EDA BUSINESS 38 39 A. 21-EDA-345, Establishing the New Business Improvement Forgivable Loan 40 Program. 41 42 Assistant City Administrator Beeman requested the EDA approve the establishment of the New 43 Business Improvement Forgivable Loan Program. He reported the City Council discussed this 44 program at a recent worksession meeting. Staff commented further on the program and requested 45 clarification on how much funding would be directed into this program. 46 Mounds View EDA August 23, 2021 Regular Meeting Page 2 1 Commissioner Bergeron asked if a loan recipient does not use the funds as requested, would the 2 funding come back to the EDA. Assistant City Administrator Beeman stated this was his 3 understanding. City Administrator Zikmund reported it was staff’s intent to have one on one 4 conversations regarding the intent of the improvement program. 5 6 Commissioner Bergeron questioned if a business were to default on the loan program, would they 7 be eligible for additional funding in the future. City Attorney Riggs reported this business would 8 still be eligible. 9 10 Commissioner Meehlhause recommended the EDA allot $25,000 or $35,000 to the forgivable loan 11 program. 12 13 Commissioner Bergeron supported the EDA allotting $25,000 to the program. 14 15 Commissioner Hull and Commissioner Cermak concurred. 16 17 MOTION/SECOND: Hull/Bergeron. To Waive the Reading and Adopt Resolution 21-EDA-345, 18 Establishing the New Business Improvement Forgivable Loan Program allotting $25,000 to the 19 program. 20 21 Ayes – 5 Nays – 0 Motion carried. 22 23 7. REPORTS 24 25 Commissioner Meehlhause stated on September 8, 2021 a Mounds View Business Council 26 meeting will be held at the Community Center at 8:00 a.m. 27 28 8. Meeting Date: September 13, 2021 Type of Business: EDA Business City Administrator Review: ______ City of Mounds View Staff Report To: Mounds View Economic Development Authority From: Mark Beer, Finance Director Item Title/Subject: Resolution 21-EDA-346 Approving the Preliminary EDA Property Tax Levy Request and Budget for Fiscal Year 2022 Previously the City’s economic development activities were funded with tax increment revenues. These tax increment revenues were discontinued as required by state statute when the tax increment districts were decertified. This left the City with limited resources to continue existing business outreach, marketing, advertising, small scale incentives, property acquisitions, professional services, and staff training and development. The EDA proposes to continue a levy of $100,000 for 2022. The City’s EDA is requesting that the City Council levy on behalf of the EDA $100,000 to support the above activities within the City of Mounds View. The EDA has been authorized with joint powers of an Economic Development Authority (EDA) and a Housing and Redevelopment Authority (HRA). The EDA may choose to establish either an EDA levy or an HRA levy, or both, to fund the above activities. The proposed EDA budget of $249,633 is attached, there will be changes as additional information becomes available. Once this amount is set, the levy cannot be increased but can be lowered. A Truth-In-Taxation meeting will be held December 6, 2021 at 6pm at City Hall. The final levy will be adopted on or about December 13, 2021. Respectfully submitted, ___________________________ Mark Beer, Finance Director 486853v2 AMB MU205-13 RESOLUTION NO. 21-EDA-346 MOUNDS VIEW ECONOMIC DEVELOPMENT AUTHORITY COUNTY OF RAMSEY STATE OF MINNESOTA APPROVING THE PRELIMINARY EDA PROPERTY TAX LEVY REQUEST AND BUDGET FOR FISCAL YEAR 2022 WHEREAS, the Mounds View Economic Development Authority may request the establishment of a special benefit tax pursuant to Minnesota Statutes 469.107, Subdivision 1. NOW, THEREFORE, BE IT RESOLVED, by the Mounds View Economic Development Authority that there be and hereby requested a levy on the taxable property of the City of Mounds View, Ramsey County, Minnesota for fiscal year 2022 a special benefit tax not to exceed $100,000, which amount will be included in the City’s proposed levy and the proposed EDA budget of $249,633 is adopted.
