HomeMy WebLinkAboutResolution 9399RESOLUTION NO. 9399 CITY OF MOUNDS VIEW COUNTY OF RAMSEY STATE OF MINNESOTA RESOLUTION APPROVING JOB DESCRIPTIONS FOR YOUTH DEVELOPMENT STAFF, EVENT CENTER HOST, SPORTS INSTRUCTOR, AND SENIOR PROGRAMS COORDINATOR, AND AUTHORIZE HIRING FOR THE POSITIONS WHEREAS, Council recommended approval of the City operating a Parks and Recreation Department during their October 12, 2020 meeting; and WHEREAS, job descriptions have been created for the Youth Development Staff, Event Center Host, Sports Instructor, and Senior Programs Coordinator; and WHEREAS, the Human Resources Committee has had an opportunity to review the job descriptions; and WHEREAS, staff is requesting authorization to hire one (1) Youth Development Staff; up to two (2) Event Center Hosts; up to three (3) Sports Instructors; and one (1) Senior Programs Coordinator; and WHEREAS, all positions will be part-time, non -benefit positions, and eligible for PERA after 180 days of employment; and WHEREAS, wages for the positions are as follows: Youth Development Staff $13.00/Hour Event Center Host $15.00/Hour Sports Instructor $13.00/Hour Senior Programs Coordinator $16.00/Hour NOW, THEREFORE, BE IT RESOLVED, that the Mounds View City Council Approves the Job Descriptions for the Youth Development Staff, Event Center Host, Sports Instructor, and Senior Programs Coordinator, as shown in Exhibit A, B, C, and D (attached), and authorizes staff to fill the positions. A /� L4 / Nyle Z mun , City Administrator Exhibit A CITY OF MOUNDS VIEW POSITION DESCRIPTION Position Title: Youth Development Staff Department: Parks and Recreation Accountable to: Director of Public Works/Parks and Recreation Status: Non -Exempt Part -Time PRIMARY OBJECTIVE OF POSITON This position is responsible to work directly with school age youth or teens in Parks and Recreation programs. SUPERVISION RECEIVED Works under the general guidance and direction of the Parks and Recreation Superintendent. SUPERVISION EXERCISED None. ESSENTIAL DUTIES AND RESPONSIBILITIES • Plan and implement age appropriate activities for youth or teens. • Assist youth with homework. • Provide a safe environment with clear rules and expectations. • Provide guidance and role modeling for youth. • May organize and/or participate in special events for youth or teens. • Inspect program area daily for any safety precautions prior to youth or teens entering facility. • Take attendance at the beginning of each session and assure that each attendant is picked up at the end of the session. MINIMUM QUALIFICATIONS • High school diploma/GED. • Have the desire to work with the public. o Be available to work a part-time schedule of up to 29 hours per week. • First Aid certified or willing to become certified within 30 days of hire. • Willing to work with people of diverse backgrounds. • Ability to work flexible schedules including day and evening hours. NECESSARY KNOWLEDGE, SKILLS, AND ABILITIES • Ability to plan and implement daily activities for youth or teens. • Ability to motivate youth or teens in afterschool activities. • Ability to establish and maintain effective working relationships with youth or teens. • Ability to communicate effectively in English, both verbally and in writing. • Ability to demonstrate strong leadership skills. Mueller, Mayor 2021 /02/22 Exhibit B CITY OF MOUNDS VIEW POSITION DESCRIPTION Position Title: Event Center Host Department: Parks and Recreation Accountable to: Director of Public Works/Parks and Recreation Status: Non -Exempt Part -Time PRIMARY OBJECTIVE OF POSITON The Event Center Host is responsible to monitor guests who have rented facilities within the Community Center. They ensure the event runs smoothly, welcoming guests, answering questions, and working as a liaison between client, support staff, and vendors. SUPERVISION RECEIVED Works under the general guidance and direction of the Parks and Recreation Superintendent. SUPERVISION EXERCISED None. ESSENTIAL DUTIES AND RESPONSIBILITIES • Assist with set up for many types of events, including but not limited to: banquets, birthday parties, weddings, conferences, retreats, meetings, seminars, trainings, etc. • Interact with event attendees, making them feel welcome and answers questions when needed. • Respond to client requests. • Monitor vendor schedules, ensuring they meet attendance requirements (deadlines). • Assure venue does not exceed capacity. • Assure venue is vacated at the proper time. • Assist with