Parks and Recreation — Andy: See attached report. 35 children registered for the Summer Parks Program and Explore More Program so far. League registration for summer sports open with good registration to start! Getting more calls for Event Center rentals. Hiring seasonal maintenance positions. Field rentals up to what it was in 2019, park building rentals still low. More seniors coming in since vaccinations have become available. B. Public Works — Don: See attached report. All diseased trees on city land have been removed -including ash trees in parks. Working on a couple of grants for replacement with non -ash trees. Will do a 2 for 1 replacement. 7. UNFINISHED BUSINESS A. Silver View Park Ball Fields — install netting along out filed fence. 10' netting would cost $11,675; and 20' netting would cost $25,935. Discussion about cost vs. safety in relation to people that would still try to hit a ball over the net. With removal of trees by the City, does the City need to provide additional safety? Motion by Kroeger, 2"d by Wake Wiesner to move forward with the recommendation to install a 20' net above the existing 10' high chain link fence for a length of 165' at a cost of up to $25,915. Motion passed 5-1-Palm descent. B. Lambert Hockey Rink — Reconfigure boards and reduce overall size of rink. Total cost of $29,935. Previous vote in August (5-1) was to move forward with this plan. C. Review Random Park Playground — Replacement cost $94,109 to include tot lot, and larger playground for ages 5-12, along with some elements from former City Hall Park. Will need to provide concrete ADA path from building to playground for accessibility. Motion by Palm, 2"d by Sullivan to recommend to City Council to move forward with the playground replacement at the cost of $94,109. Motion passed 6-0. Encourage Staff to look into possible grants to match. D. Review 5 year Capital Park Improvement Plan (2022-2026) Looking at identifying projects to improve the parks, regardless of funding. Go out as an individual and/or in small groups then bring feedback to our next meeting. Suggest Woodcrest, Greenfield, Hillview and Groveland ball fields, Oakwood trail, Lakeside Park in SLP by April 19, 2021. Send to Don prior to the meeting. 8. NEW BUSINESS A. List from IBL on concerns of various ball fields: See attached report. Encourage commissioners to look at elements on their park tours. Direct Staff to bring back costs for big ticket items. B. City Council Work Session May 3, 2021 — Update on Parks and Recreation Department / Review future needs of programs, parks, and facilities. 9. COMMISSIONER REPORTS: A. What is the progress on replacing the T-ball field at City Hall Park? Waiting on cost estimates. B. Hoping to open Splash pad this summer from Memorial Day weekend through Labor Day weekend! Maintenance Staff worked on the following items since February 25, 2021 • Equipment repairs and spring preparations • Playground repairs • Baseball field inspections ■ Spot black dirt and seeding for plow damage and winter kill All nets are installed ® New mounds and Plates ordered • Ball field leveling &repairs • Tennis court cleaning leaf pick up Irrigation repairs and testing • Baseball foul line painting and marking • Silverview building water is turned on • Portable bathrooms are out • Parking lot cleaning Forestry Staff worked on the following items this last month: • Resident consults • Four Seasons consults and meets • Ash grant application written and turned in and approved • Chainsaw grant application written and turned in not approved • Tree pick up for Arbor day, This is for city planted trees 4-21-2021 • Buckthorn removal Silverview horse shoe area Stump grinding and site seeding and restoration- in the parks • Tree wood chipping The following is the List of Parks and projects / maintenance activities ongoing or planned this year. Current updates are in black text, and updates from the previous two month period are in grey. Ardan Park Working with Stantec Engineering on some drainage issues in the Park. Application to perform some storm water pond maintenance was submitted to RCWD. • Work to be scheduled for this winter — postponed at this time 11Page Public Works Staff Report City Hall Campus: • New Picnic Shelters are being built, will be ready for next season rental. • Worked with plumber and vendor to winterize the splash pad. • Installation of the New Picnic Tables started Splash Pad • Staff is working with Ramsey County Department of Health with the guidelines. • Ramsey County will help in providing the signage for the splash pad. • Splash Pad — planning on open on Memorial Day — Restrictions — 50% occupancy - 49 individuals in the splash pad area. Mask must be worn outside of the splash pad — shelters, benches, playground. • Phone number needs to be displayed for people to call fi the numbers exceed 49 individuals in the splash pad. • Staff must have a way to monitor the splash pad- cameras and if needed shut down the system. Groveland Park: • Final Inspection of Punch list items on 10/25/2018 for Tennis/Basket Ball Court Greenfield Park: Notified by the DNR that corrections to be made to the tennis court gate entrance — ADA accessible. Fencing contractor scheduled for next month Leveled the trail running in the back portion of the Park, added class 5 as needed. Commission will need to discuss at the August 2020, Green field baseball field. Take out all turf from first and third base line and replace with Ag-lime to the fence. Most all new park construction is going this way with ball fields. This would solve the wet home plate issue and uneven base line issues. Building has been re -roofed Hillview Park: Commission will need to discuss at the August 2020, playground Rehabilitation. a Furnace at Park Shelter has been replaced — condensing still needs to be installed. Lambert Park • Inventory of Hockey Rink boards to re -place started. • Commission will need to discuss at the August 2020 Meeting size of the Hockey Rink. Random Park: Commission will need to discuss at the August 2020, playground Rehabilitation 2 1 P a g e Public Works Staff Report Silver View Park ■ Ramsey County continues to work in re -profiling the draining ditch along County Road I and Silver View Road, located in Silver View Park. • Four new pond aerators installed in the Storm Water Pond Woodcrest Park Working with Stantec Engineering and Ramsey County on some drainage issues in the Park. Application to perform some storm water pond maintenance was submitted top RCWD. Met with contractor — work will be scheduled for this winter — postponed Drinking fountains will remain off until restrictions are lifted. Aerators will be installed this month at Silverview pond West end. Power being installed on the East end of Silverview Pond this summer. The power is for an aerator and a year round bubbler near Moundsview Dr. and Long Lake road intersection. Arbor Day 2021: Groveland Park at Noon on Arbor Day (4-30-2021) —Tree planting people can join and help plant at this time and location. Students for Climate Awareness SFCA is a club made up of 18 members that all wish for a more sustainable and habitable planet. Our hope for this club is to make tiny differences that have a huge impact on what our planet's future will look like. We hope to meet with Native Tribes about their views on what land conservation and climate justice looks like, to make our own school and community more green and eco-friendly, to work with grassroots organizations in Minnesota, and to encourage our government representatives to make the correct decisions.
