1.CALL TO ORDER
Chair Jim Freichels called the meeting to order at approximately 7:40 a.m.

4.APPROVAL OF FEBRUARY 18, 2021 AGENDA
Motion/Second: Commissioner Rundle moved and Commissioner Stevenson seconded
the approval of the February 18, 2021 EDC agenda.
Motion Carried: 6 Ayes, 0 Nays
5.APPROVAL OF JANUARY 21, 2021 EDC MINUTES
Motion/Second: Commissioner Rundle moved and Commissioner Marquis seconded
the approval of the January 21, 2021 EDC minutes.
Motion Carried: 6 Ayes, 0 Nays
6.EDC BUSINESS
Review 2021 EDC Priorities
Assistant City Administrator Brian Beeman reviewed the EDC priorities from 2020 and
suggested deleting Tires N More from 1) c) for the 2021 list. The EDC recommended
changing the name of Rydell Auto to Bear Lot which is under new ownership and also
changing Western Bank to American National Bank and finally deleting priority number
seven.
Motion/Second: Commissioner Helgemoe moved and Commissioner Stevenson
seconded the motion to accept the 2021 EDC priorities as recommended.

Review EDC Bylaws
Beeman informed the Commission that the City Code indicates that the EDC should
review its Bylaw annually, and that it should be conducted at the first regular meeting in
February.
Motion/Second: Commissioner Rundle moved and Commissioner Marquis seconded
accepting the EDC Bylaws as-is.
Motion Carried: 6 Ayes, 0 Nays
7. REPORTS OF STAFF
Assistant City Administrator Beeman provided an update on approximately 14 projects
and invited the EDC to the City Council’s April worksession where Beeman and Jon
Sevald, City Planner will be providing a redevelopment site review.
8. REPORTS OF COMMISSIONERS
Commissioner Meehlhause informed the Commission that the City received an award
from the Center for Energy and Environment for the most usage by residents of the
Energy Audit program as compared to competing cities. Commissioner Helgemoe
reminded the EDC of the upcoming Twin Cities North Chamber gala. There were no
other Commissioners updates.
9. NEXT REGULAR EDC MEETING
Beeman asked if the Commission desired to have him schedule some new business
owner presentation. The Commission agreed to hold off on these and send out periodic
email updates instead. The EDC will monitor the COVID situation and perhaps business
owner presentations can be scheduled at a later date. The Commission agreed to
reconvene the EDC meetings in the fall. Chair Freichels reminded the Commissioners
that the next EDC meeting will be held November 21, 2021 unless otherwise noted.
10. ADJOURN
There being no further business, Chair Freichels adjourned the February 18, 2021
meeting at approximately 8:17 a.m.

Item Title/Subject: Resignation of Commissioner Marquis
A. Resignation of Commissioner Shoop
The Chair of the EDC will announce Commissioner Marquis’s resignation.
In mid-July, 2021 EDC Commissioner Lisa Marquis notified staff that she has moved out
of the City of Mounds View and has resigned her positon on the EDC. Marquis thanks
the EDC for giving her the opportunity to serve.
Due to November being the first EDC meeting since her resignation, this serves as the
official notice and resignation date.
No resolution or motion is needed by the EDC. Filling Commissioner Marquis’s vacancy
will be considered on the next agenda item 6B.

Item Title/Subject: Review Applications for EDC Commissioner Openings and
Make Recommendations to the EDA
Background:
The Economic Development Commission is comprised of seven members—three business
representatives and four resident representatives. Each member serves a three year term
which are staggered to ensure continuity of service.
Lisa Marquis’s term expires December 31, 2023. However, Lisa moved and has resigned
her position on the EDC leaving a Business Representative opening.
Jim Freichels’s term ends December 31, 2021 and he has resubmitted his application for an
additional term as a Business Representative.
Jason Helgemoe’s term ends December 31, 2021 and he has resubmitted his application
for an additional term as a Business Representative.
Gary Stevenson’s term ends December 31, 2021 and he has also resubmitted his
application as a Resident Representative.
Jeff Moritko, a business owner of Moe’s restaurant in Mounds View has submitted his
application to the Business Representative opening left by Lisa Marquis.
Alexander Collins, a new applicant and lead Pastor of Redeemed Life Church International
of Mounds View has also submitted his application for the Business Representative opening
left by Lisa Marquis.
Finally, Janelle Nelson a new applicant, has submitted her application for the Resident
Representative. She is also seeking openings on the Planning & Parks & Recreation
Commissions.
Discussion:
Six EDC applications have been received. All three current EDC Commissioners have
resubmitted their application. Jeff Moritko submitted his Business Representative
application in 2020 and 2021. Alexander Collins is a new applicant who is also applying for
the Business Representative opening. Additionally, Janelle Nelson is a new applicant
seeking a Resident Representative seat.

Recommendation:
The EDC to make a motion recommending three Business Representatives and One
Resident Representative commissioner to the EDA for consideration. The EDA will review
the EDC’s recommendation at its November 22, 2021 regular EDA meeting.

