Motion Passed. 6-0. Lilemo joined after the motion. 4. APPROVAL OF MINUTES March 25, 2021: Motion to approve by Kroeger, 2nd by Wake Wiesner, Motion Passed 7-0, 5. STAFF REPORTS A. Parks and Recreation —Andy: See attached report. Summer League registration closes Friday. Numbers are about where they should be. Same with Summer Park Programs. B. Public Works — Don: See attached report. Did receive a grant for removal and replacement of ash trees for EAB at City Hall and Lambert Parks. Splash pad will open Memorial Day weekend at 50% capacity (49 people). Masks required when not in the water and outside of the splash pad area (benches, tables, playground). Will need a posted telephone number and ability to shut off the water if capacity exceeds 49 and is unsafe. Drinking fountains will remain off at all parks until restrictions are lifted. Working on a bubbling feature at the east end of Wood Lake at Silverview Park in hopes of keeping the ice off enough to release winter decay gases to decrease the stench around Long Lake Road in the spring. 7. UNFINISHED BUSINESS A. Review 5-year Capital Park Improvement Plan (2022-2026): Went through park -by -park and Commissioner observations/concerns. Most seem to be general maintenance items or smaller additions. B. Park Tours Recommendations: Went through park -by -park and Commissioner observations/concerns. Most big cost items are already on our PIP, others seem to be general maintenance items or smaller additions. Possibilities include add dog poop trash bins and charcoal waste bins at all parks. Add grills and picnic tables, benches, and bathroom enclosures to parks away from the building so people can enjoy the park away from the building if the building is rented out. Possibly move Random Park playground equipment to Woodcrest. Possible use for north Oakwood -turn into a pollinator garden. How can we commit some park space to include game space for BIPOC population that is growing in Mounds View? Website: mncompass.org for up-to-date census data on MV populations. ASK our residents!! C. Silverview Park netting -revisit: Further discussion led to same conclusion to move forward with 20 foot net above fencing. 8. NEW BUSINESS A. Arbor Day/Earth Day — tree planting: April 30th at noon at Groveland Park B. Update on City EAB — treatment, removals and plantings: Good maps in the packet of trees marked accordingly. Removal at City Hall, Greenfield, Groveland, Lambert, Random, Silverview, and near Walgreens. Also adding different varieties of trees at these parks. Goal is to stagger plantings of new trees over a few years for maintenance. 9. COMMISSIONER REPORTS: Disc golf course is being used and enjoyed. Possibility of getting students involved with the commission. Possibilities could be Youth in Government or MV Climate Awareness group. Get them involved with pollinator gardens or other interests in the city environment. 10. REQUESTS FOR FUTURE AGENDA ITEMS / OTHER BUSINESS 11. Maintenance Staff worked on the following items since February 25, 2021 • Playground Inspections Completed • Irrigation repairs and Testing • Baseball foul line painting and marking • Mowing, Whipping, Trash and Litter Pick Up • Splash Pad Test and Running Forestry Staff worked on the following items this last month: • Resident consults • Tree planting • Chainsaw grant application written and turned in not approved • Tree wood chipping • Watering Trees The following is the List of Parks and projects / maintenance activities ongoing or planned this year. Current updates are in black text, and updates from the previous two month period are in grey. Orrian Park • Working with Stantec Engineering on some drainage issues in the Park Application to perform some storm water pond maintenance was submitted to RCWD • Work to be scheduled for this winter — postponed at this time City Hall Campus: • New Picnic Shelters are being built, will be ready for next season rental. • Worked with plumber and vendor to winterize the splash pad. • Installation of the New Picnic Tables started Splash Pad Testing will be in open the Weekend of May 29 Groveland Park: • Final Inspection of Punch list items on 10/25/2018 for Tennis/Basket Ball Court 11Page Public Works Staff Report Greenfield Park: • Notified by the DNR that corrections to be made to the tennis court gate entrance — ADA accessible. Fencing contractor scheduled for next month Leveled the trail running in the back portion of the Park, added class 5 as needed. • Commission will need to discuss at the August 2020, Green field baseball field. Take out all turf from first and third base line and replace with Ag-lime to the fence. Most all new park construction is going this way with ball fields. This would solve the wet home plate issue and uneven base line issues. • Building has been re -roofed Hillview Park: ■ Commission will need to discuss at the August 2020, playground Rehabilitation. ■ Furnace at Park Shelter has been replaced — condensing still needs to be installed. Lambert Park • Inventory of Hockey Rink boards to re -place started. • Commission will need to discuss at the August 2020 Meeting size of the Hockey Rink. Random Park: ■ Commission will need to discuss at the August 2020, playground Rehabilitation Silver View Park • Ramsey County continues to work in re -profiling the draining ditch along County Road I and Silver View Road, located in Silver View Park. • Four new pond aerators installed in the Storm Water Pond Woodcrest Park ■ Working with Stantec Engineering and Ramsey County on some drainage issues in the Park. Application to perform some storm water pond maintenance was submitted top RCWD. • Met with contractor —work will be scheduled for this winter— postponed Students for Climate Awareness SFCA is a club made up of 18 members that all wish for a more sustainable and habitable planet. Our hope for this club is to make tiny differences that have a huge impact on what our planet's future will look like. We hope to meet with Native Tribes about their views on what land conservation and climate justice looks like, to make our own school and community more green and eco-friendly, to work with grassroots organizations in Minnesota, and to encourage our government representatives to make the correct decisions. The club is Staff is working with this club on Arbor Day planting of trees in City Parks, 250 Red Pine Trees were donated to the club to plant.
