Gary Meehlhause: Town Hall Meeting Monday, April 20, 2020 and City Council is looking for a Citizen of the Year. Sherry Gunn: There is interest in a tree -lighting ceremony at City Hall around the holidays. This could bring back a small town feeling and bring the community together. The MV Lions Club is willing to help support the idea financially. 7. STAFF REPORTS A. YMCA: See attached report. Summer programs have great enrollment. Senior programming had record participation for January. MVCC and park building rentals are up compared to previous years. Field requests are getting finalized. B. Coach -of -the -Year: Have received 2 nominations so far and MVCC will send out more email reminders to get more nominations. C. Public Works: See attached report. Removing some ash trees and hazardous trees on city property. Replacing with other high -value trees. Repairing lighting at Event Center. Festival- in -the -Park will be at Silverview Park again this August. Friday night will be the parade and a family -fun night at City Hall, then other festivities will be at Silverview on Saturday. Storm sewer work to be done at Arden and Woodcrest Parks: waiting for permit from RCWD. 8. UNFINISHED BUSINESS A. Continue review of City Parks: Direct Staff to find total area of parkland per 1,000 residents as recommended in Park Analysis back in 1970 (p. 8A of packet -recommended standards of twenty acres of parkland per 1,000 people.) 1. Random Park: Reviewed history of the park amenities. 2. Greenfield Park: Reviewed history of park amenities. Add tennis court history. Determine how much right-of- way is defined by RCWD. Need to review suggested improvements to ballfield. Direct Staff to find cost estimate for moving bleachers and adding dugouts. Maintenance Staff worked on the following items since November: • Painting/ Dry Wall Community Center • Floor tile replacement Community Center • Painting and Door repair Silver View Shelter • Wood chipping island Silver View • Flower bed weed preventer application • Tennis court leaf removal • Spring litter pick up all parks • Moving City hall for renovation • Spring equipment change over • Playground repairs • Seeding/ black dirt winter kill and plow routs • Basketball hoop removal Silver View • Silverview trail clean up • Playground caution tape up • Working on Stump restorations in all parks from ash removal this winter • On hold- Portable restrooms, line painting, Ball field dragging, net installations. - tennis, soccer and batting cage. City Hall Campus: Irrigation & Landscaping Improvements: Public Works Staff Report New Picnic Shelters are being built, will be ready for next season rental. Worked with plur- -� vendor to winterize the splash pad. Installation of the New Picnic Tables started Groveland Park: Tennis/Basketball Court Rehabilitation (Design): • Final Inspection of Punch list items on 10/25/2018 for Tennis/Basket Ball Court Greenfield Park: Notified by the DNR that corrections to be made to the tennis court gate entrance — ADA accessible. Fencing contractor scheduled for next month Leveled the trail running in the back portion of the Park, added class 5 as needed. Hillview Park: • Hockey rink fence completed, Public Works staff completed installing the boards. Grading and fill need to be completed. Depending on the weather the base may be a 2018 project. • Ag-lime base to be completed in 2018. Lambert Park • Inventory of Hockey Rink boards to re -place started. • Commission will need to discuss at the February 2020 Meeting size of the Hockey Rink Random Park: Silver View Park Relocate Disc Golf Course: • Ramsey County continues to work in re -profiling the draining ditch along County Road I and Silver View Road, located in Silver View Park. • Working on updating / replacing fountains • Looking into adding additional fountains on the East Side of the Pond. Woodcrest Park • Working with Stantec Engineering and Ramsey County on some drainage issues in the Park. Take out all turf from first and third base line and replace with ag-lime to the fence. Most all new park construction is going this way with ball fields. This would solve the wet home plate issue and uneven base line issues. We are storing a lot of ag-lime at Public Works Does mounds view need a T-ball field? What location? 21 7A PARKS AND RECREATION Brauer and Associates, Park Analysts, hired by the Council in 1970, said they found the total park area in Mounds View fell considerably below recommended standards of twenty acres of parkland per 1,000 people. It was indicated the undeveloped area south of Highway 10, bounded by Long Lake Road, County Road H2, and Silver Lake Road, would function favorably as a community center in closing the gap of parks south of Highway 10, as well as offer a park center. The Brauer report said Mounds View parks lacked two of five objectives: 1) cultural aspect, and 2) ornamentation or beautification additions. Specific recommendations were: 1) acquisition of 30-40 acres at the old Johnson farm, south of Highway 10 in the County Road H2 area, for a community type park where better flexibility and programming could be offered, 2) acquisition of the Moga property at Rice Creek, "a great opportunity for a wild life interpretation center", and 3) a pedestrian easement connecting the City from the area of the proposed new Highway 10. Under the plan, the property north of the future Highway 10 is included in the open space reserve