APPROVAL OF AGENDA: Motion to approve by Palm, 201 by Wake Wiesner. Motion passed 4-0 4. APPROVAL OF MINUTES August 26, 2021 Meeting Minutes: Motion to approve by Kroeger, 2Id by Arel. No residents present. 6. STAFF REPORTS A. Parks and Recreation —Andy: See attached report. Fall Festival Oct. 28, 2021 evening B. Public Works — Don: See attached report. 7. UNFINISHED BUSINESS A. Mounds View Blvd Trail — location of benches and priority ranking. Staff will take pictures of high priority locations and determine the cost of benches with trees/hushes and bring back to Oct. meeting. B. Reviewing the 5-year GIP plans: Sullivan present. Staff will determine general cost of items and bring back to October meeting so we can plan for year of accomplishment based on prioritization ranking and Park Dedication Funds available. 6. NEW BUSINESS A. Review 2022 Fee Schedule: Staff suggests to remove daily rates for 1/6 and 1/3 Event Center rental and just charge hourly rates. Also add $20/hour staffing fee if renting past MVCC closing time (8:00 PM-1:00 AM). Change Cedar room to Pine and keep rates. Change fee for Aspen and Birch rooms to $501hour or $5001day because they are smaller. Motion by Palm, 2"d by Kroeger to recommend proposed changes to City Council. Motion Passed 5-0 9. COMMISSIONER REPORTS: Wake Wiesner has some teenage Girl Scouts interested in helping with the book walk in the park once we decide on some dates. Arel has not heard back from Ramsey County Library. Maybe do a fall day, otherwise wait until spring and could do an evening. Staff could look into grants. Kroeger-how to deter or position people from putting volleyball nets, etc. and using the same area repetitively (i.e. volleyball nets on soccer fields). Go check out MV School renovations before 8:00 PM tonight! 10. REQUESTS FOR FUTURE AGENDA ITEMS / OTHER BUSINESS: Trailway updates, changes to Ramsey County Parks -invite a representative to a future meeting 11. Operations • New Recreation Software — Parks and Recreation will be switching to Civic Rec in January 2022 • Carpet — Final sections are being made for new carpet in the Community Center Furniture — Has been selected and once carpet is picked out the furniture colors will be selected as well. ■ Building Expansion — Council will discuss the viability of expanding the Community Center at November's work session. Programs Senior Programs — Many new and exciting opportunities for seniors to participate in. Pickleball is back for winter. • Youth Programs — Teen Center is open Monday & Wednesday with Quincy on Tuesday and Thursday afternoons. We are averaging 30 kids a day. • Open gym — 700+ youth check -ins in October, up 20% over 2018 & 2019. The Commission looked at a plan provided by Minnesota Wisconsin Playgrounds, however with the rise in costs for material supplies and increased delays on supplies, the improvements were put on hold. Public Works Staff requested updated bids for the play area: St.Croix Recreation - $140,000.00 Mn/Wisc Palygrounds- $ 135,577.00 Attached are layout designs as well as conceptual drawings of each vendor's proposal. Recommendation: Public Works Staff is requesting that the Parks and Recreation and Forestry Commission discuss and provide further direction.
