1. CALL TO ORDER at 6:32 PM

3. APPROVAL OF AGENDA: Motion to move Agenda item 9A to following 7A and approve agenda by Kroeger,
2nd by Rundle. Motion Passed 7-0

January 23, 2020: Motion to approve by Rundle, 2"d by Palm. Passed 7-0
5. SPECIAL BUSINESS
A. Oath of Office for Re Appointment Commissioner Palm by Don Peterson
6. PUBLIC INPUT

Please limit your comments to three minutes. Gary Meehlhause: Town Hall Meeting Monday, April 20, 2020 and
City Council is looking for a Citizen of the Year. Sherry Gunn: There is interest in a tree -lighting ceremony at City
Hall around the holidays. This could bring back a small town feeling and bring the community together. The MV Lions
Club is willing to help support the idea financially.
7. STAFF REPORTS
A. YMCA: See attached report. Summer programs have great enrollment. Senior programming had record
participation for January. MVCC and park building rentals are up compared to previous years. Field requests are
getting finalized.
B. Coach -of -the -Year: Have received 2 nominations so far and MVCC will send out more email reminders to get
more nominations.
C. Public Works: See attached report. Removing some ash trees and hazardous trees on city property. Replacing
with other high -value trees. Repairing lighting at Event Center. Festival- in -the -Park will be at Silverview Park
again this August. Friday night will be the parade and a family -fun night at City Hall, then other festivities will be
at Silverview on Saturday. Storm sewer work to be done at Arden and Woodcrest Parks: waiting for permit from
RCWD.
8. UNFINISHED BUSINESS
A. Continue review of City Parks: Direct Staff to find total area of parkland per 1,000 residents as
recommended in Park Analysis back in 1970 (p. 8A of packet -recommended standards of twenty acres of
parkland per 1,000 people.)
1. Random Park: Reviewed history of the park amenities.
2. Greenfield Park: Reviewed history of park amenities. Add tennis court history. Determine how much right-of-
way is defined by RCWD. Need to review suggested improvements to ballfield. Direct Staff to find cost
estimate for moving bleachers and adding dugouts.
Consider ADA site accessibility, community level of service needs, future recreational needs, future park needs
for both parks.
9. NEW BUSINESS
A. Coach of the Year: Moved to 7B.
B. Park brochure — review and update: Palm will update inside park notes, Kroeger will update park amenities grid.
Staff will update trailway map.
10. COMMISSIONER REPORTS: Can we add winter lighting to the trailway by Walgreens?
11. REQUESTS FOR FUTURE AGENDA ITEMS / OTHER BUSINESS: NONE

MOUNDS ViEw
1. Operational Updates
a. Community Center still closed to public -
i. Target to be open to general public by August 3rd
b. Food Distribution -
i. UHG & Loaves and fishes meals through September 8t"
ii. Over 12,000 meals given out since April
2. Program Updates
a. Summer Programs
i. Summer Power and Uproar - Averaging about 30 kids per day
b. Sports
i. Summer Sports Camps were moved to Shoreview Y
ii. All summer sports leagues have been cancelled for the
summer.
3. Event Center
a. Home Expo - June 20t" - Successful, safe event. 170 attendees
b. No other events green lighted at this time.
4. Field Rentals
a. All field requests have to include a written plan of how they will be
following the MDH guidelines.
b. Three current softball field rentals. Two more starting in July.
5. Park rentals
a. Parks opened to be used on June 15t"
b. 13 reservations since June 1st
c. Capacity of 20 people for inside facilities and follow social
distancing.

RE: Public Works Staff Report
The following is a synopsis of recent activities and events of the Public Works Department.
Maintenance
Staff worked on the following items since November:
• Flower bed weed weeding
• Splash pad checks and testing
• City hall playground sun shades installed
• Tennis, batting cage, SV soccer and volleyball court net installations
• Playground repairs
• Basketball rim re -installation
• Silver View trail trimming and brush removal
• Ball field lines laid out and painted
• Ballfield leveling and home plate repairs
• Players bench repairs
• Bench installation and removal SV trail
• Irrigation repairs
• True green fertilizing broad leaf and grub treatment
• Weed spraying two full rounds — Ball fields, hockey rinks, warning tracks, and fence lines
• Oak wood park East fence line tree and brush removal
• Installed corona virus signs at all parks
• Greenfield trail improvements behind ball field
• Parking lot lines Greenfield
• SV building and concrete cleaning
• Weed whipping and mowing 137 acres
Forestry
Staff worked on the following items this last month:
• Transplanting two flowering crab trees from Quincy street project area to green field park
(survival rate is low)
• Resident consults
• New tree watering
• Hazard removals
• SV trail tree trimming
• Planter box weeding
• Stump grinding and restorations
• Stump site restorations
Public Works Staff Report
The following is the List of Parks and projects / maintenance activities ongoing or planned this year.
Current updates are in black text, and updates from the previous two month period are in
Ardan Park
• Working with Stantec Engineering on some drainage issues in the Park. Application to
perform some storm water pond maintenance was submitted to RCWD.
City Hall Campus:
• New Picnic Shelters are being built, will be ready for next season rental.
• Worked with plumber and vendor to winterize the splash pad.
• Installation of the New Picnic Tables started
Groveland Park:
• Final Inspection of Punch list items on 10/25/2018 for Tennis/Basket Ball Court
Greenfield Park:
Notified by the DNR that corrections to be made to the tennis court gate entrance — ADA
accessible. Fencing contractor scheduled for next month Leveled the trail running in the
back portion of the Park, added class 5 as needed.
Commission will need to discuss at the July 2020, Green field baseball field. Take out all
turf from first and third base line and replace with Ag-lime to the fence. Most all new park
construction is going this way with ball fields. This would solve the wet home plate issue
and uneven base line issues.
Hillview Park:
Hockey rink fence completed, Public Works staff completed installing the boards. Grading
and fill need to be completed. Depending on the weather the base may be a 2018 project.
Ag-lime base to be completed in 2018.
• Commission will need to discuss at the July 2020, playground Rehabilitation.
Lambert Park
• Inventory of Hockey Rink boards to re -place started.
• Commission will need to discuss at the July 2020 Meeting size of the Hockey Rink.
Random Park:
• Commission will need to discuss at the July 2020, playground Rehabilitation

Public Works Staff Report
Silver View Park
• Ramsey County continues to work in re -profiling the draining ditch along County Road I
and Silver View Road, located in Silver View Park.
• Four new pond aerators installed in the Strom Water Pond
Woodcrest Park
