ROLL CALL: Commissioners: Arel, Curry, Kroeger, Lillemo, Palm, Sullivan, Wake Wiesner, Staff: Peterson | Thomas 3. APPROVAL OF AGENDA: Motion to approve by Palm, 2nd by Sullivan. Motion Passed 6-0 4. APPROVAL OF MINUTES April 22, 2021: Motion to approve by Wake-Wiesner, 2nd by Lillemo. Motion Passed 6-0 5. PUBLIC INPUT Citizens may speak to issues not on tonight’s agenda. Before speaking, please give your full name and address. Please limit your comments to three minutes. Celena Monn and son, Martin, 2357 Sherwood Rd. shared a slide show to encourage the Commission to consider a board for our tennis courts for racquetball and bike racks at various parks. Ms. Monn showed examples of parks in Shoreview that have these boards measured at 8’ x 28’ or even 8’ x 16’. Need to consider surface material and cost, as well as placement to allow for surveillance. Bike racks have been on the Park Improvement Plan for several years. Concern about putting the surface on the fencing so that the poles would support any weight and wind pressure. Cost of raw materials are really high right now, so we may need to weigh the cost with the timing. Direct Staff to investigate options and costs. 6. STAFF REPORTS A. Parks and Recreation – Andy: See packet: COVID capacity and distance restrictions expire tomorrow. Masks are not required for fully vaccinated people, but recommended for those not vaccinated. MVCC will not be asking for verification of vaccination. Masks still required for child care and school groups through June 13. Job openings for Summer Program, custodian and event host! B. Public Works – Don: See packet: SplashDown will be open this weekend. It will “officially” open Memorial Day. Students for Climate Awareness helped plant trees in the north end of the City as well as at Groveland Park. Social Media shows residents are upset about the parking situation on Edgewood Drive across from the splash pad. There will be signs added that say “NO PARKING Memorial Day-Labor Day” coming. 7. UNFINISHED BUSINESS-NONE 8. NEW BUSINESS A. Addition of Trail – 2360 Hillview Road from Oakwood Dr. to Hillview Rd. The homeowner owns the property where this trail and the drainage ditch are located. There used to be a crosswalk there, but is no longer, and there is a curve on that road that could impact safety. Direct Staff to investigate costs and options. B. Review of Presentation at City Council Work Session of May 3, 2021 - future needs of Parks and Recreation. Commissioners should go through the list presented at the meeting and prioritize each item as low, medium, or high and then Staff will add pricing later so priorities are not determined by cost, but by need. Don Peterson will send an Excel spreadsheet with the items to be prioritized and returned to him about one week BEFORE the next meeting. 9. COMMISSIONER REPORTS: None to report. 10. REQUESTS FOR FUTURE AGENDA ITEMS / OTHER BUSINESS: A. Future recreation input from PRF Commission as the programs get moving. B. Starting in July the City Council will meet in person.
