APPROVAL OF AGENDA: Motion to approve by Rundle, 2"d by Zaiger. Motion Passed roll call vote 6-0. 5. APPROVAL OF MINUTES: Motion to approve August 27, 2020 minutes by Rundle, 2"d by Kroeger. Please limit your comments to three minutes. NO RESIDENTS PRESENT 7. SPECIAL MEETING AGENDA ITEM - A. Future of the Recreation Program and the YMCA contract: Lengthy discussion. Looked at the two options presented by YMCA to City Council at Sept. Work Session. City Staff is still working on their proposal if the City were to take over everything. Bottom line: What is the goal of the City regarding the MVCC and programming? Is it to earn revenue? Keep costs low for the community? Provide options? Diversify participation? Break even financially? Council Member Bergeron: Businesses are in it to make money. City government is in the business of providing services to residents. PRF Commission is encouraged to attend City Work Session on Oct. 5 to learn about the City Staff proposal and any changes to YMCA proposals and to provide input. B. Discuss Fee Schedule: Staff recommends no changes to Fee Schedule due to COVID Motion by Rundle, 2"d by Curry to keep the Fee Schedule as is. Motion Passed roll call vote 7-0. 8. Maintenance Staff worked on the following items since November: • Flower bed weed weeding • Splash pad checks and testing, winterizing, • Green Field restroom enclosure redone 0 Green Field shelter re -roofed Ballfield leveling and home plate repairs Irrigation repairs • Playground removal started city hall old playground • Irrigation repairs Irrigation winterization • SV building winterization ® HVAC fall checks all heated park buildings Weed whipping and mowing 137 acres 0 Leaf mulching / removal at all parks ongoing Pulled tennis, volley and Soccer nets week of November 11th • Portable bathrooms removed from all parks October 29th- 301h Grass and field aeration • SV fountain pulled and sent in for warranty work- Three new fountains have had failures this summer due to recalled parts inside the pumps. • East end of SV pond getting power added for future aerator and fountain- ongoing Forestry Staff worked on the following items this last month: • Four Seasons consults and meets 8 Pre -Construction meetings and tree site plan recommendations • Hazard removals silver view trail • Fall bush trimming and young tree structural pruning • City arborist collecting all right of entries for removals that will start 12-1-2020 0 59 trees marked: • 49- Oak • 6-Ash • 4- Hazard 11Page Public Works Staff Report The following is the List of Parks and projects / maintenance activities ongoing or planned this year. Current updates are in black text, and updates from the previous two month period are in grey. Ardan Park • Working with Stantec Engineering on some drainage issues in the Park. Application to perform some storm water pond maintenance was submitted to RCWD. • Work to be scheduled for this winter City Hall Campus: New Picnic Shelters are being built, will be ready for next season rental. Worked with plumber and vendor to winterize the splash pad. Installation of the New Picnic Tables started Groveland Park: • Final Inspection of Punch list items on 10/25/2018 for Tennis/Basket Ball Court Greenfield Park: Notified by the DNR that corrections to be made to the tennis court gate entrance — ADA accessible. Fencing contractor scheduled for next month Leveled the trail running in the back portion of the Park, added class 5 as needed. Commission will need to discuss at the August 2020, Green field baseball field. Take out all turf from first and third base line and replace with Ag-lime to the fence. Most all new park construction is going this way with ball fields. This would solve the wet home plate issue and uneven base line issues. • Building has been re -roofed Hillview Park: ■ Hockey rink fence completed, Public Works staff completed installing the boards. Grading and fill need to be completed. Depending on the weather the base may be a 2018 project. • Ag-lime base to be completed in 2018. • Commission will need to discuss at the August 2020, playground Rehabilitation. Lambert Park • Inventory of Hockey Rink boards to re -place started. • Commission will need to discuss at the August 2020 Meeting size of the Hockey Rink.