which would help fill park needs for the future. It was pointed out that in order to become eligible for federal park funds, a cost estimate, plan, and analysis had to be worked out. A bond issue was narrowly defeated in 1971. Funds were to have been used for land acquisition and park development. Lakeside Park A private non-profit corporation, Park Playgrounds, Inc. owned the land on the north end of Spring Lake. The Board voted to sell the eleven acres to any local village that bordered the lake. The main condition of the sale was that a satisfactory recreation program be continued. The group had developed the land by improving a beach area, constructing a bath house and washrooms, a lighted ball field, and a large parking area was laid out. Funds to purchase the land came from private donations and money raising projects, Red Feather (now the United Fund), and the Villages of Mounds View and Spring Lake Park. Raising money became difficult on a voluntary basis so the group felt it necessary to pass the burden on to a governmental unit as long as the program was continued. Cost to purchase the land was to be less than $2,000, which represented the indebtedness of the Corporation. In 1958, the Board of Directors was authorized to sell Lakeside Park to the Villages of Mounds View and Spring Lake Park. A question rose to the legality of purchasing land in another county. The issue was tabled until the attorney determined the ordinance was legal. Ordinance 60 was adopted February 2, 1959, which reads, "Directs the execution of an agreement between the Villages of Mounds View and Spring Lake Park for the acquisition of Lakeside Park and for the joint maintenance of said site for park, playground, and recreational use by such Villages and setting out the terms of such agreement." Each Village contributed 50% of the cost of acquisition. If either Village ceases to maintain the property, it will revert back to Park Playground, Inc. The program and cost has grown at the park and in 1976 a contribution of $9,500 came from each of the two communities and the balance of the budget came from fees and concessions. 7A Lambert. Oakwood. Greenfield. Hillview Parks The Pinewood Civic League, formed in 1953, raised money and purchased land for these parks from John Eastman, a developer in the Pinewood area. This land was then donated to the Village. Purchase price for all four parks was $1,000. Lambert Park Lambert Ave. & Jackson Dr. 3.2 acres Oakwood Park Quincy & Hillview Road 2.4 acres Greenfield Park Greenfield & Hillview Rd. 35.5 acres Hillview Park Hillview Rd. & Long Lake Rd. 3.2 acres Greenfield Park: has been expanded since the first acquisition through acquiring tax forfeited land adjoining the park. Groveland Park This land was acquired from Otis Newton at the time the land for Ardan Avenue was negotiated. The park is 4.1 acres, located at Groveland Road and Ardan Avenue. Woodcrest Park Woodcrest property was donated to the Village by Northeast Construction, in June 1964. The park is 3.2 acres, located at Silver Lake Road and Woodcrest Drive. Ardan Park In 1974, 8.8 acres was acquired from the Highway Department when new Highway 10 went through. The property is located at Ardan Avenue and Long Lake Road. Random Property Located at Long Lake Road and Ridge Lane is a 1.5 acre plot for a future tot lot. This is tax forfeited property. Building moved to the Park in 2006 after the City Golf course closed. In XXXX the playground was built. The basketball court was added in 2005 and rehabilitated in 2018. Civic Center Park (Wayside Park City Hall Site in 1967 need to look at map for City Hall Central Park?) Located at the City Hall and has 12.9 acres. 2�''1 7A Silver View Park The Council authorized appraisals for a fifteen acre tract of Miner property at the northeast corner of Silver Lake Road and County Road H2. Using Revenue Sharing Funds, the land was purchased. A "Name the Park Contest" was held, thus the name Silver View was chosen. The Park Commission held discussions in 1973 regarding the possibility of hiring a fulltime Park and Recreation Director. It was felt to provide an adequate program for the residents of Mounds View, the position should be added to the City staff. A Job description was written and the position was advertised. After reviewing applications and interviewing candidates, Doug Bryant was named Mounds View Parks and Recreation Director, effective March 1, 1974. Since that time the recreation program that had been provided by School District 621 has been cut and it is necessary for each community to provide their own. The Commission has been encouraged to develop a bike trail system that would be part of the Ramsey County System and used for jogging, hiking, and snowmobiling. Two small sections of the City to be included are: 1) County Road I from Lexington Avenue in Shoreview to Spring Lake and 2) Long Lake Road south into New Brighton. In 1999 the City contracted with the YMCA to provide the Recreation for the Parks Department. 