1. Call to Order
The meeting was called to order by Chair Rundle at 7:00 p.m. for August 4, 2021.
2. Roll Call
Members Present: Commissioners Farmer, French, Munson, Nelson, Rundle, and Stevenson.
Absent and Excused: Commissioner Monn.
Also Present: Community Development Director Jon Sevald and Council Member Gary

5. Planning Cases
A. PUD Concept Plan Review - 2840 Mounds View Boulevard & 7861
Groveland Road
Community Development Director Sevald stated Sabry Sharara (developer) is requesting a
concept plan review of a Mixed-Use Planned Unit Development (PUD) to be located at 2840
Mounds View Boulevard (former Simons/ABC Liquor), and 7861 Groveland Road (EDA
property) . The project includes a four-story building, with Mounds View Family Dental
(relocated) and retail (speculation) on the first floor, and apartments above (market rate). A
Concept Plan does not have the level of detail expected for a Development Review. The intent is
for the Planning Commission/City Council members to provide individual opinions of the
project. There is no formal Resolution or approval. These opinions will assist the developer in
refining plans before submitting a formal application. Staff commented further on the concept
plan and requested feedback from the Commission.
Commissioner Farmer questioned what type of retail use could fit into 1,500 square feet.
Community Development Director Sevald explained a commercial office use may be a better fit
for this size space.
Commissioner Nelson asked what was meant by retail amenity. Community Development
Director Sevald deferred this question to the developer.
Kevin Green, T&L Green Architects, explained the amenities could include gym services,
beverage or coffee stations. He reported the retail space could be a cell phone provider or other
vendor.
Commissioner Stevenson questioned if the development was properly parked given the proposed
retail space. He recommended the developer provide proof of parking if the proposed parking
did not meet the sites needs.
Commissioner Stevenson suggested a trail that runs through the property that expands from
CVS. He indicated this trail could possibly be provided in lieu of park dedication.
Commissioner Nelson asked how many of the trees can be saved. Mr. Green reported a full
survey of the site would be needed along with a better understanding of the property setbacks in
order to fully design the property.
Commissioner Nelson commented the south end of the project abuts a private home that would
be looking at the back end of garages. He recommended proper screening be put in place to
buffer the building from the adjacent residential home.
Chair Rundle inquired if these would be market rate apartments. Mr. Green stated the units
would be market rate.

Commissioner Nelson questioned why the garages would be set back five feet further than the
building. Mr. Green explained this was done to accommodate one more additional garage stall to
meet City requirements. He reported a site survey would help him firm up the property lines and
setbacks for the garages. He indicated he had an aggressive plan for this site and only an acre to
work with. He commented further on how landscaping would be used to buffer the building from
the adjacent residential properties.
Commissioner Stevenson asked if the right-in right-out onto Mounds View Boulevard would
remain in place. Mr. Green commented his intent would be to keep this in place, but the size of
the access lane would be narrowed.
Commissioner Nelson indicated he supported this project. He encouraged the developer to be a
good neighbor and to communicate with the adjacent residential property owners. He stated he
supported a trail being installed along with this project.
Commissioner Farmer reported this project was within the County Road 10 Overlay District
which has guidance for exterior building materials. He inquired if the project would have to
follow the overlay district for building materials. Community Development Director Sevald
stated this would be the case.
Commissioner Stevenson appreciated the fact that concrete and hardscape would be removed
from the Simon’s lot and would be replaced with greenspace and landscaping.
Community Development Director Sevald questioned if the Commission supported the building
and garage setbacks. The Commission recommended the setbacks remain as-is and that no bright
colors be used on the apartment structure. The Commission supported the building to have a
pitched roof versus a flat roof and requested the developer save as many mature trees as possible.
6. Reports
A. Upcoming Planning Cases & Activity
Community Development Director Sevald discussed upcoming planning cases with the
Commission. He explained the Commission would be discussing a variance for fence height and
an amendment to the Crossroad Pointe/Gray Stone Flats development at the August 18 meeting.
B. Staff Updates
Community Development Director Sevald provided the Commission with an update from staff.
He reported the Comprehensive Plan would be coming to the City Council for approval on either
August 9 or August 23. He stated the movie theater was working to reopen.

C. Council Updates
Council Member Meehlhause provided the Planning Commission with an update from the City
Council. He reported the Council approved the second reading and adoption of an ordinance
regarding drive-thru businesses. He noted the Council approved the preliminary plat for the
Caribou Cabin and provided feedback on the Skyline property concept plan. He discussed the
trail along the northern and southern sides of Mounds View Boulevard. He stated the Council
discussed developing a forgivable loan program for new businesses at a recent worksession
meeting. He indicated the Council was looking to form a task force in order to draft plans for a
tribute/memorial park in Mounds View.
D. Planning Commissioner Reports
Chair Rundle reported Festival in the Park would be held on Friday, August 20, and Saturday,
August 21.
7. Approval of Minutes
July 7 , 2021.
MOTION/SECOND: Commissioner Stevenson/Commissioner Nelson. To approve the Minutes
of the July 7, 2021 regular Planning Commission meetings as presented.
