MEETING MINUTES MOUNDS VIEW
Virtual Meeting
1. CALL TO ORDER at 6:31 PM
2. ROLL CALL: Commissioners: Arel, Curry, Kroeger (6A), Palm, Rundle (6B), Sullivan, Zaiger
Staff: Peterson I YMCA: *Thomas
3. APPROVAL OF AGENDA: Motion to approve by Palm, 2nd by Sullivan. Motion Passed 5-0
with a roll call vote.
4. APPROVAL OF MINUTES
April 23, 2020: Minutes not available, will address and approve in July.
6. PUBLIC INPUT
Citizens may speak to issues not on tonight's agenda. Before speaking, please give your full
name and address. Please limit your comments to three minutes. No residents present.
6. STAFF REPORTS
A. YMCA: See attached report -Mounds View Community Center is still closed until August 3.
They are serving meals. Commissioner Kroeger present.
B. Public Works: See attached report. New City Arborist: Dan Wattenhofer

7. UNFINISHED BUSINESS
A. Park brochure — review t updates: Need to add soccer fields to Oakwood. Consider adding
items in green/yellow before printing (picnic sheltertgrill at Greenfield, T-ball court at City
Hall, playground equipment at Woodcrest, etc).
B. Park Tours- Commissioners visited select parks to discuss amenities and needs.
1. City Hall: Discussed possible locations for t-ball field and parking lot. Direct Staff to
bring optional layouts to July meeting Possibly add grills to picnic areas near splash
pad, extend bike path from MV Blvd, replace old shelters on south side of City Hall,
Veterans' memorial.
2. Random Park: Add on playground space to the west to accommodate moving
equipment from City Hall. Direct Staff to bring possible layout options. Needs some
trees trimmed.
3. Greenfield Park: Consider adding a picnic shelter and grill. Dugouts are not necessary
and then we don't have to move the bleachers either. This issue needs to be put to rest.
As for the ball field, do we leave as is with grass and aglime, or take out all grass for a
full aglime infield (including between baseline and player benches, or at least leave the
grade around pitcher's mound, but not between baseline and benches). Or do you
make it an all grass infield? Or make the baselines and area around home plate wider
toward the backstop with aglime? Direct Staff to bring possible layout to July meeting.
4. Lambert Park: Some boards need repair or replacement. Consider removing the
pleasure rink and having the hockey rink be a shared -use space. Direct Staff to gather
usage data over the oast.several vears so we can make a decision before winter. Also
find out how many nearby cities have futl-lencith hockey rinks outdoors, and the cost of
board replacement along with cost to change size.
8. NEW BUSINESS
A. Update - Opening of Splash Pad: Staff recommendation will be to NOT open the Splash
Pad this year. It would involve needing more staff for monitoring people coming and going,
wearing masks, and social distancing. Ramsey County is in charge of licensing to open.
B. Update - Opening of Parks, Summer Programs, Sport Leagues and Renting of Park Shelter
Buildings: Park shelter rentals are available as long as renters follow the recommended
guidelines. The city attorney is drafting language into documents for building and Event
Center rentals that states renters and attendees cannot sue the City if they contract COVID-
19 at such an event. Youth sports leagues were moved to Shoreview YMCA because they
have full-time staff. Andy is the only current full-time staff at MVCC. Others were furloughed
in April and have not returned yet. Some seasonal staff are working with the Summer
Program. Playgrounds are open with signage for COVID-19 guidelines. Some field rentals
are happening. Festival -in -the -Park is cancelled for this year.
9. COMMISSIONER REPORTS: NONE
10. REQUESTS FOR FUTURE AGENDA ITEMS / OTHER BUSINESS
A. There have been some issues with the townhomes near Silverview Park ball fields.
11. ADJOURNMENT: Motion to adjourn at 8:43s PM by Palm, 2nd by. Motion Passed 7-0.
