and Vice Chairperson to the EDA. The appointment will be confirmed by the EDA on Monday, January 25, 2021. Once the appointments are confirmed by the EDA in January, the new EDC Chair and Vice Chair will begin their duties at the February 18, 2021 at the regular EDC meeting. The Commission meets January, February, and November each year to complete administrative requirements such as, new Member recommendations, Oaths of Offices, Chair & Vice Chair appointments, assignment of the annual calendar of meeting dates, review of by-laws, goals and priorities, and other topics. The Commission normally breaks for the summer and only meets if necessary until the November meeting. The EDC should have a discussion to identify specific topics and/or potential presenters that it feels will add value for 2021 if needed. Discussion The EDC to brainstorm ideas for potential topics and speakers for 2021. At the November 21, 2019 meeting it was recommended that housing updates and business property opportunities be considered. As a result, the Code Enforcement Officer explained the trends of code violations and what has been accomplished. In addition the Assistant City Administrator reviewed all of the redevelopment projects and potential redevelopment sites. The EDC to further elaborate and discuss. Recommendation Staff recommends the EDC continue to meet January, February, and November and meet as-needed for the remaining of the year. If a topic/speaker is recommended then a meeting will be set up in one of the established 2021 EDC calendar slots. All of this is contingent upon COVID-19 conditions/mandates and City Hall remaining open. Gray Stone Flats Redevelopment Project Closing on the sale of Crossroad Pointe was completed November 4, 2019. INH Properties has reached substantial completion for the 128 unit market rate apartment building. Some materials and appliances have had significant delays because of COVID, however they are still scheduled for an early spring completion. Staged units are expected to be open January 25th, 2021 with a temporary certificate of occupancy (CO). The full CO is unknown at this time. B. Rice Creek Commons (TCAAP) Development Update In late spring of 2019 project engineers were in the process of plans for mass grading, utility installation, and primary roadways on the site. This work was slated to be completed in 2019. Initially, the first phase of housing and early commercial construction was expected to begin in 2020 and when fully realized, the mixed-use development was expected to offer 1,460 housing units, support at least 4,000 living-wage jobs, and generate approximately $8.6 million in property taxes annually. However, the County has decided not to participate with the City of Arden Hills and has filed a lawsuit against the City. Therefore, all timelines and plan are on hold until further notice. News from May 5, 2020 reveals that the site was taken off of the Superfund list and has received environmental clearances. Ramsey County Commissioner Nicole Joy Frethem met with the Mounds View City Council January 11, 2021 and stated that the law suit is still in effect however, neither party is at liberty to mention any details of the lawsuit. However, she stated that they feel progress is being made. C. Mounds View Business Council Meeting The next meeting will be held at the MV Event Center March 10, 2021 from 8:00-9:00 a.m. All meetings are free and all EDC Members are encouraged to attend. The topic is TBD. D. Skyline Motel Bauer Welding is cooperating with the City to sell their backlot to Augusta Developers, llc a 100 unit senior housing project. Augusta will purchase the northern portion of the EDA owned Skyline redevelopment site. MWF Properties is anticipating purchasing the southern portion of the site once they can secure their tax credits. Both Bauer Welding and Bio Clean plan to expand their operations as well, resulting in four development projects on the overall site. E. Long Lake Woods Marty Harsted is moving forward in creating 12 new single-family residential lots. He would like to break ground in the summer of 2021. He apparently has about four homes that would be build right away once the development has been completed. He is currently waiting for one of the property owners to respond to an appraisal and offer before going forward. F. Tom Fields Estate A developer plans to purchase three lots from Tom Fields located across from Lambert Park to construct three assisted living homes with 6 rooms each. Each home would look similar to a newer modern house. G. Tires N More The Tires N More building has been purchased by Caliber Drywall/ Donnelly Stucco. They have 8-10 employees in the office and they are currently renovating the building. They have been open since December, 2020. The Simon’s building and adjacent EDA lot are still for sale. There has been some inquiries for a small multi-family structure but nothing serious to date. H. Popeye’s The Popeye’s franchise has completed all of the underground work. Within the next month they should be getting the shell of the building completed, enclosed, and heated for the remainder of the work to be continue. The goal is an early summer opening. Reports of Staff January 21, 2021 Page 2 of 2 I. Snyder’s Building Tommy’s Car Wash purchased the old Snyder’s Pharmacy in 2020 and demolished the building. The project is nearing completion. They are on track for spring 2021 opening. J. Filipino Village The old Snap Market is now the Filipino Village Grocery Store. They opened late October 2020. They have begun work on expanding into the remainder of the building which is scheduled for an early spring completion. K. Vino’s & Stoggies The building was sold and the new owner plans to use the building for the same purpose. L. New Vision Theater They currently are looking for a new tenant. They were nearing an agreement with AMC owned by China but AMC is struggling and has filed for bankruptcy. New Vision is applying for a State COVID grant to keep the facility afloat during the pandemic. Caribou Coffee is looking to build a new site in the New Vision parking lot and the possibility of a mixed-use or multi-family project is being researched as well. M. Mermaid The Mermaid has made an application to the State of MN for a COVID grant in order to help it maintain is bowling alley and restaurant. They have stated that since Gov. Walz has recently allowed 50% capacity for restaurants that they believe they can maintain. However, they continue to struggle until all mandates are lifted. N. El Loro There has been some interest in the old El Loro building however they City’s Ordinance does not allow drive-thru’s at that location. Therefore, interest has waned. Staff met with the Development Review Committee to discuss that matter and it was decided that the City should move forward in allowing a drive-thru for that location. This process could take a couple of months to complete. O. Nice-N-Fit A health nutrition store is working on a lease agreement and remodel requirements for the old Cost Cutters retail space in Mounds View Square.
