ROLL CALL: Commissioners: Arel, GuRy, Kroeger, Lillemo, Palm, Sullivan, Wake Wiesner, Staff: Peterson I Thomas 3. APPROVAL OF AGENDA: Motion to move item 4, approval of June minutes, to later on the agenda by Kroeger, 2"d by Palm. Motion Passed 6-0. Motion to approve agenda as amended by Palm, 2"d by Wake Wiesner. Motion Passed 6-0. 4. APPROVAL OF MINUTES June 24, 2021-no minutes available. Move to August meeting. 5. PUBLIC INPUT Citizens may speak to issues not on tonight's agenda. Before speaking, please give your full name and address. Please limit your comments to three minutes. NO residents present 6. STAFF REPORTS A. Parks and Recreation — Don- See attached report. B. Public Works — Don- See attached report. Damage to some trees in the parks by bark removal. Can we post pictures of damaged trees and other graffiti as they arise on the City website and/or social media to alert neighbors of the damage being done in their community? It may result in the perpetrators learning a lesson, and may encourage residents to monitor and come forward with information as things happen. 7. UNFINISHED BUSINESS A. Tennis Courts — Practice Board options- proposals for 8' x 12' boards are $2276 and $1897.50 plus shipping PER PARK. Both options are similar in design and mounting style. Discussion about where to place them. Preferably on the outside of Groveland courts so the outside asphalt court can be used. Possibly wait to see the use at Groveland before installing at Greenfield. Discussion about graffiti -we know it will happen. Can we get someone from Irondale High School art department to paint "nice" graffiti that might add art to the park and deter other mischievous graffiti? Motion by Palm to recommend purchase of one board at a cost of $1897.50 plus shipping with funds coming from Park Dedication Fund to be installed at Groveland Park. 2"d by Sullivan. Motion Passed 6-0. B. Greenfield Trail — Continue Discussion On Maintenance and Condition of trail. Two Commissioners walked the trail and found no concerns, although noting it has been very dry. City Staff indicated there are times that the trail can get "boggy" during wetter seasons. We will have more access to Branch 5 of Judicial Ditch 1 whereby more cleaning can be done more regularly. Commission recommends to wait and monitor as weather changes and the ditch maintenance can be addressed over the next year or so. C. Role of the Park and Recreation and Forestry Commission — (Recreation Programs) Commissioners are encouraged to bring ideas forward to MVCC and/or the Commission to promote opportunities for our diverse population (tennis ball cricket or gaga pits, trail fitness, book trail). The City will become members of the National and Minnesota Park and Recreation Association where more ideas can be gathered and shared. 8. NEW BUSINESS A. Mounds View Blvd Trail — location of benches —HOMEWORK to consider bench placement along both sides of the trail. We can recommend to add trees for shade near the benches! We can encourage residents to sponsor a bench with a name placard. Get recommendations to Don the week before the August meeting. 9. COMMISSIONER REPORTS -NONE A. Don Peterson said the City Council is asking for residents and current Commission members (from all Commissions) to apply to be on a committee to put in a Veterans Memorial at City Hall Park. B. Green bags around newly established trees are water gators to water newly planted trees. Mature trees will be fine. At this time the City is not at a critical point for water restrictions. We remain at Tier 2 with posted restrictions. The DNR would notify the City if/when to move to a Tier 3 when further restrictions would be imposed. We are not at that point yet. 10. REQUESTS FOR FUTURE AGENDA ITEMS / OTHER BUSINESS A. Need to approve June 2021 minutes B. Revisit Park Improvement Plan 11. ADJOURNMENT: Motion by Palm to adjourn at 7:48 PM, 2nd by Lillemo.
