Mounds View Charter Commission Minutes - APPROVED <br />Tuesday, April 27, 2021 <br />1.Call to Order. The electronic virtual regular meeting came to order at 6:45 PM. <br />2.Roll Call. Present: B. Amundsen (Secretary), B. Clawson, D. Erickson (joined at 7 pm), Bob J King Jr., <br />M. Munson, J. Peterson, G. Quick, R. Scholl, R. Warren (Chair) <br />Excused: <br />Absent: <br /> Also present: Council Liaison Gary Meehlhause, City Administrator Nyle Zikmund, City Finance <br />Director Mark Beer, and Dave Anderson from Kennedy and Graven. <br />3.Approval of Agenda and Minutes. <br />A. Approve Agenda. <br />Chair R. Warren introduced the Preliminary Agenda. <br />MOTION by B. King Jr., and seconded, by G. Quick, to adopt the Preliminary Agenda as presented. <br />Roll call vote, voting AYE: B. Amundsen, B. Clawson, B. King Jr., M. Munson, J. Peterson, G. Quick, R. <br />Scholl, R. Warren; and voting NO: none. Motion Adopted. <br />B. Approve Minutes. <br />Chair R. Warren asked for review of the Secretary's March 23, 2021, minutes. <br />MOTION by G. Quick, and seconded, by B. King Jr., to approve the Minutes as presented. Roll call <br />vote, voting AYE: B. Amundsen, B. Clawson, B. King Jr., M. Munson, J. Peterson, G. Quick, R. Scholl, R. <br />Warren; and voting NO: none. Motion Adopted. <br />4.Citizens Comment from the Floor. <br />None. <br />5.Reports of Chair. <br />Chair R. Warren, asked if everyone had received the City letter dated April 18, 2021, stating what the City <br />wishes the Commission to address. Additionally, he asked if everyone had received the answers to questions <br />from and since the Commissions meeting on March 23, 2021. No member indicated they were missing the <br />referenced documents. <br />6.Reports of Members. <br />None. <br />(Dennis Erickson joined the meeting by phone.) <br />7.Unfinished Business. <br />Chapter 7 Taxation and Finances – Review with Mark Beer. Chair R. Warren introduced the City letter of <br />April 18, 2021. City Administrator Zikmund said the letter was drafted by Finance Director Beer and <br />himself, while the City Council had not seen the letter. Chair R. Warren asked Director Beer to state the <br />problem? Director Beer said the Fund Balance will decline in the coming decade causing issues. The City <br />tries to keep the Fund Balance at 50% to cover first half-of-year cash needs and meeting State requirements. <br />Finance Director Beer said the City would prefer the language change to 1) 8% or inflation whichever is <br />greater, or 2) add option to allow 8% with a 4/5 Council majority, or 3) remove the reference to inflation <br />making the cap 5%. Chair R. Warren asked the Commission for discussion. Discussion occurred. Director <br />Beer provided additional data that to hire an entry level police officer, plus training and benefits, cost the <br />City about 1-3/4% of the current general operating budget. Also Director Beer said in 2020 an average <br />Mounds View home of $240,000 is taxed about $920/year. Chair R. Warren asked the Commission for <br />options to consider at a joint meeting with the Council. City Administrator suggested the joint meeting be <br />scheduled for June, but it is not setup yet. Commissioners made the following motions for options for <br />Page 1 of 2
