MEETING IS CALLED TO ORDER 2. PLEDGE OF ALLEGIANCE 3. ROLL CALL: Bergeron (attending via Zoom), Cermak, Hull, Meehlhause, Mueller NOT PRESENT: None 4. APPROVAL OF AGENDA A. Monday, October 11, 2021, City Council Agenda. MOTION/SECOND: Meehlhause/Hull. To Approve the Monday, October 11, 2021, agenda as presented. A roll call vote was taken. Ayes – 5 Nays – 0 Motion carried. 5. CONSENT AGENDA A. Approval of Minutes: September 27, 2021. B. Just and Correct Claims. MOTION/SECOND: Hull/Meehlhause. To Approve the Consent Agenda as presented. A roll call vote was taken. Ayes – 5 Nays – 0 Motion carried. 6. PUBLIC COMMENT Marvin Eshelman, 7465 Spring Lake Road, explained he was speaking on behalf of 90% of the residents on his street. He reported these residents did not want the trail or the road shift. He requested the Council come up with another plan that includes street improvements without the Mounds View City Council October 11, 2021 Regular Meeting Page 2 shift and without the trail. He feared how the residents on his street would be impacted if the street were shifted. 7. SPECIAL ORDER OF BUSINESS A. SBM Chief Charles Smith. Fire Chief Smith provided the Council with an update from the SBM Fire Department. He explained from September 22 to October 5 SBM responded to five structure fires. He commented on the hurricane disaster deployment SBM firefighters assisted with in Louisiana and Texas. Council Member Meehlhause questioned how the administrative responsibilities were going with Centennial. Fire Chief Smith explained the SBM Fire Department assumed full administrative and management on September 2 and so far, things were going really well. He discussed how SBM’s leadership was being brought to this organization. He thanked Deputy Chief Dan Recka for all of his efforts. Mayor Mueller asked if the firefighters that deployed had done this previously. Fire Chief Smith explained the three SBM firefighters volunteered for this deployment and noted these three individuals had not been deployed previously. Council Member Cermak asked how the recent open house went for the SBM Fire Department. Fire Chief Smith reported the event was a tremendous success, noting there was a great deal of participation from the public. Fire Chief Smith presented the proposed 2022 SBM Capital Budget in detail with the Council. He discussed the growth that was occurring in the service area and commented on the service needs for Blaine, Spring Lake Park and Mounds View. He reported there was a need for a new fire station (Station 6) in Blaine noting the current target for this project was 2024. The preliminary location for this station would be on the southwest corner Main Street and Lexington Avenue. He commented on how the population within the fire district had increased per the 2020 census data making the SBM Fire Department the 4th largest department in Minnesota. He discussed the amount Mounds View pays per capita for its residents in order to provide fire protection services. He explained he appreciated the fact that the formula had leveled out and noted this would remain the same for 2022. The Board recommendations for the 2022 Capital Budget were further reviewed with the Council along with the equipment that would be purchased and cost share expenses for Mounds View and Fire Chief Smith asked for comments and questions. Council Member Meehlhause requested further information regarding SBM’s fire equipment fund. Finance Director Beer commented on the SBM’s fire equipment fund. Fire Chief Smith noted this was a work in progress and explained the department would continue to work to make this a self- sustaining fund. Council Member Meehlhause stated he appreciated the fact the cost share formula for the fire department has leveled out. He explained he appreciated how well the JPA served the cities of Blaine, Spring Lake Park and Mounds View. Mounds View City Council October 11, 2021 Regular Meeting Page 3 Mayor Mueller requested the update from the SBM Fire Department be posted on the City’s website. Fire Chief Smith explained he would provide staff with a written statement that could be posted on the website. 