Meehlhause 7400 Parkview Drive: City Council approved a development and the Park
Dedication Fund will receive just over $1 OK.
6. STAFF REPORTS
A. Parks and Recreation — Andy: See attached packet
B. Public Works — Don: See attached packet. Direct Staff to find out if we ever had the Eagle
Scout, Ryan Hemmenway, who redid the Disc Golf Course, in for recognition at PRF
Commission and/or City Council.
7. UNFINISHED BUSINESS
A. Addition of Trail — 2360 Hillview Road: Motion by Palm to bring this matter to City
Council to add an aglime trail. 2"d by Kroeger. Motion Passed 6-0
B. Review of future needs of Parks and Recreation: High priority included installing key cards
and security cameras at all parks, replace soccer nets at Oakwood, replacing Random Park
playground, and Silver View building improvements (seating and kitchen). Next step is to
look at costs of these items and adjust priorities as needed. May need another joint meeting
with City Council.
C. Review of Silver View Park — Netting for Outfield Ball fields: The contractor raised the price
from $25,915 to $30,700. Staff is recommending the Commission ask the City Council to
rescind the bid and wait to see if prices go down. Kroeger asks that the nettin be ut back
on the Park Amenities and Future Needs list/Park Improvement Plan. Motion by Kroeger
to ask City Council to rescind Resolution 9427 to install netting to the Silver View
Baseball Outfield Fence until a lower cost can be quoted. 2"d by Lillemo. Motion
Passed 6-0.
8. NEW BUSINESS
A. Greenfield trail — condition, repairs: A resident calls Public Works weekly regarding the trail
conditions. The City is looking at some sort of coordination with RCWD for maintenance.
This trail does have a lot of wetland space. If we maintain it as is, adding aglime as needed
for muddy areas, we can keep it as a natural trail. Encourage Commissioners to walk this
trail for further discussion and add it to the Park Amenities and Future Needs list/Park
Improvement Plan
9. COMMISSIONER REPORTS:
A. Palm and Kroeger are celebrating 25 and 37 years as Mounds View residents.
B. Thanks to Commissioner Curry for coaching soccer and missing the meeting tonight.
C. Tuesday, July 6 is City Council Work Session and will be talking about storm water
throughout the City and beautification on MV Blvd. Commission is welcome to attend. AT
MVCC AT 6:30
D. Lillemo encourages Commission to explore area skate parks to increase possible priority of
adding this to the city park amenities.
10. REQUESTS FOR FUTURE AGENDA ITEMS / OTHER BUSINESS
A. Add tennis courts to the Park Amenities and Future Needs list/Park Improvement Plan, and
have Staff come back with costs of adding boards to the tennis courts next month.

6. STAFF REPORTS
A. Parks and Recreation — Don- See attached report.
B. Public Works — Don- See attached report. Damage to some trees in the parks by bark
removal. Can we post pictures of damaged trees and other graffiti as they arise on the City
website and/or social media to alert neighbors of the damage being done in their
community? It may result in the perpetrators learning a lesson, and may encourage
residents to monitor and come forward with information as things happen.
7. UNFINISHED BUSINESS
A. Tennis Courts — Practice Board options- proposals for 8' x 12' boards are $2276 and
$1897.50 plus shipping PER PARK. Both options are similar in design and mounting style.
Discussion about where to place them. Preferably on the outside of Groveland courts so the
outside asphalt court can be used. Possibly wait to see the use at Groveland before
installing at Greenfield. Discussion about graffiti -we know it will happen. Can we get
someone from Irondale High School art department to paint "nice" graffiti that might add art
to the park and deter other mischievous graffiti? Motion by Palm to recommend
purchase of one board at a cost of $1897.50 plus shipping with funds coming from
Park Dedication Fund to be installed at Groveland Park. 2"d by Sullivan. Motion
Passed 6-0.
B. Greenfield Trail — Continue Discussion On Maintenance and Condition of trail. Two
Commissioners walked the trail and found no concerns, although noting it has been very
dry. City Staff indicated there are times that the trail can get "boggy" during wetter seasons.
We will have more access to Branch 5 of Judicial Ditch 1 whereby more cleaning can be
done more regularly. Commission recommends to wait and monitor as weather
changes and the ditch maintenance can be addressed over the next year or so.
C. Role of the Park and Recreation and Forestry Commission — (Recreation Programs)
Commissioners are encouraged to bring ideas forward to MVCC and/or the Commission to
promote opportunities for our diverse population (tennis ball cricket or gaga pits, trail
fitness, book trail). The City will become members of the National and Minnesota Park and
Recreation Association where more ideas can be gathered and shared.
8. NEW BUSINESS
A. Mounds View Blvd Trail — location of benches —HOMEWORK to consider bench placement
along both sides of the trail. We can recommend to add trees for shade near the benches!
We can encourage residents to sponsor a bench with a name placard. Get
recommendations to Don the week before the August meeting.
9. COMMISSIONER REPORTS -NONE
A. Don Peterson said the City Council is asking for residents and current Commission
members (from all Commissions) to apply to be on a committee to put in a Veterans
Memorial at City Hall Park.
B. Green bags around newly established trees are water gators to water newly planted trees.
Mature trees will be fine. At this time the City is not at a critical point for water restrictions.
We remain at Tier 2 with posted restrictions. The DNR would notify the City if/when to move
to a Tier 3 when further restrictions would be imposed. We are not at that point yet.

