CALL TO ORDER at 6:37 PM 2. ROLL CALL: Commissioners: Arel, Curry, Kroeger, Palm, Rundle, Sullivan, Zaiger Staff: Peterson I YMCA: Thomas 3. APPROVAL OF AGENDA: Motion to approve by Palm, 2"d by Rundle: Motion Passed 7-0. Roll Call vote 4. APPROVAL OF MINUTES: Motion to approve September 24, 2020 minutes by Kroeger, 2"d by Curry. Motion Passed 7-0. Roll Call vote. 5. PUBLIC INPUT: Citizens may speak to issues not on tonight's agenda. Before speaking, please give your full name and address. Please limit your comments to three minutes. NO RESIDENTS PRESENT 6. STAFF REPORTS A. YMCA: SEE ATTACHED REPORT: MVCC will be closing effective Friday, Nov. 20, 2020 at 6:00 PM for at least the next four weeks. They will continue to have YMCA distance learning care. Rise Care will also continue. Continue to monitor the status of youth sports in MN and take registrations for upcoming programs. Have been running Senior fitness classes and some painting classes. Membership: 93 active members with 83 as Senior memberships. Daily passes are at about 25% of previous years due to COVID capacity requirements. Gym rentals are pretty consistent even with the lower capacity. Event Center and park building rentals will be shut down for the next four weeks per Governor Walz order. Rink attendant positions have been posted to be ready after the YMCA to MVCC transition so they will be ready if/when the warming houses can be opened. New air filters are being installed soon at MVCC, City Hall, and Public Works building. Do we want to rent out the outdoor rinks to teams for practices and games since they might not be able to use indoor facilities? Capacity needs to be watched in the warming houses to keep it at 10 including the rink attendant. Yes! B. Public Works: SEE ATTACHED REPORT. Forestry marking some trees for removal. Installed some new fountains at Silverview pond. Looking to get another aerator installed in the spring. 7. UNFINISHED BUSINESS - none at this time 8. NEW BUSINESS A. Update on transition of Park and Recreation Program: City Council voted to discontinue contract with YMCA and take over the recreation and operation of MVCC. Andy Thomas has been hired to be the director. Other job descriptions will be approved by City Council soon and then hiring can begin. Some current staff are willing to transfer over to these positions. Talking to New Brighton to develop a program partnership. Will continue YMCA distance learning program at MVCC and Youth in Government program as well. MVCC is working on developing programming for seniors like Silver Sneakers and summer youth. 1 1 P a g e Memberships will change over from YMCA to MVCC. Membership fees have been established through the MVCC Advisory Committee and not YMCA. These fees will continue as is. Eventually the Advisory Committee will be dissolved and absorbed by the PRF Commission. B. Review of Applications for Park and Recreation and Forestry Commission seats: Two seats are up: Arel and Zaiger. Three applications have been received. Motion to approve candidates A and C by Zaiger, 2"d by Kroeger. Motion Passed 6-0. Palm abstaining. Roll Call vote C. Review holding Commission Meeting on December 17, 2020. Yes, hold the meeting to discuss MVCC updates and possible new Commissioner posting D. Review 2021 Meeting Calendar: Motion by Palm to accept proposed PRF Meeting Calendar for 2021. 2"d by Kroeger. Motion Passed 7-0. Roll Call vote 9. COMMISSIONER REPORTS: Kroeger: Happy that Andy Thomas and his team are coming on board to MVCC. Thank you to Gary Rundle for his service on PRF Commission these years. Commissioner Zaiger is also leaving the Commission, so thank you for her service. Palm: Check smoke detector expiration and change batteries! 10. REQUESTS FOR FUTURE AGENDA ITEMS / OTHER BUSINESS: NONE 11. ADJOURNMENT: Motion to adjourn at 7:30 PM, by Palm, 2"d by Zaiger.