Item Title/Subject: Establishing the EDC Meeting Calendar for 2022
Background
Section 408.07 of the Mounds View Municipal Code and the EDC Bylaws require that
the Economic Development Commission establish a meeting calendar. The EDC did
this last November for 2021. The Bylaws also specify that the meetings shall occur on
the third Thursday of each month which can be amended by a resolution. The
Commission has traditionally met at 7:30 am. It is recommended that the EDC meetings
be held on the third Thursday of each month as-needed at 7:30 a.m. A resolution has
been prepared to reflect those dates.
The following dates represent the third Thursdays through 2022.
January 20, 2022 February 17, 2022 March 17, 2022
April 21, 2022 May 19, 2022 June 16, 2022
July 21, 2022 August 18, 2022 September 15, 2022
October 20, 2022 November 17, 2022 December 15, 2022
It does not appear that any of the above dates conflict with observed holidays.
Staff Recommendation
Staff recommends the Commission make a motion to approve Resolution NO. 21-EDC-
47 establishing the calendar of meeting dates for 2022 and confirm the time of day.

RESOLUTION ESTABLISHING CALENDAR OF MEETING DATES FOR 2021
WHEREAS, The Mounds View Economic Development Commission plans to hold one
business meeting per month throughout 2022 as needed, with the exception of Special
Meetings; and WHEREAS, the adoption of a list of meeting dates provides an orderly system of
advance notification for the benefit of the EDC, City staff and the general public.
NOW, THEREFORE, BE IT RESOLVED that the Economic Development Commission
hereby adopts the calendar of 2022 meeting dates attached hereto.

Item Title/Subject: Reports of Staff
A. Gray Stone Flats Redevelopment Project
Now fully leased. According to INH Properties, this is unheard of considering that they just opened 4-1-21. They
are considering a Phase II and actively looking for feasible locations.
B. Rice Creek Commons (TCAAP) Development Update
In late spring of 2019 project engineers were in the process of plans for mass grading, utility installation, and
primary roadways on the site. This work was slated to be completed in 2019. Initially, the first phase of housing and
early commercial construction was expected to begin in 2020 and when fully realized, the mixed-use development
was expected to offer 1,460 housing units, support at least 4,000 living-wage jobs, and generate approximately
$8.6 million in property taxes annually. Ramsey County Commissioner Nicole Joy Frethem met with the Mounds
View City Council January 11, 2021 and stated that the law suit is still in effect however, neither party is at liberty to
mention any details of the lawsuit. However, she stated that they feel progress is being made and they are nearing
an agreement. “All construction is still on hold”.
C. Mounds View Business Council Meeting
The next meeting will be held at the MV Event Center Wednesday December 8, 2021 from 8:00-9:00 a.m. All
meetings are free and all EDC Members are encouraged to attend. The featured speaker will be TBA. At the
September 8 meeting Noah Her from “Open to Business” talked about business startup tools and other business
services.
D. Skyline Redevelopment
The EDA has entered into a Preliminary Development Agreement with MWF Properties for the Skyline
Redevelopment site. MWF will be applying for its Tax Credits through the State of MN and will find out if they are
successful December 2021. If they are successful then they could break ground as early as the second quarter of
2022. If they are not awarded the Tax Credits then they will apply in the next round by July 2022. They are
proposing to construct 120 units of affordable senior housing. Bauer Welding and Bio Clean plan to expand their
operations as well, resulting in the potential of four development projects on the overall redevelopment site. MWF
was not successful in their first round of conduit bond funding. However, they are at the top of the list for the next
round. They will be applying again in January 2022 and will find out if they are successful in the spring of 2022. If
all funding sources are in place then MWF could start construction approximately the second quarter of 2022.
E. Long Lake Woods
Marty Harsted is moving forward in creating 12 new single-family residential lots. He would like to break ground in
the summer of 2022. He apparently has about four homes that would be built right away once the development has
been completed.
F. Tom Fields Estate
A developer had planned to purchase three lots from Tom Fields located across from Lambert Park to construct
three assisted living homes, however Mr. Fields has delayed the project. Therefore, the developer has backed out
of the project. Three more developers have inquired about these lots, however the asking price is too high and they
have backed out as well.
G. Simon’s Building
The Simon’s property has a signed purchase agreement by a local dentist and the Phase I environmentals have
been completed. The dentist intends to make an offer on the EDA lot soon. The proposed project is a mixed-use
building with the dental office and a suite to be leased on the ground floor and apartments in the second floor.
H. New Vision Theater
The movie theater is being leased by AMC and is now in operation. Caribou Coffee is still moving forward with their
Caribou Cabin drive-thru.

I. MV Square
Staff met with Paster Enterprises in September to seek their interest level in redeveloping the Mounds View Square
area. They see the need to redevelop the site. However, they need time to brainstorm and will check-in with the
City in mid-December. Does the EDA have any ideas for this redevelopment that staff can pass along to the
developer?
J. New Forgivable Loan Program
The EDA approved a new forgivable loan program that took effect October 18, 2021. The program is for new
Mounds View businesses that have been in business for five years or less and the intent is to invest in buildings,
signage, landscaping, etc. Home occupations don’t qualify and the business must be in a physical building.
Therefore, mobile businesses also do not qualify. The Business Improvement Loan that has been in existence for
several years is for Mounds View businesses that have been in operation for five years or more and the intent is
similar to the forgivable loan program.
K. Other Upcoming Events/Reports
The suburbs continue to see increased pressure from developers who are leaving the core of downtown
Minneapolis and St. Paul due to civil unrest. Staff continues to field calls and respond to developer inquiries.
