1. CALL MEETING TO ORDER
President Mueller called the meeting to order at 6:31 p.m. Due to the COVID-19 pandemic, this
meeting was held virtually.
2. OATH OF OFFICE
Assistant City Administrator Beeman administered the Oath of Office to President Carol
Mueller, Commissioner Theresa Cermak and Commissioner Gary Meehlhause.
3. ROLL CALL: President Mueller, Vice President Hull, Commissioner Bergeron
Commissioner Cermak, Commissioner Meehlhause, and Executive Director Zikmund.
NOT PRESENT: None.
4. APPROVAL OF AGENDA
MOTION/SECOND: Hull/Bergeron. To Approve the January 11, 2021, Agenda as presented.
A roll call vote was taken.
Ayes – 5 Nays – 0 Motion carried.
5. CONSENT AGENDA
A. November 23, 2020, EDA Minutes.
MOTION/SECOND: Meehlhause/Hull. To Approve the Consent Agenda as presented.
A roll call vote was taken.
Ayes – 5 Nays – 0 Motion carried.

6. PUBLIC COMMENT
None.
7. EDA BUSINESS
A. Resolution 21-EDA-339, Electing and Appointing Officers to the Mounds
View Economic Development Authority (EDA).
Assistant City Administrator Beeman requested the EDA elect and appoint officers for 2021.
President Mueller stated the Mayor of the City has served as the President of the EDA in the past
and she would like this to continue. She questioned who would like to serve as the EDA Vice
President.
Commissioner Cermak volunteered to serve as the EDA Vice President.
Commissioner Meehlhause commented he would serve as the EDA Treasurer.
Commissioner Hull stated he would continue to serve as the EDA Secretary.
MOTION/SECOND: Hull/Bergeron. To Waive the Reading and Adopt Resolution 21-EDA-
339, Electing and Appointing Officers to the Mounds View Economic Development Authority
(EDA) as discussed.
A roll call vote was taken.
Ayes – 5 Nays – 0 Motion carried.
B. Resolution 21-EDA-340, Approving Home Energy Visit Agreement between
the Economic Development Authority and the Center for Energy and
Environment.
Assistant City Administrator Beeman requested the EDA approve a Home Energy Visit
Agreement between the EDA and the Center for Energy and Environment. He reported Kennedy
& Graven had reviewed this agreement, made suggested changes and recommended approval.
Terry Chaney, Outreach Specialist with the Center for Energy and Environment, discussed the
home energy visits and services that were being provided to Mounds View residents.
Commissioner Meehlhause explained he took advantage of this program several years ago and he
recommended all residents schedule an energy visit. He questioned how many Mounds View

residents have scheduled visits with the Center for Energy and Environment. Mr. Chainy
reported in 2019 there were 10 visits and in 2020 there were 20.
MOTION/SECOND: Meehlhause/Bergeron. To Waive the Reading and Adopt Resolution 21-
EDA-340, Approving Home Energy Visit Agreement between the Economic Development
Authority and the Center for Energy and Environment.
A roll call vote was taken.
Ayes – 5 Nays – 0 Motion carried.

9. NEXT EDA MEETING: Monday, January 25, 2021 at 6:30 p.m.
10. ADJOURNMENT
President Mueller adjourned the meeting at 6:49 p.m.