A. Need to approve June 2021 minutes
B. Revisit Park Improvement Plan

The following is a synopsis of recent activities and events of the Public Works Department.
Maintenance
Staff worked on the following items since August 26, 2021;
® Splash pad cleaning — high use — outside groups being bused in
• Ball field game preparations and ball field maintenance
® Irrigation repairs and testing ongoing
• Field stripping and painting weekly
• Mowing, Whipping, Trash and litter pickup
® Splash pad - test running and operation testing daily, new UV installation
• Festival park preparation, fertilizing, directional line painting and vender layout,
• Equipment pick up for festival: stage, lights , generators, picnic tables, tables and chairs and
signage installations
• Silverview park trees trimmed for festival and wood chipping
® Silverview soccer layouts/ painting, flag football layout/ painting Hillview
• Spraying for bees at the playgrounds
• Inside building maintenance, Random ,Groveland and Hillview
Forestry
Staff worked on the following items this last month:
• Resident consults
• Watering Trees daily
• Planter box maintenance weeding adding new wood mulch
• Hazard Tree remediation
• Disease tree survey and marking city wide two weeks
The following is the List of Parks and projects / maintenance activities ongoing or planned this year.
Current updates are in black text, and updates from the previous two month period are in grey.
Ardan Park
Working with Stantec Engineering on some drainage issues in the Park. Application to perform
some storm water pond maintenance was submitted to RCWD.
• Work to be scheduled for this winter — postponed at this time. Still working with contractor for a
date on completion.
• Work on ditch completed — some restoration needs to be finished.

City Hall Camaus:
• New Picnic Shelters are being built, will be ready for next season rental.
• Worked with plumber and vendor to winterize the splash pad.
■ Installation of the New Picnic Tables started
• Wood chipped trees
Splash Pad
• Testing will be in open the Weekend of May 29
• New UV light unit installed — Staff working on the system to fine tune the new UV
system.
Groveland Park:
Final Inspection of Punch list items on 10/25/2018 for Tennis/Basket Ball Court
Working on tennis lights they are not working
Greenfield Park:
• Notified by the DNR that corrections to be made to the tennis court gate entrance — ADA
accessible. Fencing contractor scheduled for next month Leveled the trail running in the back
portion of the Park, added class 5 as needed.
• Commission will need to discuss at the August 2020, Green field baseball field. Take out all turf
from first and third base line and replace with Ag-lime to the fence. Most all new park
construction is going this way with ball fields. This would solve the wet home plate issue and
uneven base line issues.
• Building has been re -roofed
• Doggie pot dispenser repaired, lock was vandalized
Hillview Park:
• Commission will need to discuss at the August 2020, playground Rehabilitation.
• Furnace at Park Shelter has been replaced — condensing still needs to be installed.
• Bathroom locks repaired interior and exterior
Lambert Park
• Inventory of Hockey Rink boards to re -place started.
• Commission will need to discuss at the August 2020 Meeting size of the Hockey Rink
• Exterior drinking fountain repaired, it was pulled loose from the building.
Random Park:
• Commission will need to discuss at the August 2020, playground Rehabilitation
• Carpets shampooed

Silver View Park
• Ramsey County continues to work in re -profiling the draining ditch along County Road I and
Silver View Road, located in Silver View Park.
• Four new pond aerators installed in the Storm Water Pond
• Silverview Storm Water Pond — East end, power installed for bubbler installation
• Trail trimming
• Buck thorn removal from around trail
■ Fertilizing
Woodcrest Park
• Working with Stantec Engineering and Ramsey County on some drainage issues in the Park.

I've seen Jessie volunteer coached for Mounds View for man years. He
usuafly coached both baseball and soccer during the summer and soccer in the fall. He
made the game fun for the children creatinggames, but also teaching fundamentals. He
knew every child by name and greeted them at eveKy Rractice. He made them feel comfortable
by playingname games which helped to create friendshi s.
2) Share any additional information about the nominee you would like considered:
Jessie was so devoted to his duties that he would bring his own whistle to the games
and help the young officials if they were overwhelmed.

recommendations made by the Parks, Recreation, and Forestry Commission) will identify an
exceptional individual who meets the criteria below. (In scoring, 5 points are possible for each
criterion)
Selection Criteria:
1.) Sportsmanship: Demonstrates exemplary sportsmanship both on and off the field
2.) Leadership: Leads his or her team by showing leadership and attempting to instill leadership skills in
the players
3.) Attitude: Happily expends a significant amount of time and energy to the betterment of the sport

Lexi went above and bevond makinE the kids feel comfortable with vlavine soccer. while
having fun. She always came to practice or games with a positive, cheerful attitude. She taughf
the kids skills while making it fun for them and keeping thetas engaged. There were man
kids on the team that had no Wevious soccer Merience, and they walked away with not on]
new soccer skills but also an appreciation for teamwork.