8. COUNCIL BUSINESS A. Resolution 9476, Approving the Final Steps for Storm Water Management and the City of Mounds View becoming the Local Governing Unit (LGU). Public Works/Parks and Recreation Director Peterson requested the Council adopt a Resolution approving the final steps for Storm Water Management and the City of Mounds View becoming the Local Governing Unit (LGU). He reported the City has been working on this matter for the past two years. He discussed the rules that would be followed with Rice Creek and noted the City was becoming the LGU to make the process of receiving a permit easier. Staff commented further on the Resolution and recommended approval. Council Member Bergeron thanked staff for all of their work to get the City to this point. MOTION/SECOND: Bergeron/Meehlhause. To Waive the Reading and Adopt Resolution 9476, Approving the Final Steps for Storm Water Management and the City of Mounds View becoming the Local Governing Unit (LGU). A roll call vote was taken. Ayes – 5 Nays – 0 Motion carried. B. Public Hearing: Resolution 9475, Approving a Text Amendment to the 2040 Comprehensive Plan. Community Development Director Sevald requested the Council approve a text amendment to the 2040 Comprehensive Plan specific to density within the Mixed Use designated areas changing the ceiling from 30 units per acre to 50 units per acre. He discussed the proposed change in further detail with the Council and recommended approval. Mayor Mueller asked if the number of units per acre could be amended through a CUP versus having to amend the Comp Plan. Community Development Director Sevald discussed how the Comp Plan guides the density and future development for the land in the community. He explained the goals and policies within the City were to be consistent with the Comp Plan. Council Member Meehlhause inquired if a development asking for 60 units per acre would be allowed through a variance, PUD or CUP process. Community Development Director Sevald reported a project requesting 60 units per acre would require another amendment to the Comp Plan prior to being reviewed and approved by the City. Mounds View City Council October 11, 2021 Regular Meeting Page 4 Council Member Meehlhause noted the Planning Commission reviewed this item last week and unanimously recommended approval. Mayor Mueller thanked staff for the detailed report on this item. A roll call vote was taken. Ayes – 5 Nays – 0 Motion carried. C. Resolution 9477, Cost Participation with Ramsey County to enhance safety at the crosswalk at Silver Lake Road and Bronson Drive. Public Works/Parks and Recreation Director Peterson requested the Council approve cost participation with Ramsey County to enhance safety at the crosswalk at Silver Lake Road and Bronson Drive. He reported Ramsey County contacted the City in order to complete a cost savings project with the City. He noted a solar powered rectangular rapid flashing beacon was being proposed for this crosswalk and the cost will be approximately $30,000, and the City would be responsible for 50% of this expense ($15,000). Mayor Mueller thanked staff for including a schematic in the staff report. MOTION/SECOND: Hull/Meehlhause. Ayes – 5 Nays – 0 Motion carried. 9. REPORTS A. Reports of Mayor and Council. Council Member Meehlhause reported he attended the Nine North anniversary celebration. Council Member Meehlhause explained next week he would be attending NYFS HR Committee and Finance Committee meetings. Council Member Cermak stated the Fire Department would be holding a board meeting on Thursday, October 28. Mayor Mueller commented the Ramsey County League of Local Government had a program on homelessness last Friday. She indicated the County was working to try and bring these numbers down. Mayor Mueller reported Abiding Savior Church would be hosting a Trick or Trunk event on Saturday, October 30. More information for this event was available on the church’s website. Mounds View City Council October 11, 2021 Regular Meeting Page 5 Mayor Mueller stated the Festival in the Park Committee would meet next on Tuesday, October 19 at 7:00 p.m. at the Public Works Building. Council Member Meehlhause stated the Fall Festival would be held on Saturday, October 23 at the Mounds View Community Center. B. Reports of Staff. Public Works/Parks and Recreation Director Peterson reported the City received its new plow truck. He explained the old plow was awaiting pick up and has already been sold. Assistant City Administrator Beeman explained MWF had submitted a TIF application to the City and noted this information will be reviewed by the Council in early November. 10. Next Council Work Session: Monday, November 1, 2021, at 6:30 p.m. Next Council Meeting: Monday, October 25, 2021, at 6:30 p.m. 11.
