1. CALL MEETING TO ORDER
President Mueller called the meeting to order at 6:30 p.m.
2. ROLL CALL: President Mueller, Vice President Cermak, Commissioner Bergeron
Commissioner Hull, Commissioner Meehlhause, and Executive Director Zikmund.
NOT PRESENT: None.
3. APPROVAL OF AGENDA
MOTION/SECOND: Meehlhause/Hull. To Approve the September 27, 2021, Agenda as
presented.
Ayes – 5 Nays – 0 Motion carried.
4. CONSENT AGENDA
A. September 13, 2021, EDA Minutes.
B. September 13, 2021, EDA Closed Minutes.
MOTION/SECOND: Hull/Bergeron. To Approve the Consent Agenda as presented.
Ayes – 5 Nays – 0 Motion carried.
5. PUBLIC COMMENT
None.
6. EDA BUSINESS
A. 21-EDA-347, Approving an Amendment to the Loan Origination Agreement
with the Center for Energy and Environment.

Assistant City Administrator Beeman requested the EDA approve an amendment to the Loan
Origination Agreement with the Center for Energy and Environment. He discussed the
forgivable loan program staff had created per the EDA’s direction and commented on the
proposed agreement. It was noted the City had budgeted $50,000 for the next two years for this
program. If approved, this program would take effect on Friday, October 1.
Commissioner Meehlhause questioned what outstanding “bills” this program was referencing.
Assistant City Administrator Beeman explained this was referring to outstanding City fees.
President Mueller asked if the fees noted were comparable to the fees paid in the past for
managing the EDA housing loan program. Assistant City Administrator Beeman reported this
program would be administered at half the price as previous loan programs.
MOTION/SECOND: Meehlhause/Bergeron. To Waive the Reading and Adopt Resolution 21-
EDA-347, Approving an Amendment to the Loan Origination Agreement with the Center for
Energy and Environment.
Ayes – 5 Nays – 0 Motion carried.

8. NEXT EDA MEETING: Monday, October 11, 2021 at 6:30 p.m.
9. ADJOURNMENT
President Mueller adjourned the meeting at 6:40 p.m.
