5. PUBLIC INPUT
Citizens may speak to issues not on tonight's agenda. Before speaking, please give your full name and
address. Please limit your comments to three minutes. Celena Monn and son, Martin, 2357 Sherwood
Rd. shared a slide show to encourage the Commission to consider a board for our tennis courts for
racquetball and bike racks at various parks. Ms. Monn showed examples of parks in Shoreview that have
these boards measured at 8' x 28' or even 8' x 16'. Need to consider surface material and cost, as well as
placement to allow for surveillance. Bike racks have been on the Park Improvement Plan for several
years. Concern about putting the surface on the fencing so that the poles would support any weight and
wind pressure. Cost of raw materials are really high right now, so we may need to weigh the cost with the
timing. Direct Staff to investigate options and costs.
6. STAFF REPORTS
A. Parks and Recreation — Andy: See packet: COVID capacity and distance restrictions expire tomorrow.
Masks are not required for fully vaccinated people, but recommended for those not vaccinated. MVCC
will not be asking for verification of vaccination. Masks still required for child care and school groups
through June 13. Job openings for Summer Program, custodian and event host!
B. Public Works — Don: See packet: SplashDown will be open this weekend. It will "officially" open
Memorial Day. Students for Climate Awareness helped plant trees in the north end of the City as well
as at Groveland Park. Social Media shows residents are upset about the parking situation on
Edgewood Drive across from the splash pad. There will be signs added that say "NO PARKING
Memorial Day -Labor Day" coming.
7. UNFINISHED BUSINESS -NONE
8. NEW BUSINESS
A. Addition of Trail — 2360 Hillview Road from Oakwood Dr. to Hillview Rd. The homeowner owns the
property where this trail and the drainage ditch are located. There used to be a crosswalk there, but is
no longer, and there is a curve on that road that could impact safety. Direct Staff to investigate costs
and options.
B. Review of Presentation at City Council Work Session of May 3, 2021 - future needs of Parks and
Recreation. Commissioners should qo through the list presented at the meetina and prioritize each
item as low, medium, or high and then Staff will add pricin❑ later so priorities are not determined by
cost, but by need. Don Peterson will send an Excel spreadsheet with the items to be prioritized and
returned to him about one week BEFORE the next meeting.
9. COMMISSIONER REPORTS: None to report.
10. REQUESTS FOR FUTURE AGENDA ITEMS / OTHER BUSINESS:
A. Future recreation input from PRF Commission as the programs get moving.
B. Starting in July the City Council will meet in person. PRF Commission should follow then.

Fitness Center
The Mounds View Community Center offers a complete
fitness center with 13 pieces of cardio equipment including
treadmills, stair climber, elliptical trainers, rowing
machine, upright and recumbent cycles and
more. We also have strength equipment,
dumbbells, free weight benches, medicine
balls, TRX and more!
IF Senior Program
The Mounds View Community Center is proud to
participate in the Silver Sneakers` and Silver & Fit program
for members 65 an older. Most are offered at no cost through
your insurance company. As a participant you would be
eligible for fitness classes, fitness center, gym access
and fun planned activities_

Happy Feet Dance Company is excited to be coming to the community! Jenny
Hansell and her Happy Feet Dance Company staff have more than 60 years of
combined teaching experience, bringing a wide variety of classes to all ages
across the north metro area_ We are excited to bring our popular, high-energy
program to Mounds View!
We are excited to work with your child in these fun -filled classes! We will focus
on improving rhythm, balance and coordination. Younger children will use
props: tambourines, scarves, pompoms and more to learn basic tap, jazz and
ballet steps, Older children will continue on learning more advanced steps,
dance choreography, terminology and creative movement. It's a great way to
be active, boost self-esteem and have a blast!
Dancers should weara leotard and tights or any comfortable, movement -ready
clothing. All dancers will need tap and ballet shoes! (Shoes will be available for

Quincy House
]uincy House serves teens enrolled in 6th
12th grade with after school and summer
programs. Our mission is to transform lives by
empowering teens to have hope for their future,
while providing unconditional love and guidance along the way.
We believe teens are in need of guidance and empowerment in
the social, emotional, physical, spiritual and intellectual realms.
In order to provide this holistic support to each teen, Quincy
House offers Program in two parts: Group Nights and Real

