5. PUBLIC INPUT: Lillemo present
Citizens may speak to issues not on tonight's agenda. Before speaking, please give your full
name and address. Please limit your comments to three minutes.
Brian Kaden 7675 Spring Lake Rd. Concerned about the trailway connecting County Rd. H2 to
Spring Lake Road with an 8' wide trail with 7' distance from road resulting in loss of front yards
and trees. Prefers a 4' sidewalk along the curb. Concerned about the intersection at County Rd
I and Spring Lake Road and how to make that safe with more than a crosswalk.
Gary Meehlhause 7400 Parkview Drive: Approved Caribou Cabin in the parking lot of the movie
theatre which will bring money to the Park Dedication Fund. The Planning Commission and
City Council are looking at the "Simons" property being developed by a dental office which will
also bring money to the PDF. The City Council also improved the tennis backboard project to
be installed at both parks, rather than just at Groveland Park.
6. STAFF REPORTS
A. Parks and Recreation — Andy: See attached report. Resident gym usage used considerably
more this summer than in 2019.
B. Public Works — Don: See attached report.
7. UNFINISHED BUSINESS
A. Mounds View Blvd Trail — location of benches: Look at suggested bench locations and
prioritize 1,3,5 (low, medium, high priority). Commissioners can group some benches
together as a ranking. Get the maps back to Don prior to September meeting.
8. NEW BUSINESS
A. Coach of the year 2019: One nomination received which would have been awarded at the
Town Hall in 2020, which did not happen.
Coach of the year 2020: One nomination received which will be announced at Town Hall
in September, 2021. Motion by Lillemo to recommend both nominations as Coach of
the Year to be recognized at the Town Hall meeting. Motion Passed 7-0
B. Review Proposed 2022-2023 Street Project — Trail Segments — Spring Lake Road and
Mounds View Blvd. Plan for the trailway to be on the west side of Spring Lake Road. The
difficulty is that we have to keep the trailway at a certain width so that we don't have to
install infiltration basins along the road in yards (which many residents do not want). The
project would involve moving the road somewhat to the east so the west side does not have
to bare the brunt of the loss of property in the right of way. Motion by Palm 2"d by Wake
Wiesner to recommend that the City Council move forward with the trailway on the
west side of Spring Lake Road from County Rd. H2, north to County Road J with
minimal impact to high value trees. And to continue the trailway along both the north
and south sides of Mounds View Blvd all the way to Spring Lake Road and explore
options to continue the trailway to Pleasant View Drive. Motion Passed 7-0
9. COMMISSIONER REPORTS: Commissioner Arel talked with Ramsey County Library System
about partnering a "reading path" where residents could walk along the path and read a story.
They were interested in partnering with us! We also should consider having these books in
multiple languages.
10. REQUESTS FOR FUTURE AGENDA ITEMS / OTHER BUSINESS: Commissioner Kroeger
get back to prioritizing the 5 year plan

RE: Public Works Staff Report
The following is a synopsis of recent activities and events of the Public Works Department.
Maintenance
Staff worked on the following items since August 26, 2021;
• Splash pad cleaning —Winterizing
• Ball field game preparations and ball field maintenance
• Irrigation repairs and testing ongoing
• Field stripping and painting weekly
• Mowing, whipping, trash and litter pickup
• Fertilizing irrigated fields ongoing
• Painted weekly: Silverview soccer, flag football Hillview,City hall, Greenfield and Silverview
ballfields
• Pavillion cleaning: SV, Groveland, Hillview and Lambert
Forestry
Staff worked on the following items this last month:
Resident consults
Right of entry signatures
Hazard Tree remediation
• Storm clean up - Greenfield trail
• Disease tree letter mailing
• Planting bushes at well six and City Hall Park
The following is the List of Parks and projects / maintenance activities ongoing or planned this year.
Current updates are in black text, and updates from the previous two month period are in grey.
Ardan Park
• Working with Stantec Engineering on some drainage issues in the Park. Application to
perform some storm water pond maintenance was submitted to RCWD.
• Work to be scheduled for this winter — postponed at this time. Still working with contractor for
a date on completion.
• Work on ditch completed — some restoration needs to be finished.
City Hall Campus:
• New Picnic Shelters are being built, will be ready for next season rental.

• Worked with plumber and vendor to winterize the splash pad.
• Installation of the New Picnic Tables started
• Wood chipped trees
• Irrigation system installation shop
Splash Pad
• Testing will be in open the Weekend of May 29
• New UV light unit installed — Staff working on the system to fine tune the new UV
system.
• Splash winterizing
• New sand filter quotes
Groveland Park:
• Final Inspection of Punch list items on 10/25/2018 for Tennis/Basket Ball Court
• Working on tennis lights they are not working
• Tennis lights repaired breakers
Greenfield Park:
• Notified by the DNR that corrections to be made to the tennis court gate entrance — ADA
accessible. Fencing contractor scheduled for next month Leveled the trail running in the back
portion of the Park, added class 5 as needed.
• Commission will need to discuss at the August 2020, Green field baseball field. Take out all turf
from first and third base line and replace with Ag-lime to the fence. Most all new park
construction is going this way with ball fields. This would solve the wet home plate issue and
uneven base line issues.
• Building has been re -roofed
• Doggie pot dispenser repaired, lock was vandalized
• Tree debris removed from ditch behind batting cage
Hillview Park:
• Commission will need to discuss at the August 2020, playground Rehabilitation.
• Furnace at Park Shelter has been replaced — condensing still needs to be installed.
• Bathroom locks repaired interior and exterior
Lambert Park
• Inventory of Hockey Rink boards to re -place started.
• Commission will need to discuss at the August 2020 Meeting size of the Hockey Rink
• Exterior drinking fountain repaired, it was pulled loose from the building.
Random Park:
• Commission will need to discuss at the August 2020, playground Rehabilitation
• Carpets shampooed
• Playground plan review from St.Croix

Silver View Park
• Ramsey County continues to work in re -profiling the draining ditch along County Road I and
Silver View Road, located in Silver View Park.
• Four new pond aerators installed in the Storm Water Pond
• Silverview East pond power installed for bubbler installation
• Trail trimming
• Trail buck thorn removal
• Fertilizing
• Silverview Pond East — Kasco Circulator ordered, installation October 2021
Woodcrest Park

**NON-PROFIT POLICY:
1. Non -Profit entities duly registered in the State of Minnesota with active status as denoted on the Minnesota
Secretary of State registry that has real property or a physical presence and provide a measurable benefit to
the City of Mounds View can submit a written request to the City Administrator that $500 fee be waived.
2. Only one waived fee per year per Non -Profit is allowed.
3. Non -Profit's making and receiving the waiver are still required to submit a $200 security deposit to cover
damages and cleaning.
4. Non -Profits making and receiving the waiver must clean the facility and remove all trash or will forfeit their $200
deposit.
5. Residents/Neighborhood Groups requesting use of a Park Facility for Night to Unite are required to pay the $25
security deposit for the key and sign a use agreement that details cleanup and usa a requirements.
