RESOLUTION APPROVING JOB DESCRIPTIONS FOR SUMMER
PROGRAM LEAD (INTERNSHIP), SUMMER PROGRAM STAFF, PARK
PROGRAM LEAD, AND PARK PROGRAM STAFF, AND AUTHORIZE
HIRING FOR THE POSITIONS
WHEREAS, Council recommended approval of the City operating a Parks and
Recreation Department during their October 12, 2020 meeting; and
WHEREAS, job descriptions have been created for the Summer Program Lead
(Internship), Summer Program Staff, Park Program Lead, and Park Program Staff; and
WHEREAS, the Human Resources Committee has had an opportunity to review
the job descriptions; and
WHEREAS, staff is requesting authorization to hire one (1) Summer Program Lead
(Internship); up to five (5) Summer Program Staff; one (1) Park Program Lead; and up to
four (4) Park Program Staff; and
WHEREAS, all positions will be seasonal positions; and
WHEREAS, wages for the positions are as follows:
Summer Program Lead (Internship) $17.00/Hour
Summer Program Staff $12.00 - $13.00/Hour DOQ
Park Program Lead $15.00/Hour
Park Program Staff $12.00 - $13.00/Hour DOQ
NOW, THEREFORE, BE IT RESOLVED, that the Mounds View City Council
Approves the Job Descriptions for the Summer Program Lead (Internship), Summer Program
Staff, Park Program Lead, and Park Program Staff, as shown in Exhibit A, B, C, and D
(attached), and authorizes staff to fill the positions.

POSITION DESCRIPTION
Position Title: Summer Program Lead
Department: Parks and Recreation
Accountable to: Director of Public Works/Parks and Recreation
Status: Seasonal
PRIMARY OBJECTIVE OF POSITON
The Summer Program Lead is responsible to lead the Summer Explore More program. The
incumbent assists the Recreation Coordinator with planning, leading, and evaluating the program as
well as providing work direction for summer program staff.
SUPERVISION RECEIVED
Works under the general guidance and direction of the Parks and Recreation Superintendent.
SUPERVISION EXERCISED
None.
ESSENTIAL DUTIES AND RESPONSIBILITIES
• Assist the Recreation Coordinator with planning, supervising, and implementation of the program
and program activities.
• Assist in the promotion of the program including calendars, newsletters, and other forms of
communication with parents/guardians and the community.
• Provide work direction to program staff.
• Assist the Recreation Coordinator with supervision and training to the program staff.
• Assist with scheduling and assigning staff.
• Inventory, order, and distribute equipment, supplies and materials.
• Maintain accurate records and statistics.
• Coordinate summer staff meetings as required.
• Distribute timesheets and other pertinent correspondence to summer staff as needed.
• Continuously evaluate the program and recommend needed changes to the Recreation
Coordinator.
• Ensure the site is kept clean and organized.
• Ensure excellent communication with parents/guardians.
• Perform administrative activities to support the program, including record and file maintenance,
registration, release forms, and emergency forms.
• Maintain CACFP and Minnesota Department of Health Licensing for meals and snacks, if
applicable.
• Perform related duties as required.
MINIMUM QUALIFICATIONS
• Completed two years of college course work in Parks and Recreation, Physical Education,
Education or related field.
• Two years of experience working in Parks and Recreation, summer camps, physical
education, education or community education.
• Two years word processing experience.
• Have the desire to work with the public.
o Be available to work a part-time schedule of up to 40 hours per week.
• First Aid certified or willing to become certified within 30 days of hire.

• Willing to work with people of diverse backgrounds.
• Ability to work flexible schedules including day and evening hours.
DESIREABLE QUALIFICATIONS
• Recent college graduate or individual seeking internship in recreation, parks, and leisure
services.
• Current recreation, physical education or education professionals.
• Staff and/or program supervisory experience in recreation, education, or related field.
NECESSARY KNOWLEDGE, SKILLS, AND ABILITIES
• Knowledge of organized games, activities for special events and school aged programming.
• Knowledge of youth athletics.
• Ability to plan and implement daily activities for youth.
• Ability to motivate youth in afterschool activities.
• Ability to establish and maintain effective working relationships with youth.
• Ability to communicate effectively in English, both verbally and in writing.
• Ability to demonstrate strong leadership skills.

This position is responsible to work directly with school age youth in the Summer Explore More
program.
SUPERVISION RECEIVED
Works under the general guidance and direction of the Parks and Recreation Superintendent.
SUPERVISION EXERCISED
None.
ESSENTIAL DUTIES AND RESPONSIBILITIES
• Implement age appropriate activities for youth.
• Provide a safe environment with clear rules and expectations for participants.
• Provide guidance and role modeling for youth.
• Organize and/or participate in special events for youth.
• Inspect program area daily for any safety precautions prior to youth arriving on site.
• Keep daily attendance records.
MINIMUM QUALIFICATIONS
• Have the desire to work with the public.
o Be available to work a part-time schedule of up to 40 hours per week.
• First Aid certified or willing to become certified within 30 days of hire.
• Willing to work with people of diverse backgrounds.
• Ability to work flexible schedules including day and evening hours.

Position Title: Park Program Staff

This position is responsible to supervise and lead participants in games, arts and crafts, and other
planned activities at a specific site or sites.
SUPERVISION RECEIVED
Works under the general guidance and direction of the Parks and Recreation Superintendent.
SUPERVISION EXERCISED
None.
ESSENTIAL DUTIES AND RESPONSIBILITIES
• Explain directions to various games and/or art projects.
• Participate in activities with youth, demonstrating leadership skills.
• Show good judgement and enthusiasm.
• Teach proper conduct to attendees by leading as a good example.
• Maintain equipment or supplies used for activities.
• Report any lost or damaged equipment to supervisor.
• Take attendance at the beginning of each session and assures that each attendant is picked
up at the end of the session.
MINIMUM QUALIFICATIONS
• Minimum of six (6) months experience working with youth.
• Have the desire to work with the public.
o Be available to work a part-time schedule of up to 30 hours per week.