The following is a synopsis of recent activities and events of the Public Works Department.
Maintenance
Staff worked on the following items since May 27, 2021;
• Splash pad cleaning — high use — outside groups being bused in
• Ball field game preparations and ball field maintenance
• Irrigation repairs and testing ongoing, most days
• Field stripping and painting weekly
• Mowing, Whipping, Trash and litter pickup
• Splash pad - test running and operation testing daily, new UV installation
• Weed spraying all parks, fence lines, playgrounds wood chips
® Community Center trees obstructing parking lot trimmed
• New home plates or mounds installed at Groveland, City Hall and Silverview
Forestry
Staff worked on the following items this last month:
• Resident consults
• Tree wood chipping
• Watering Trees daily
• Planter box maintenance weeding adding new wood mulch
• Hazard Tree remediation
The following is the List of Parks and projects / maintenance activities ongoing or planned this year.
Current updates are in black text, and updates from the previous two month period are in grey.
Ardan Park
• Working with Stantec Engineering on some drainage issues in the Park. Application to perform
some storm water pond maintenance was submitted to RCWD.
• Work to be scheduled for this winter — postponed at this time. Still working with contractor for a
date on completion.
■ Work on ditch completed — some restoration needs to be finished.
City Hall Campus:.
• New Picnic Shelters are being built, will be ready for next season rental.
• Worked with plumber and vendor to winterize the splash pad.
• Installation of the New Picnic Tables started

• New UV light unit installed — Staff working on the system to fine tune the new UV
system.
Groveland Park:
■ Final Inspection of Punch list items on 10/25/2018 for Tennis/Basket Ball Court
Greenfield Park:
Notified by the DNR that corrections to be made to the tennis court gate entrance — ADA
accessible. Fencing contractor scheduled for next month Leveled the trail running in the back
portion of the Park, added class 5 as needed.
Commission will need to discuss at the August 2020, Green field baseball field. Take out all turf
from first and third base line and replace with Ag-lime to the fence. Most all new park
construction is going this way with ball fields. This would solve the wet home plate issue and
uneven base line issues.
■ Building has been re -roofed
Hillview Park:
• Commission will need to discuss at the August 2020, playground Rehabilitation.
Furnace at Park Shelter has been replaced — condensing still needs to be installed

Inventory of Hockey Rink boards to re -place started.
Commission will need to discuss at the August 2020 Meeting size of the Hockey Rink.
Random Park:
• Commission will need to discuss at the August 2020, playground Rehabilitation
Silver View Park
• Ramsey County continues to work in re -profiling the draining ditch along County Road I and
Silver View Road, located in Silver View Park.
• Four new pond aerators installed in the Storm Water Pond
Woodcrest Park
• Working with Stantec Engineering and Ramsey County on some drainage issues in the Park.

Other Damage at Silver View Park and Hillview Parks
Staff discovered some damage to the parks, the picture below is at Silver View Park in the Soccer Field.
Individuals setting up and playing volleyball repeatedly are damaging the turf. The group just shifts the
area of play in one direction or another. These groups are not using the designated Volley Ball Courts.

RE: Tennis Court Practice Boards
Discussion/ Background
At the May 27, 2021 Parks and Recreation and Forestry Commission a resident raised a
question of providing practice boards at the tennis courts.
The Commission directed Staff to look into providing practice boards for both Greenfield and
Groveland Tennis courts.
Staff received costs proposals for two different styles of 8' x 12' practice boards as follows:
Tennis Court Supply $2,276.00 - plus shipping
MN/WISC Play Ground $1,897.50 - plus shipping
The Practice Boards are similar in design and mount on the current chain link fence post
(pictures attached)
Recommendation:
Public Works Staff is requesting that the Parks and Recreation and Forestry Commission
discuss and provide Staff with further direction

