MEETING IS CALLED TO ORDER 2. PLEDGE OF ALLEGIANCE 3. ROLL CALL: Bergeron, Cermak, Hull, Meehlhause, Mueller. NOT PRESENT: None. 4. APPROVAL OF AGENDA A. Monday, December 7, 2021, City Council Agenda. MOTION/SECOND: Meehlhause/Hull. To Approve the Monday, December 6, 2021, agenda as presented. Ayes – 5 Nays – 0 Motion carried. 5. COUNCIL BUSINESS A. Public Hearing to Consider Resolution 9511, Approving Amendments to the Healthcare and Housing Facilities Revenue Refunding Note (Catholic Eldercare Project), Series 2014C, and Authorizing the Execution and Delivery of Documents Related Thereto. Finance Director Beer requested the Council adopt a Resolution approving amendments to the Healthcare and Housing Facilities Revenue Refunding Note (Catholic Eldercare Project), Series 2014C, and authorizing the execution and delivery of documents related thereto. He explained in 2014 the City issued conduit debt for a multi-city project to add space to an existing facility. He stated because material amendments were being made to the agreement, lowering the interest rate and extending the maturity on it, the City had to hold a public hearing on the matter. It was noted the City had no obligation for this debt. Mayor Mueller opened the public hearing at 6:03 p.m. Hearing no public input, Mayor Mueller closed the public hearing at 6:04 p.m. Mounds View City Council December 7, 2021 Truth in Taxation Meeting Page 2 MOTION/SECOND: Meehlhause/Cermak. To Waive the Reading and Adopt Resolution 9511, Approving Amendments to the Healthcare and Housing Facilities Revenue Refunding Note (Catholic Eldercare Project), Series 2014C, and Authorizing the Execution and Delivery of Documents Related Thereto. Ayes – 5 Nays – 0 Motion carried. B. Truth in Taxation Presentation. Finance Director Beer reviewed the proposed 2022 budget in detail with the Council indicating it was the City’s mission to provide high quality public services at a fiscally responsible manner. General Fund expenditures by purpose were reviewed along with expenditures by function. He noted this meeting would allow the public a time to voice concerns and explained the final budget would be approved at the Monday, December 13, 2021 City Council Meeting. Finance Director Beer described the General Fund operating expenditures by function. He noted the 2022 budget had very minor increases. He discussed the great partnership the City had with the SBM Fire Department and commented on how this partnership allowed the City to receive fire protection services at a very affordable rate. He indicated the General Fund operating expenditures were projected to increase by 5.31%. Finance Director Beer commented on the City’s revenues noting 68% came from property taxes. The other sources for revenues were further discussed. He indicated the fund balance would be reduced by $238,000 with $238,000 coming from the Levy Reduction Fund. It was noted the proposed property tax levy would increase by 5.33%. He compared the City’s proposed levy to the levy of neighboring communities. Staff discussed how the proposed levy would impact the median value home owner and asked for comments or questions from the City Council. Council Member Meehlhause commented on the tax levy noting he appreciated how well the City was managing its finances on behalf of the residents. He noted Mounds View was a desirable City to live in based on its affordable housing and strong school system. Mayor Mueller questioned how far the levy had dropped from the previously approved levy amount. Finance Director Beer reported the levy had dropped .65% since September. 6.