cleaning during and ensures cleaning is underway at the conclusion of the event. • Return equipment and supplies to proper location. MINIMUM QUALIFICATIONS • One year customer service experience. • Willing to work nights and weekends. • High school diploma/GED. • Have the desire to work with the public. o Be available to work a part-time schedule of up to 20 hours per week. • First Aid certified or willing to become certified within 30 days of hire. • Willing to work with people of diverse backgrounds. NECESSARY KNOWLEDGE, SKILLS, AND ABILITIES • Demonstrate a high level of attention to detail. • Ability to multi -task and meet deadlines. • Ability to work a flexible schedule which includes evenings and weekends. • Ability to communicate effectively in English, both verbally and in writing. • Ability to work independently and as a member of a team. • Ability to work with recreation software. • Ability to work with audio visual equipment. Mueller, Mayor 2021 /02/22 Exhibit C CITY OF MOUNDS VIEW POSITION DESCRIPTION Position Title: Sports Instructor Department: Parks and Recreation Accountable to: Director of Public Works/Parks and Recreation Status: Non -Exempt Part -Time PRIMARY OBJECTIVE OF POSITON This position is responsible to lead a group of community youth in assigned sports programs. The Sports Instructor will encourage skill development, sportsmanship, safety, and fair play, all while having fun. SUPERVISION RECEIVED Works under the general guidance and direction of the Parks and Recreation Superintendent. SUPERVISION EXERCISED None. ESSENTIAL DUTIES AND RESPONSIBILITIES • Explain rules and regulations to sports team/group. • Instruct participants during practice on sports techniques/fundamentals of the game. • Assure equal playing time for all participants. • Maintain a positive attitude regardless of the outcome of the game. • Take attendance at the beginning of each session and assure that each attendant is picked up at the end of the session. • Assist with distribution of team equipment (rosters/jerseys/balls, etc.). MINIMUM QUALIFICATIONS • Knowledge of specified organized sport (may include: T-Ball, softball, baseball, basketball, soccer, volleyball, floor hockey, or tumbling). • Desire to work with the public. o Be available to work a part-time schedule of up to 20 hours per week. • First Aid certified or willing to become certified within 30 days of hire. • Willing to work with people of diverse backgrounds. • Ability to work flexible schedules including day and evening hours. NECESSARY KNOWLEDGE, SKILLS, AND ABILITIES • Ability to work well with youth. • Ability to plan, implement, and evaluate team sporting events for youth. • Ability to motivate youth in sporting events. • Ability to establish and maintain effective working relationships with youth. • Ability to communicate effectively in English, both verbally and in writing. • Ability to demonstrate strong leadership skills. SUPERVISION RECEIVED Works under the general guidance and direction of the Parks and Recreation Superintendent. SUPERVISION EXERCISED None. ESSENTIAL DUTIES AND RESPONSIBILITIES • Assist in planning, scheduling, and implementing entertainment for senior programs. • Oversee special events and activities for senior programs. • Continuously evaluate programming and recommend needed changes to the Parks and Recreation Superintendent. • Ensure the site is kept clean and organized. • Ensure excellent communication with participants. • Provide information to and answer questions from participants and the general public. MINIMUM QUALIFICATIONS • High school diploma/GED. • Minimum of 1-2 years working with senior recreation programming. • Have the desire to work with the public. o Be available to work a part-time schedule of up to 20 hours per week. • First Aid certified or willing to become certified within 30 days of hire. • Willing to work with people of diverse backgrounds. • Ability to work flexible schedules including day and evening hours. NECESSARY KNOWLEDGE, SKILLS, AND ABILITIES • The ability to work with and provide appropriate programming to an aging population. • The ability to provide leadership and to motivate participants. • Interpersonal skills sufficient to exchange and/or convey information, receive work direction, and maintain effective working relationships with staff and class participants. • Ability to communicate in English, both verbally and in writing. • Ability to work independently and as a member of a team.