Attachments
Description
Rally Master Backboards can be used for tennis, lacrosse, soccer, basketball and many
other applications. Backboards are available in a vertical or a sloped option.
A 10' x 12' wide backboard is the smallest available size. It is suitable for one player
of intermediate to advanced level. The narrower size requires accurate ball placement
for optimum use.
Backboards can be installed on standard fence post diameters of 2-1/2", 3" or 4" OD.
Backboards come with an industry leading 20-year warranty.
When ordering please specify Vertical or Sloped along with the outside diameter of the
fence post the backboard will be installed on.
Panel Construction

Mountings System

Discussion/ Background
At the June 24, 2021 Staff brought forward the request from a resident on improving the current
conditions of Greenfield Trail.
Staff provided the Parks and Recreation and Forestry Commission pictures of the trail and
requested the commission members walk the trail before the next meeting

RE: MOUNDS VIEW BLVD TRAIL
Discussion/ Background
At the July 6, 2021 City Council Works Session, the council discussed beautifying Mounds View
Blvd. The Council requested that the Parks and Recreation and Forestry Commission review
the trial sections and select locations for new benched and trash receptacles.
Attached are maps of the trails sections and indicators of current locations of benches.
Recommendation:
Public Works Staff is requesting that the Parks and Recreation and Forestry Commission
discuss and provide Staff with further direction.

COMMISSION MOUNDS `VIEW
Background and Purpose:
The Parks and Recreation and Forestry Commission was established by the Mounds View City
Council in 1988 for the purpose of advising the Council on the operation of public recreation, parks,
and playgrounds (MV Chapter 405). The Commission consists of seven (7) members appointed by
the City Council (based on the recommendation of the Commission) from applications submitted by
interested Mounds View citizens.
Terms and Vacancies:
Appointed members of the Commission will serve three (3) year staggered terms with terms expiring
December 31 of each year. Appointments to a term of less than three (3) years are permissible in
order to establish appropriate staggering of member terms. Both original and successive appointees
shall hold their offices until their successors are appointed and qualified. Any vacancies during the
term shall be filled by the Mayor with the approval of the majority of the Council for the unexpired
portion of the term. Commission members serve without compensation take an oath of office.
Organization:
Commission officers include a Chair, Vice Chair, and Secretary. The City Council appoints a
chairperson based upon the recommendation of the Commission. The Commission selects a Vice
Chairman from its membership for a term of one year. The Secretary may be selected from the
Commission membership or from City staff. The Director of Public Works/City Engineer and Parks
Supervisor are City staff liaisons to the Commission.
Meeting Dates and Frequency:
The Commission regularly meets on the fourth Thursday of each month at 6:30 pm in the Council
Chambers at the Mounds View City Hall. The meeting dates may be changed or tweaked as needed
by the Commission (due to holidays, etc.), but the Commission is required to conduct at least twelve
(12) regular meetings each calendar year. The Commission may occasionally have joint meetings
with the City Council and/or the Planning and Zoning Commission on an as -needed basis. A
quorum, or the majority of appointed members, is required for the Commission to meet. The City
Council could remove an appointed Commission member who fails to attend at least nine (9)
regularly scheduled Commission meetings per year. All Commission meetings are recorded and
televised on local cable television.
Primary Duties of the Commission:
1. Operation of City Parks and Playgrounds: Under the direction of the City Council, advise City
staff to operate a program of public recreation and playgrounds upon City -owned property or
other property made available to the City for such public recreation purpose.
2. Lease and Acquisition of Property: Recommend to the City Council the leasing or acquisition of
land or personal property for public recreational use as the Commission deems desirable.
3. Maintenance and Care of Public Recreation Property: Maintain and care for all property that the
Commission has acquired and which has been assigned to the Commission for public recreation
purposes.
4. Inventories of Services: Make periodic inventories of recreation and park services that exist or
may be needed, and interpret the needs of the public to the City Council.
5. Cooperation with Other Agencies- Cooperate with other park and recreation departments,
schools, and private agencies for establishment of a joint powers agreement to provide parks and
recreation services to the City residents.
6. Policies and Functions of Department: Interpret the policies and functions of the Park and
Recreation Department to the public.

