STAFF REPORTS A. Parks and Recreation — Andy Thomas: See attached report. MVCC is open with restrictions. Need reservations for gym, but not fitness center at this time. Masks need to be worn at all times. Memberships are up. Gym is booked out every day from noon -close, along with rentals for organized sports. Continued distance learning, but transitioning to before and after school care. Running a skills camp coordinated with Shoreview Community Center. Will be running a full day summer program 6:30AM to 6:OOPM. Senior fitness programs will begin Feb. 8, including Silver Sneakers. Rentals and reservations are slow for Event Center. Working on partnerships with Quincey House for teen programs, NB Park and Rec, Hall of Fame Athletics for BB clinics, SMB Fire for CPR and First Aid classes as well as safety camps and bike helmet clinics , Happy Feet Dance, YMCA for Youth and Government Program, Pure Intensity BB, SLP Parks and Rec for music and senior programs. Ice rinks are very busy and warming houses are open with restrictions. Behind on park rentals for summer at this time. Field reservations will be opening up in about a week. Ice rink hours 4-8 PM M-F and 12-8 SS: Weekdays: YMCA Advisory Board status: changing name to Park and Recreation Advisory Board (maybe) and seeking applications for two positions to meet quarterly. Need a Commissioner to be on this Advisory Board as well available during a work weekday. Commissioner Arel will be on this Board. B. Public Works — Don Peterson: See attached report. Working on drainage ditch at Ardan Park and Woodcrest Park. Needed approval from Ramsey County and RCWD. 8. UNFINISHED BUSINESS: NONE 9. NEW BUSINESS A. Review of Parks and Recreation and Forestry Commission — Role and Duties. Advice for new Commissioners: Don't be afraid to speak up and ask questions, there are members here who know the history and can provide rationale as to why we are moving in certain directions. City government doesn't work as fast as we would like. Be patient. New Commissioners would like a list of names and roles of City Staff and Commissioner. City Staff will provide for next meeting packet. B. Review of City Parks: locations and amenities. City Staff is reviewing the park brochure and making changes, especially regarding the MVCC change with YMCA. Planning to add the park info in the quarterly program guide for MVCC. Need more advertisement for park amenities throughout the seasons (i.e. ice rinks, sledding, walking trails, etc). Maybe a weekly or bi-weekly social media post promoting a few parks and amenities. C. Review of Park Dedication Fund — Projects, Budget Balance $184,377 in the current Park Dedication Fund. Current budgeted projects for this year total $125,000, but more ideas are proposed. Park Dedication Funds are supplied by development projects in the City. D. New Furnace at Hillview Park Shelter: 3 proposals received and all include new AC unit and refrigerant. Cannot use CARES Act money to upgrade with filtration systems. The City has used all three companies for various components. Motion by Kroeger, 2"d by Curry to recommend replacement of furnace and AC condenser at Hillview Park Building up to a cost of $11,110. Motion Passed 7-0. Direct Staff to investigate capabilities to add HEPA filters to this unit and perhaps existing HVAC units in other park buildings. 10. COMMISSIONER REPORTS: Update from Council Member Meehlhause regarding City spending of CARES Act money that was received. Kroeger: Some work was done on a trail at Lakeside Park. Encourage Commissioners to think about more specific items to spend PDF money on for the future (i.e. short term smaller projects versus larger projects). Arel: Where are we at with the Veterans' Memorial? Field conditions for upcoming baseball season. Invite IBL representatives to next Commission meeting. 11. Mounds View Parks and Recreation Department! On January 1st the City of Mounds View officially launched the new Parks and Recreation department.: For the last 20 years, the City of Mounds View has partnered with the YMCA to operate the Community Center and recreation programming. The Parks and Recreation department will now operate the Community Center and all other recreation programming in the community. The Parks and Recreation department will build on the foundation which was built over the years, We are also excited to partner with other municipalities and organizations to offer a variety of programs, events and services. More information about exciting program offerings will be available this Spring! Staff Andy Thomas joined the City of Mounds View in November as the Parks and Recreation Superintendent. He spent the last 15 years of his career with the YMCA in a variety of different roles and most recently the last 4 as the Operations Director at the Mounds View Community Center. He brings with him an extensive background in facilities management, community outreach, administration, youth development programs and more. Andy received his B.S. in Education from Bethel University, Andy is excited to continue to serve the community of Mounds View by growing the programs and services offered through Mounds View Parks and Recreation. Darryl Thibodeaux joined the City of Mounds View in January as the Recreation Coordinator. Although recently joining the city, Darryl has been with the community center for 3.5 years. Darryl graduated from Metropolitan State University with a degree in English. Leah Vandecar joined the Parks and Recreation department in January as our Event Manager. Lessons are open to all skill levels and will focus on the fundamentals of ball handling, shooting, and attacking the basket. Trainings are tailored toward building confidence and player development. Players will also approach the fundamentals of defense and the uuncepts to defending as an individual and as a team. Heartsaver First Aid covers first aid basics, consisting of the most common life - threatening emergencies, how to recognize them, how to call for help, and how to perform lifesaving skills. Heartsaver CPR AED will teach you to recognize cardiac arrest, get emergency care on the way quickly, and help a person until more advanced care arrives to take over. Adult choking is also discussed in this curriculum. ESSENTIAL DUTIES AND RESPONSIBILITIES • Prepare, develop and supervise a year-round diverse program of recreation activities and services to meet the needs and interests of the community utilizing all available facilities. • Administer long- and short-range plans to meet community needs for all recreation programs and events and update as needed. • Supervise and delegate duties to department personnel, including assigning tasks, evaluate performance, provides training, etc. • Assist Human Resources in recruitment and selection of Park and Recreation staff. • Train Park and Recreation personnel for programs. • Lead planning and design efforts for park and recreation facilities assuring the safety, function, and cleanliness of the facilities. • Work with Department Director to prepare and present the operating budget for the community center and capital budget for the parks fund. • Prepare grant applications when they become available. • Assist as a liaison on the Parks, Recreation and Forestry Commission with the Department Director. • Assist in planning, implementing and maintaining cooperative relationships with school, civic and other community groups as well as other City departments. • Assist in overseeing department communications, including input to the City's newsletter, program flyers, and department content on the City website, news releases, social media and department productions in collaboration with the City's Communication Technician. • Attend City Council meetings as required by the Department Director. • Responsible for following and complying with City policies and procedures. • Ensure a safe and healthy work environment and conduct business in a safe manner. • Maintain an inventory of all Park and Recreation property and equipment. • Assist with reconciling Community Center financial transactions. • May work evenings and weekends as needed. • Perform other duties as assigned.
