Next billing due moved from August 31st to mid -September and will include late fees. 6. STAFF REPORTS A. YMCA: See attached report. Closed since mid -March due to Governor Walz shelter in place order. Been handing out food and providing meals to residents. Providing child care for health care workers. Making wellness calls to senior citizens involved in the program. Online fitness activities and FaceBook Live classes. Looking at summer program opportunities and pushing back dates for smaller recreation leagues. Reservations for Event Center and park buildings are cancelled or postponed. Coach of the Year -No new nominations B. Public Works: See attached report. Split -shifts to accommodate COVID-19 recommendations. 7. UNFINISHED BUSINESS A. Continue review of City Parks 1. Random Park: Can move some playground features from old City Hall Park to Random Park such as climbing wall, balance beam, merry-go-round. 2. Greenfield Park: Staff is fixing access to tennis court so it is ADA accessible. Many parks are moving away from aglime infield. Should we move to grass infield? Consider bleacher maintenance. Direct Staff to look into condition of the bleachers. B. Park brochure — review and update: In the brochure, state capacity of people. For single elements (fishing pier, disc golf, etc) could be an "other" category. Made updates to park descriptions. Kroeger will make adjustments to the amenities table. Need to discuss t-ball field at City Hall. 8. NEW BUSINESS A. 5 Year Park Improvement Plan — Review: Discuss items to be done in 2021, Park Dedication Fund currently has $182,770 B. Park Tours: Need to wait to see about social distancing and group gathering guidelines before moving forward. Hoping to meet as a Commission, but may have to do so individually. Random, Greenfield, and possibly Lambert. Start at 5:30 at Random Park on May 28. 9. COMMISSIONER REPORTS: Nyle Zikmund: Moved all PRF files to electronic filing. 10. New City Arborist: Dan Wattenhofer Commissioner Rundle present 7. UNFINISHED BUSINESS A. Park brochure — review / updates: Need to add soccer fields to Oakwood. Consider adding items in green/yellow before printing (picnic shelter/grill at Greenfield, T-ball court at City Hall, playground equipment at Woodcrest, etc). B. Park Tours- Commissioners visited select parks to discuss amenities and needs. 1. City Hall: Discussed possible locations for t-ball field and parking lot. Direct Staff to bring optional layouts to July meeting. Possibly add grills to picnic areas near splash pad, extend bike path from MV Blvd, replace old shelters on south side of City Hall, Veterans' memorial. 2. Random Park: Add on playground space to the west to accommodate moving equipment from City Hall. Direct Staff to bring possible layout o tions. Needs some trees trimmed. 3. Greenfield Park: Consider adding a picnic shelter and grill. Dugouts are not necessary and then we don't have to move the bleachers either. This issue needs to be put to rest. As for the ball field, do we leave as is with grass and aglime, or take out all grass for a full aglime infield (including between baseline and player benches, or at least leave the grade around pitcher's mound, but not between baseline and benches). Or do you make it an all grass infield? Or make the baselines and area around home plate wider toward the backstop with aglime? Direct Staff to bring possible layout to July meeting. 4. Lambert Park: Some boards need repair or replacement. Consider removing the pleasure rink and having the hockey rink be a shared -use space. Direct Staff to ather usage data over the past several years so we can make a decision before winter. Also find out how many nearby cities have full-length hockey rinks outdoors and the cost of board replacement along with cost to change size. 8. NEW BUSINESS A. Update - Opening of Splash Pad: Staff recommendation will be to NOT open the Splash Pad this year. It would involve needing more staff for monitoring people coming and going, wearing masks, and social distancing. Ramsey County is in charge of licensing to open. B. Update - Opening of Parks, Summer Programs, Sport Leagues and Renting of Park Shelter Buildings: Park shelter rentals are available as long as renters follow the recommended guidelines. The city attorney is drafting language into documents for building and Event Center rentals that states renters and attendees cannot sue the City if they contract COVID- 19 at such an event. Youth sports leagues were moved to Shoreview YMCA because they have full-time staff. Andy is the only current full-time staff at MVCC. Others were furloughed in April and have not returned yet. Some seasonal staff are working with the Summer Program. Playgrounds are open with signage for COVID-19 guidelines. Some field rentals are happening. Festival -in -the -Park is cancelled for this year. 9. COMMISSIONER REPORTS: NONE 10. REQUESTS FOR FUTURE AGENDA ITEMS / OTHER BUSINESS A. Maintenance Staff worked on the following items since November: • Flower bed weed weeding • Splash pad checks and testing • Playground repairs • Silver View trail trimming and brush removal • Ball field lines laid out and painted • Ballfield leveling and home plate repairs • Irrigation repairs • True green fertilizing broad leaf and grub treatment • Weed spraying two full rounds — Ball fields, hockey rinks, warning tracks, and fence lines • Weed whipping and mowing 137 acres Forestry Staff worked on the following items this last month: • Transplanting two flowering crab trees from Quincy street project area to green field park (survival rate is low) • Resident consults • New tree watering • Hazard removals • SV and Oakwood trail tree trimming The following is the List of Parks and projects / maintenance activities ongoing or planned this year. Current updates are in black text, and updates from the previous two month period are in grey. Ardan Park • Working with Stantec Engineering on some drainage issues in the Park. Application to perform some storm water pond maintenance was submitted to RCWD. City Hall Campus: • New Picnic Shelters are being built, will be ready for next season rental. • Worked with plumber and vendor to winterize the splash pad. • Installation of the New Picnic Tables started 1IPage Public Works Staff Report Groveland Park: • Final Inspection of Punch list items on 10/25/2018 for Tennis/Basket Ball Court Greenfield Park: Notified by the DNR that corrections to be made to the tennis court gate entrance — ADA accessible. Fencing contractor scheduled for next month Leveled the trail running in the back portion of the Park, added class 5 as needed. Commission will need to discuss at the July 2020, Green field baseball field. Take out all turf from first and third base line and replace with Ag-lime to the fence. Most all new park construction is going this way with ball fields. This would solve the wet home plate issue and uneven base line issues. Hillview Park: ■ Hockey rink fence completed, Public Works staff completed installing the boards. Grading and fill need to be completed. Depending on the weather the base may be a 2018 project. • Ag-lime base to be completed in 2018. • Commission will need to discuss at the July 2020, playground Rehabilitation. Lambert Park • Inventory of Hockey Rink boards to re -place started. • Commission will need to discuss at the July 2020 Meeting size of the Hockey Rink. Random Park: • Commission will need to discuss at the July 2020, playground Rehabilitation Silver View Park • Ramsey County continues to work in re -profiling the draining ditch along County Road I and Silver View Road, located in Silver View Park. • Four new pond aerators installed in the Strom Water Pond Woodcrest Park • Working with Stantec Engineering and Ramsey County on some drainage issues in the Park. Ardan Park Ardan Park has a small trail and pond on the north edge of the city. A few benches along the trail allow you to stop and take in the natural setting. Ardan Park is also home to a Ramsey County compost site open from April -November. City Hall Park: Change address to MV Blvd City Hall Park is home to Splashdown, the city's splash pad installed in 2019. This area has bathroom/changing rooms, picnic shelters that you can reserve through MVCC for parties, and a large playground, as well as a youth T-ball field. City Hall Park also has a lighted softball field and sand volleyball court, Greenfield Park Greenfield is host to Mark Wisser Field, an official size baseball diamond with electronic scoreboard and batting cage. The large playground and tennis court is very popular in the community. A nature trail connects to Oakwood Park. Groveland Park Groveland is a shady park, great for smaller picnics, tennis, and active play on the playground and ball field. This park has a community building with a kitchenette. Hillview Park Hillview offers a variety of recreation activities including a ball field and playground. The community building is another great rental opportunity for family functions as well as a warming house for the lighted hockey and pleasure rinks in the winter months. Lakeside Park Lakeside Lions Park is a joint facility with the City of Spring Lake Park. With picnic shelters, a gazebo, fishing pier and walking trails, this 11-acre park is a favorite among residents. Lambert Park Lambert is always active with baseball, soccer, and a playground. The park building has a kitchenette for family gatherings, and serves as a warming house for the lighted hockey rink and a pleasure rink in the winter. Oakwood Park Oakwood Park is host to soccer and lacrosse fields. It has a small playground and a nature trail connecting to Greenfield Park. -1 L I I I I ' II 5 1 1 1 Li Random Park Random Park is commonly used by families with young children. The toddler playground and swings keep little ones busy. This park also has a beautiful community building with a kitchenette. Silver View Park - Silver View Park is Mounds View's largest city park and the home to the City's annual Festival in the Park in August. Amenities include a building with kitchenette and attached large picnic shelter, playground, disc golf course, horseshoe pits, ball fields, basketball court, sand volleyball courts, soccer field, and sliding hill. The meandering trail around the pond connects to other city trail ways. Woodcrest Park This small park offers a playground and short nature trail. Under Facility Rental: Park buildings have indoor restrooms.
