Call to Order The meeting was called to order by Chair Rundle at 7:00 p.m. for June 16, 2021. Due to the COVID-19 pandemic this meeting was held virtually. 2. Roll Call Members Present: Commissioners French, Monn, Munson, Nelson, Rundle, and Stevenson. Absent and Excused: Commissioner Farmer. Mounds View Planning Commission June 16, 2021 Regular Meeting Page 2 ________________________________________________________________________ 5. Planning Cases A. Resolution 1134-21, Recommending Approval of Ordinance 976, Adopting the Recodification of the Mounds View Municipal Code and Updating the City’s 2021 Fee Schedule Community Development Director Sevald stated currently, the City Code is in PDF form (1,037 pages), plus 68 addendums. The addendums make it difficult for Staff, and nearly impossible for the general public to find current language unless they know where to look. For example, the current Rental Ordinance is not in the City Code, but in Ordinance 971 (addendum), which the general public would not know without searching through the 68 addendums. The new version is internet based, with an easily searchable format, and ability to print or save as a PDF. Code amendments will be updated more regularly. The City Attorney has provided a summary of proposed amendments. Specific to zoning, the current Code references outdated Minnesota Statutes. This amendment updates the Code to current Statute numbers. Staff recommended the Planning Commission review and recommend approval of the codification of the Mounds View City Code. Commissioner Monn requested clarification on several terms within the code. Community Development Director Sevald offered the Planning Commission definitions to the terms within the code. Commissioner Monn questioned what information City staff had regarding the food truck ordinance. Community Development Director Sevald reported the City Council was revising this ordinance in order to allow food trucks to have more flexibility in the community. Commissioner Monn requested staff review the peddler’s language because at this time it states they are not required to have a license. The Commission discussed the various categories of door to door peddlers and solicitors. Community Development Director Sevald explained he would look into this language further. MOTION/SECOND: Commissioner Stevenson/Commissioner Munson. To approve Resolution 1034-21, a Resolution Recommending Approval of Ordinance 976, an Ordinance Adopting the Recodification of the Mounds View Municipal Code and Updating the City’s 2021 Fee Schedule. A roll call vote was taken. Ayes – 6 Nays – 0 Motion carried. B. Discussion - Sign Ordinance Community Development Director Sevald provided the Commission with an update on the Sign Ordinance and the frequency with which other communities allow dynamic display signs to Mounds View Planning Commission June 16, 2021 Regular Meeting Page 3 ________________________________________________________________________ change. It was noted the City Hall sign changes every five seconds and noted the minimum should be eight seconds. He commented he could not find anything regarding ADA standards for digital display signs. He reported the City does not allow any flashing signs or signs that emulate emergency vehicles. Commissioner Monn questioned if the Commission supported keeping the eight second rule. The Commission supported the City keeping the eight second standard. 6. Reports A. Upcoming Planning Cases & Activity Community Development Director Sevald discussed upcoming planning cases with the Commission. He reported the Commission would be reviewing plans for the Caribou Cabin in July. B. Staff Updates Community Development Director Sevald explained this was the last Zoom meeting that would be held by the Planning Commission. He indicated the Planning Commission meeting scheduled for July 7, 2021 will be held in-person at City Hall in the Council Chambers. C. Council Updates Council Member Meehlhause provided the Planning Commission with an update from the City Council. He commented on the changes the Council was proposing to the food truck ordinance. He noted the Council was discussing the establishment of a Sustainability Commission. He explained the Council was also talking about a forgivable small business loan program for start- up businesses in Mounds View. He indicated the EDA recently approved a Resolution of Support for the use of TIF for an affordable senior housing complex on the Skyline Motel property. He commented the Final Plat for the Belden River View single family home project was approved by the Council. Further discussion ensued regarding conduit bonds. D. Planning Commissioner Reports None. 7. Approval of Minutes May 5, 2021. To approve the Minutes of the May 5, 2021 regular Planning Commission meetings as presented. A roll call vote was taken. Ayes – 6 Nays – 0 Motion carried. 8. Next Planning Commission Meeting: A. Wednesday, July 7, 2021 B. Wednesday, July 21, 2021 9.
