Item Title/Subject: Strategic Plan Quarterly Update Q3 2019
Introduction:
As part of the City Strategic Plan process, Department Heads provide a quarterly report outlining
the status of their projects and percent completed in achieving the goals and policies adopted by
the City Council through the Strategic Plan.
Discussion:
At the end of Q3 2019 Economic Development activities relating to the Strategic Plan are
approximately 75 % completed. Many Economic Development activities are on-going.
Strategic Plan Vision/Strategy/Goal:
Vision: Create and Maintain a Positive Business Climate where Businesses want to Locate and
Remain in Mounds View.
Strategy: Continue BR&E program, maximize utilization of development space and update list of
available sites, encourage land owners to maintain their properties & consider residential
redevelopment.
Goal A: Fill vacant space and continue BR&E program (75% completed, on-going)
1. Economic Development staff monitors an updated building and land inventory sheet and
map that is used to explain the pro’s and con’s of each site to developers.
2. Sites are also promoted on the City’s website and brochures are handed out at commercial
real estate investor’s meetings.
3. Staff walks the sites with developers as-needed
4. Staff regularly talks to business owners and keeps track of businesses leaving and coming
in.
Goal B: Support redevelopment & development recruitment efforts (90%, on-going)
1. Staff maintains and updates the BR&E questionnaire
2. A list of businesses visited and comments are tracked and issues are followed up and
resolved
3. Staff continues to meet with developers about 45 so far in 2019 on other sites including
the Tires N More redevelopment area, the area west of MWF and Rydell Auto as well as
the properties SE of Bel Rae and several other residential sites including the are SE of
Arden Park.
4. A pocket neighborhood is in the planning stages in the Long Lake Woods area.

Goal C: Finance top redevelopment areas industrial/commercial/residential 75%, on-going)
1. The EDA has supported the Housing TIF for MWF’s workforce housing project to be
completed by the end of 2019. The EDA has also shown support in purchasing the Skyline
Motel for redevelopment purposes. Asbestos on the Skyline property was removed and a
controlled burn was completed August 29. An excavation company was hired to remove
any remaining debris and level the site for development. The site is currently being
marketed.
2. The EDA is open a variety of redevelopment products. Ehler’s and staff are seeking
developers for the site. Commercial Investor’s group continues to show interest in an
industrial products and has backed away from the Holiday Inn Express due to feasibility
issues. Bauer Welding is still interested in selling their parcel for redevelopment.
3. Additional spinoff development is occurring from the initial Skyline redevelopment project.
Bauer Welding is planning an expansion in the next three years and Bio Clean will start
their expansion project once the contested 30’ property between Bio Clean and the Skyline
property has clear title.
4. The EDA continues to provide financial support for economic development activities
through the annual $100,000 EDA levy. Continued business subsidy support will send the
message to developers that we are open for business and will positively attract more
redevelopment activity to the City.

Recommendation:
Staff recommends the City Council hear an update on Q3 2019 activities as it related to economic
development and ask questions as needed.
