MEETING MINUTES MOUNDS _VIEW
1. CALL TO ORDER AT 6:35 PM
2. ROLL CALL: Commissioners: Arel, Curry, Kroeger, Palm, Rundle, Sullivan, Zaige
Staff: Peterson I YMCA: Thomas
3. APPROVAL OF AGENDA: Motion to approve by Palm, 2"1 by Kroeger. Motion Passed 6-0
4. APPROVAL OF MINUTES: Motion to approve minutes from July 23, 2020 by Rundle, 2nd
by Curry. Motion Passed 6-0
5. PUBLIC INPUT
Citizens may speak to issues not on tonight's agenda. Before speaking, please give your full
name and address. Please limit your comments to three minutes. No residents present.
6. STAFF REPORTS
A. YMCA: See attached report
B. Public Works: See attached report
7. UNFINISHED BUSINESS
A. City Hall Park - T —Ball field: in northeast corner $11,705 for fencing
B. Random Park — Playground Rehabilitation Plan: $92,297 including concrete around the
playground. Do we add picnic table with or without shelter? With or without concrete base?
Need additional trail from parking lot for ADA accessibility. Direct Staff to find out existing
picnic table location and costs for adding some. Commissioner Zaiger present. There
is a matching grant available from MN/WI Playground for playground equipment that we
would need to commit to apply for soon.
C. Greenfield Park — Ball field layout and picnic shelters: Infield repair and grading of field -cost
staff time. Adding aglime just around home plate, not between baselines and dugouts would
not come out of Park Dedication Fund —it would come out of general maintenance/operating
budget. New picnic shelter $30,841 installed for ONE. The other could be added later.
D. Lambert Park — Hockey Rink — size layout: $40K estimated with LED lighting and new
boards to shorten existing rink and put in a pleasure rink on north side.
E. Silver View Park — Ballfield screening/netting for outfield fence: $10,895
F. Review Park Dedication Funds and Improvement Plan Worksheet: Current balance is
$182,770. Commissioners prioritized the above 5 park improvements. All agree to fix infield
grading at Greenfield Park. Could repair south side of Lambert Park rink now and adjust
north side in the future. Motion by Palm to move forward with Greenfield ball field repair
(in-house cost), Silverview ball field netting ($10,895), and City Hall t-ball field
($11,705), as well as repair south end of Lambert hockey rink (cost TBD, but much

less than $40K). Motion fails due to lack of a 2"d. Motion by Arel to move forward with
Greenfield ball field repair (in-house cost), Silverview ball field netting ($10,895), and
City Hall t-ball field ($11,705), and Lambert hockey rink ($40,000). 2"d by Kroeger.
Motion Passed 5-1 Curry absent, Palm descent.
G. Contract between the City of Mounds View and the YMCA — Verbal update — Joint City
Council and Parks Recreation and Forestry Commission set for September 24, 2020.
8. NEW BUSINESS
A. Lakeside Park: Proposed Trail on the North side of the Park: Proposed by SLP: remove
"Life Guard on Duty" sign, adding nature interpretive signs, modify other signage at the
park. Need to work with SLP Park Commission about overall changes and costs with
respect to the Joint Powers Agreement. Direct Staff to investigate how future items
should be handled at Lakeside Park between SLP and MV, and to clarify roles between
the two cities regarding changes and improvements.
B. Vision of the Park and Recreation Program (YMCA). What is the vision of the PRF
Commission if the MVCC recreation program comes back to the City instead of
contracting with YMCA? To be discussed at City Council Work Session on September 8,
and at PRF joint meeting with City Council on Sept. 24.
9. COMMISSIONER REPORTS: Kroeger: MV Resident FaceBook page comments about city
parks. Comments about people not picking up dog droppings, and littering; and those that do pick
up trash along the trailways. Is there a policy from a City perspective for the Staff to respond to
these comments? Nyle Zikmund, City Administrator, says there is no policy for the City to respond.
It is complicated because it is not administered by the City. Could be a way for us to be aware of
what residents are thinking since they don't necessarily watch our meetings.
10. REQUESTS FOR FUTURE AGENDA ITEMS / OTHER BUSINESS
11. ADJOURNMENT: Motion by Palm to adjourn at 8:48 PM, 2"d by Rundle. Motion Passed 6-
0 (Curry absent).
NEXT meeting will be JOINT with the City Council and Parks Recreation and Forestry Commission
set for September 24, 2020 at 6:30 PM. Also discuss Commission updates and how to proceed with
upcoming park needs and available funds in Park Dedication Funds. How would the Council like us
to proceed?
