Also, please limit your comments to three minutes. 7.EDA BUSINESS A.Confirm EDC Chair and Vice Chair Appointments 8.REPORTS 9.NEXT EDA MEETING: February 8, 2021 9.ADJOURNMENT PROCEEDINGS OF THE MOUNDS VIEW EDA 1 CITY OF MOUNDS VIEW 2 RAMSEY COUNTY, MINNESOTA 3 4 Regular Meeting 5 January 11, 2021 6 Mounds View City Hall 7 2401 Mounds View Boulevard, Mounds View, MN 55112 8 9 10 1.CALL MEETING TO ORDER 11 12 President Mueller called the meeting to order at 6:31 p.m. Due to the COVID-19 pandemic this 13 meeting was held virtually. 14 15 2.OATH OF OFFICE 16 17 Assistant City Administrator Beeman administered the Oath of Office to President Carol 18 Mueller, Commissioner Theresa Cermak and Commissioner Gary Meehlhause. 19 20 3.ROLL CALL: President Mueller, Vice President Hull, Commissioner Bergeron 21 Commissioner Cermak, Commissioner Meehlhause, and Executive Director Zikmund. 22 23 NOT PRESENT: None. 24 25 4.APPROVAL OF AGENDA 26 27 MOTION/SECOND: Hull/Bergeron. To Approve the January 11 , 2021, Agenda as presented. 28 29 A roll call vote was taken. 30 31 Ayes – 5 Nays – 0 Motion carried. 32 33 5.CONSENT AGENDA 34 35 A.November 23, 2020, EDA Minutes.36 37 MOTION/SECOND: Meehlhause/Hull. To Approve the Consent Agenda as presented. 38 39 A roll call vote was taken. 40 41 Ayes – 5 Nays – 0 Motion carried. 42 43 6.PUBLIC COMMENT 44 45 Mounds View EDA January 11, 2021 Regular Meeting Page 2 None. 1 2 7.EDA BUSINESS 3 4 A.Resolution 21-EDA-339, Electing and Appointing Officers to the Mounds5 View Economic Development Authority (EDA).6 7 Assistant City Administrator Beeman requested the EDA elect and appoint officers for 2021. 8 9 President Mueller stated the Mayor of the City has served as the President of the EDA in the past 10 and she would like this to continue. She questioned who would like to serve as the EDA Vice 11 President. 12 13 Commissioner Cermak volunteered to serve as the EDA Vice President. 14 15 Commissioner Meehlhause commented he would serve as the EDA Treasurer. 16 17 Commissioner Hull stated he would continue to serve as the EDA Secretary. 18 19 MOTION/SECOND: Hull/Bergeron. To Waive the Reading and Adopt Resolution 21-EDA-20 339, Electing and Appointing Officers to the Mounds View Economic Development Authority 21 (EDA) as discussed. 22 23 A roll call vote was taken. 24 25 Ayes – 5 Nays – 0 Motion carried. 26 27 B.Resolution 21-EDA-340, Approving Home Energy Visit Agreement between28 the Economic Development Authority and the Center for Energy and29 Environment.30 31 Assistant City Administrator Beeman requested the EDA approve a Home Energy Visit 32 Agreement between the EDA and the Center for Energy and Environment. He reported Kennedy 33 & Graven had reviewed this agreement, made suggested changes and recommended approval. 34 35 Terry Chaney, Outreach Specialist with the Center for Energy and Environment, discussed the 36 home energy visits and services that were being provided to Mounds View residents. 37 38 Commissioner Meehlhause explained he took advantage of this program several years ago and he 39 recommended all residents schedule an energy visit. He questioned how many Mounds View 40 residents have scheduled visits with the Center for Energy and Environment. Mr. Chainy 41 reported in 2019 there were 10 visits and in 2020 there were 20. 42 Mounds View EDA January 11, 2021 Regular Meeting Page 3 1 MOTION/SECOND: Meehlhause/Bergeron. ADJOURNMENT16 17 President Mueller adjourned the meeting at 6:49 p.m. 18 19 Respectfully submitted, 20 21 22 Recorded and transcribed by: 23 Heidi Guenther 24 Minute Maker Secretarial 25 Item No 7B Meeting Date: January 23, 2021 Type of Business: EDA Administrator Review : ____ City of Mounds View Staff Report To: EDA President and Commissioners From: Brian Beeman, Assistant City Administrator Item Title/Subject: Confirm EDC Chair & Vice Chair Appointments Introduction: As per Section 408.07 of the Mounds View City Code it specifies that the EDC shall appoint a chairperson and a vice chairperson from among its voting members and such appointments shall be subject to EDA approval. The Chair may not serve more than two consecutive one year terms and the Vice Chair may serve unlimited consecutive terms. Discussion: On January 21, 2021 the EDC appointed Jim Freichels as the EDC Chair and Dan Larson as the Vice Chair. Recommendation: Consistent with City Code, staff recommends that the EDA make a motion confirming the EDC appointments for Chair and Vice Chair.