3� - 7A Random Park (continued) located in a residential area, no changes expected in the zoning for this area in the near future. Ardan Park is also home to a Ramsey County compost site open from April -November. City Hall Park City Hall Park is home to the city's annual Festival in the Park in August. It consists of a lighted softball field and youth baseball fields for children of various ages. The park is also home to sand volleyball courts, 3 picnic shelters, and a playground. To reserve these fields, contact the Mounds View Community Center. Greenfield Park Greenfield is host to Mark Wisser Field, an official size baseball diamond with electronic scoreboard and batting cage. The large playground and tennis courts are very popular in the community. A nature trail connects to Oakwood Park. To reserve this field, contact the Mounds View Community Center. Groveland Park Groveland is a shady park, great for smaller picnics, tennis and active play on the playground. This facility boasts a ball field plus a park building with a small kitchenette. To reserve the facility or field, contact the Mounds View Community Center. Hillview Park Hillview offers a variety of recreation activities including a ball field and playground. The park building is another great rental opportunity for family functions and has a small kitchenette. During the winter months residents can skate at the hockey or pleasure rinks. To reserve the facility or field, contact the Mounds View Community Center. Lakeside Park Lakeside Lions Park is a jointly owned and operated with the City of Spring Lake Park. With picnic shelters, a gazebo, fishing pier and walking trails, this 11-acre park is a favorite among residents. To reserve this facility, contact the Mounds View Community Center. Lambert Park Lambert is always active with baseball, softball, soccer, and a playground. The park building is a great place to meet for picnics and family gatherings as well as a warming house for the lighted hockey and pleasure rinks in the winter months. To reserve the facility or field, contact the Mounds View Community Center Oakwood Park Oakwood Park is host to soccer and lacrosse fields. It has a small playground and a nature trail connecting to Greenfield Park. To reserve these fields, contact the Mounds View Community Center. Random Park Random Park is commonly used by families with young children. The toddler playground and swings keep little ones busy. This park also has a beautiful park building. This building was the former City golf course clubhouse and has been used for a variety of functions, from birthday parties to baby showers and meetings. To reserve this facility, contact the Mounds View Community Center. Silver View Park Silver View Park is Mounds View's largest city park. There is a large picnic shelter, playground, disc golf course, horseshoe pits, ball fields, basketball court, sand volleyball courts, soccer field, and sliding hill. The meandering trail around the pond, this trail connects to city sidewalks and other trails. To reserve this facility or the fields, contact the Mounds View Community Center. Woodcrest Park This small, secluded park offers a playground and short nature trail. Put buildings in alphabetical order in the brochure. A few benches along the trail allow you to stop and take in the natural setting. Ardan Park is also home to a Ramsey County compost site open from April -November. City Hall Park: Change address to MV Blvd City Hall Park is home to Splashdown, the city's splash pad installed in 2019. This area has bathroom/changing rooms, picnic shelters that you can reserve through MVCC for parties, and a large playground. City Hall Park also has a lighted softball field and a youth T-ball field. Greenfield Park Greenfield is host to Mark Wisser Field, an official size baseball diamond with electronic scoreboard and batting cage. The large playground and tennis court is very popular in the community. A nature trail connects to Oakwood Park. Groveland Park Groveland is a shady park, great for smaller picnics, tennis, and active play on the playground and ball field. This park has a community building with a kitchenette. Hillview Park Hillview offers a variety of recreation activities including a ball field and playground. The community building is another great rental opportunity for family functions as well as a warming house for the lighted hockey and pleasure rinks in the winter months. Lakeside Park Lakeside Lions Park is a joint facility with the City of Spring Lake Park. With picnic shelters, a gazebo, fishing pier and walking trails, this 11-acre park is a favorite among residents. Lambert Park Lambert is always active with baseball, soccer, and a playground. The park building has a kitchenette for family gatherings, and serves as a warming house for the lighted hockey and pleasure rinks in the winter. Oakwood Park Oakwood Park is host to soccer and lacrosse fields. It has a small playground and a nature trail connecting to Greenfield Park. Random Park Random Park is commonly used by families with young children. The toddler playground and swings keep little ones busy. This park also has a beautiful community building with a kitchenette. Silver View Park -Are SilverView ball fields and volleyball courts lit? If so, we should add "lighted ball fields" Silver View Park is Mounds View's largest city park and the home to the City's annual Festival in the Park in August. Amenities include a building with kitchenette and attached large picnic shelter, playground, disc golf course, horseshoe pits, ball fields, basketball court, sand volleyball courts, soccer field, and sliding hill. The meandering trail around the pond connects to other city trail ways. Woodcrest Park This small park offers a playground and short nature trail. Under Facility Rental: Park buildings have indoor restrooms.
