Public Works: See attached report 7. UNFINISHED BUSINESS A. City Hall Park - T —Ball field: in northeast corner $11,705 for fencing B. Random Park — Playground Rehabilitation Plan: $92,297 including concrete around the playground. Do we add picnic table with or without shelter? With or without concrete base? Need additional trail from parking lot for ADA accessibility. Direct Staff to find out existing picnic table location and costs for adding some. Commissioner Zaiger present. There is a matching grant available from MN/WI Playground for playground equipment that we would need to commit to apply for soon. C. Greenfield Park — Ball field layout and picnic shelters: Infield repair and grading of field -cost staff time. Adding aglime just around home plate, not between baselines and dugouts would not come out of Park Dedication Fund —it would come out of general maintenance/operating budget. New picnic shelter $30,841 installed for ONE. The other could be added later. D. Lambert Park — Hockey Rink — size layout: $40K estimated with LED lighting and new boards to shorten existing rink and put in a pleasure rink on north side. E. Silver View Park — Ballfield screening/netting for outfield fence: $10,895 F. Review Park Dedication Funds and Improvement Plan Worksheet: Current balance is $182,770. Commissioners prioritized the above 5 park improvements. All agree to fix infield grading at Greenfield Park. Could repair south side of Lambert Park rink now and adjust north side in the future. Motion by Palm to move forward with Greenfield ball field repair (in-house cost), Silverview ball field netting ($10,895), and City Hall t-ball field ($11,705), as well as repair south end of Lambert hockey rink (cost TBD, but much 1 1 P a g e less than $40K). Contract between the City of Mounds View and the YMCA — Verbal update — Joint City Council and Parks Recreation and Forestry Commission set for September 24, 2020. 8. NEW BUSINESS A. Lakeside Park: Proposed Trail on the North side of the Park: Proposed by SLP: remove "Life Guard on Duty" sign, adding nature interpretive signs, modify other signage at the park. Need to work with SLP Park Commission about overall changes and costs with respect to the Joint Powers Agreement. Direct Staff to investigate how future items should be handled at Lakeside Park between SLP and MV, and to clarify roles between the two cities regarding changes and improvements. B. Vision of the Park and Recreation Program (YMCA). What is the vision of the PRF Commission if the MVCC recreation program comes back to the City instead of contracting with YMCA? To be discussed at City Council Work Session on September 8, and at PRF joint meeting with City Council on Sept. 24. 9. COMMISSIONER REPORTS: Kroeger: MV Resident FaceBook page comments about city parks. Comments about people not picking up dog droppings, and littering; and those that do pick up trash along the trailways. Is there a policy from a City perspective for the Staff to respond to these comments? Nyle Zikmund, City Administrator, says there is no policy for the City to respond. It is complicated because it is not administered by the City. Could be a way for us to be aware of what residents are thinking since they don't necessarily watch our meetings. 10. Michael Hanson 2401 Mounds View Blvd. (city employee) and representative of Irondale Baseball Association: Groveland, Hillview, Lambert, Greenfield, Silverview. Teams consist of MV, NB, SV and AH residents. Would like to see improvements at the ball fields. Looking at infield drainage issues and tree overhang as well as fencing for player protection and ball placement. Would like dugout covers! Palm suggested inviting Mike to our tours of the parks in the spring, perhaps we have an earlier park tour before March meeting (weather dependent). Wake Wiesner suggests getting a prioritized list of needs and issues. Safety would come first. Kroeger: some items could be done as field maintenance (drainage) and tree trimming this spring before park tour and before season starts. Don Peterson: Get an itemized list about each park from IBL to City Staff and they can bring concerns back to PRF Commission with costs and timelines. Jox Boxes are put in on purpose for adult leagues and older students, but may impact younger players. Arel: Some items we have addressed in the past, but may need to be revisited. 6. STAFF REPORTS A. Review Park Projects for 2021: Items suggested for 2021 include Random Park playground, Lambert Park hockey boards, Netting at Silver View Park, T-Ball field at City Hall Park. Commission is good with moving forward with these items and financing with Park Dedication Fund ($155,500). MVCC updates will be made using Special Projects Fund. 8. NEW BUSINESS A. Sidewalk and Trails Master Plan—2022-2023 Street Project: Trying to get trailway done on Spring Lake Road both north and south of Mounds View Blvd. Trying to coordinate with City of Spring Lake Park and Ramsey County for connecting trailway system. Also need to complete sidewalk trailway plan on MV Blvd from Groveland Road to Spring Lake Road. B. Review Projects 2022 -2025 as Part of the 5 year Financial Plan: Greenfield and Hillview playgrounds will need some replacement parts and refurbishing in the next couple of years ($150K) C. City Staff Duties — overview of Public Works / Parks and Recreation Organization Chart and job duties 9. Application to perform some storm water pond maintenance was submitted to RCWD. • Work to be scheduled for this winter — postponed at this time City Hall Campus: • New Picnic Shelters are being built, will be ready for next season rental. • Worked with plumber and vendor to winterize the splash pad. • Installation of the New Picnic Tables started Groveland Park: • Final Inspection of Punch list items on 10/25/2018 for Tennis/Basket Ball Court Greenfield Park: Notified by the DNR that corrections to be made to the tennis court gate entrance — ADA accessible. Fencing contractor scheduled for next month Leveled the trail running in the back portion of the Park, added class 5 as needed. Commission will need to discuss at the August 2020, Green field baseball field. Take out all turf from first and third base line and replace with Ag-lime to the fence. Most all new park construction is going this way with ball fields. This would solve the wet home plate issue and uneven base line issues. Building has been re -roofed Hillview Park: ■ Commission will need to discuss at the August 2020, playground Rehabilitation. • Furnace at Park Shelter has been replaced — condensing still needs to be installed. The Commission requested staff obtain proposals for installing netting on top of the chain link fence in the right and left outfields at Silver Park. The Current chain link fence running in the outfield is 10' high. Staff received two options from Century Fence of Forest Lake MN as follows: 1) Installing 10' high netting on top of the chain link fence line - 30' on the West fence line and 130' on the East fence line. At a cost of $11,675.00 2) Installing 20' high netting on top of the chain link fence line - 30' on the West fence and 130' on the East Fence line. In 2019 the Commission toured Random Park and determined that the Playground should be replaced and updated. The commission requested staff obtain a proposal to replace and rehabilitate the playground. With the new playground installed at City Hall in 2019, several pieces of the old playground at City Hall were selected to be installed at Random Park. Staff received a proposal from Minnesota/Wisconsin Playground Inc for replacing the current playground and rehabilitating the current playground area at Random Park. Groveland Park - Infield resurfacing, home plate area, leveling out low spots to make for better draining and field play for players. - foam plugs for bases. Extras kept in backstop storage. - Resurfacing infield would include dugout area (possibly look at similar dugout options as Lambert, concrete/fencing) Hillview Park - Infield resurfacing, home plate area, leveling out low spots to make for better draining and field play for players. - foam plugs for bases.