7. Capital Improvement Plans and Budgets: Advise the City Council and City Administrator in the
preparation of the annual budget and long-range capital improvement programs.
8. Rules and Regulations: Formulate and prescribe reasonable rules and regulations for the use of
the general public of any facilities in any park area.
9. Construction of Improvements: Advise the Council on maintaining and constructing roadways,
paths, buildings, fountains, docks, boat houses, bath houses, refreshment booths, community
center, pavilions and other necessary structures and improvements in parks.
10. Communication: Communicate regularly with the City Council and Planning and Zoning
Commission through joint meetings and meeting minutes.
11. Athletic Awareness: Be aware of the role and services provided by athletic organizations within
the community.
12. Sanitation and Reforestation Programs: Advise the City Council regarding sanitation and
reforestation programs within the City.
13. Other Duties: Do whatever other acts are reasonable, necessary, and proper to carry out its
prescribed powers and functions as set forth.
Budget and Finances:
1. Annual Presentation of Proposed Budget: The Commission, through the City Parks and
Recreation Division staff, should present, no later than August 1 of each year, a proposed
budget, in such details as the Council shall require, of the financial needs for the ensuing fiscal
year to operate and maintain the parks and open spaces, as well as provide recreation programs.
2. Fees and Charges: The Commission shall advise the Council to establish charges or fees for the
restricted use of any facilities or to make any phase of the recreation program wholly or partially
self-sustaining.
3. Rules and Regulations: The Council may establish such rules and regulations for the
administration of the Parks and Recreation and Forestry Commission as it may deem necessary
and may delegate such rule -making authority to the Commission, and the Commission shall- have
power to make such rules and regulations pursuant to delegated authority as it deems necessary
for the purpose of performing its duties.
Organizations
§ 33.042 MEETINGS.
The Commission shall meet immediately after its
appointment and thereafter shall, from time to time,
fix the times of its meetings and adopt, amend and
alter rules for its procedure.

§ 33.043 POWERS AND DUTIES.
Under the direction of the City Council, the
Commission shall perform those functions and duties
necessary to assist the Police Department with:
(A) Decisions regarding hiring, promotions,
awards and commendations;
(B) Enhancing the awareness of Police
Department capabilities and services;
(C) Providing an opportunity for citizen
involvement in police services; and
(D) Encouraging positive exchange between the
Police Department and the community.

§ 33.044 CONFLICT OF INTEREST.
No member shall consider or vote upon any
question in which the member is directly or indirectly
interested.

Commission is referred to herein as "the
Commission".

§ 33.061 MEMBERSHIP; OATH;
COMPENSATION.
(A) Appointment of members.
(1) The Commission shall consist of seven
members appointed by the City Council and based on
the recommendation of the Parks and Recreation
Commission, from the applications submitted.
(2) Based upon the recommendation of the
Parks and Recreation Commission, the City Council
shall appoint a Chairperson.
(B) Oath of office. Every appointed member
shall, before entering upon the discharge of his or her
duties, take an oath that he or she will faithfully
discharge the duties of his or her office.
(C) Compensation. Members of the Commission
shall serve without compensation.

§ 33.062 TERMS AND VACANCIES. § 33.065 ORGANIZATION AND MEETINGS.
(A) Terms. Members of the Commission shall
serve three-year staggered terms, with terms expiring
December 31 of each year. In order to establish
appropriate staggering of terms for the commission
members, appointments to a term of less than three
years are permissible. Both original and successive
appointees shall hold their offices until their
successors are appointed and qualified.
(B) Vacancies. Vacancies during the term shall
be filled by the Mayor with the approval of the
majority of the Council for the unexpired portion of
the term.

§ 33.063 CONFLICTS OF INTEREST.
No member shall be personally interested in any
contracts in which the Commission may enter.

§ 33.064 REMOVAL FROM OFFICE.
(A) Removal for just cause. An appointed
member of the Commission may be removed from
office for just cause and on written charges by at least
four -fifths of the entire City Council. The member
may be entitled to a public hearing before the vote is
taken.
(B) Removal for non-attendance. In addition, an
appointed member may be removed by the City
Council for non-attendance at Parks and Recreation
Commission meetings if a Commission member does
not attend nine regularly scheduled meetings per year.
(C) Vacancies filled. It shall be the duty of the
Chairman of the Commission to notify the City
Council promptly of any vacancies occurring in
membership. The Mayor, with approval of the City
Council, shall fill the vacancies, for the unexpired
term of the original appointment.

(A) Officers. The Commission shall select a vice
chairperson and Secretary. The vice chairperson shall
be selected from its membership and shall serve for a
term of one year. The Secretary may be selected from
the Commission or city staff.
(B) Attorney and Engineer. The municipal
attorney shall act as attorney for the Comni ission and
the Director of Public Works/Parks and Recreation
shall act as its engineer.
(C) Rules of procedure. At its first meeting, the
Commission shall adopt rules of procedure and elect
the two officers. It shall amend the rules, from time to
time, as is necessary.
(D) Meetings. The Commission shall establish
regular meeting dates, but special meetings may be
called by any officer of the Commission upon seven
days' notice to all members. The Commission shall
hold at least 12 regular meetings each calendar year.
(E) Quorum. A majority of the appointed
members shall constitute a quorum.

§ 33.066 POWERS AND DUTIES.
In order to carry on the recreation provided
herein, the duties of the Commission shall include:
(A) Operation of city parks and playgrounds.
Under the direction of the City Council, advise city
staff to operate a program of public recreation and
playgrounds upon property which is owned or
otherwise made available to the municipality for such
public recreation purpose;
(B) Lease and acquisition of property.
(1) Recommend to the Council the leasing
or acquisition of real or personal property for public
recreational use as it deems desirable but shall not
have the authority to acquire land or construct

buildings in its own name. Any equipment or
recreational facilities shall belong to the municipality;
and
(2) Advise the Council of leasing real or
personal property or both for public recreation use for
periods of not longer than one year.
(C) Maintenance and care of public recreation
property. Mairtain and care for all property which it
has acquired and which has been assigned to it for
public recreation purposes;
(D) Inventories of services. Make periodic
inventories of recreation and park services which exist
or may be needed and to interpret the needs of the
public to the Council;
(E) Cooperation with other agencies. Cooperate
with other park and recreation departments, schools
and private agencies for establishment of a joint
powers agreement to provide parks and recreation
services to the city residents;
(F) Policies and functions of department.

Recreation Department to the public;

shall be reasonable, and it shall reserve to the

regulations, from time to time, for the conduct of the
privilege;
(3) Communication. Communicate regularly
with the City Council and Planning and Zoning
Commission through joint meetings and meeting
minutes;
(K) Athletic awareness. Be aware of the role and

community;
(L) Sanitation and reforestation programs.

§ 33.068 RULES AND REGULATIONS.

it may deem necessary and may delegate the

Commission shall have power to make such rules and including one of the following areas: economics;
regulations pursuant to delegated authority as it deems finance; accounting; real estate; social services; and
necessary for the purpose of performing its duties as marketing. For the purpose of initiating the
herein set forth. Commission, the terms of all members shall expire

ECONOMIC DEVELOPMENT COMMISSION
§ 33.080 ESTABLISHMENT.
The Economic Development Commission is
hereby established. The Economic Development
Commission is referred to herein as the
"Commission".

§ 33.081 PURPOSE.
The Commission shall serve as an advisory
commission to the Economic Development Authority,
hereinafter the "Authority", on matters relating to
fostering a positive economic climate, encouraging
economic development and enhancing the tax base of
the city. The Commission shall also make
recommendations to the Authority regarding retention
and expansion of existing businesses, attraction of
desirable new businesses, redevelopment and
rehabilitation opportunities and other appropriate
economic development strategies.

§ 33.082 COMPOSITION; MEMBERS;
QUALIFICATIONS; TERMS OF OFFICE.
(A) The Commission shall be composed of seven
equal voting members, including three business
representatives and four residents, appointed by the

recommendation of the Economic Development
Commission, from the applications submitted.

§ 33.083 CONFLICT OF INTEREST.
(A) No person shall be appointed with private or
personal interest likely to conflict with the general
public interest.
(B) If any person appointed shall find that his or
her private or personal interests are involved in any
matter coming before the Commission, he or she shall
disqualify themselves from taking part in action on the
matter; alternatively, he or she may be disqualified by
a two-thirds' majority vote of the Commissioners in
attendance.
