NOTICE IS HEREBY GIVEN that the Mounds View City Council will hold a virtual special City
Council meeting on Friday, February 4, 2022, commencing at 1:00 p.m. at City Hall, 2401 Mounds View
Boulevard, Mounds View, Minnesota for the following purpose:
1. CALL TO ORDER
2. PLEDGE OF ALLEGIANCE
3. ROLL CALL: Mueller, Hull, Meehlhause, Bergeron, Cermak
4. APPROVAL OF AGENDA
5. CITY BUSINESS
A. Review and consideration of a referendum petition regarding Ordinance No. 984;
B. Presentation of certificate regarding petition;
C. Resolution regarding petition and certificate;
D. General discussion regarding above agenda items.

Ms. Amundsen:
Upon review of the petition you submitted to the City of Mounds View on January 25, 2022, I
have determined that the petition is not in the proper form as required under Minnesota Rules, part
8205.1010, which has been adopted by the Minnesota Secretary of State under Minnesota Statutes,
Section 204B.071. The Ramsey County Elections Office concurs that the petition is not in the
proper form. Since the signatures were collected in an improper manner, the number of valid
signatures cannot be determined at this time. I presented these findings to the City Council at a
Special City Council meeting on February 4, 2022. An example of the proper form is attached to
this correspondence as Exhibit A.
Upon receipt of this notice you have 10 days to amend the petition to include the requisite number
of signatures in the proper form as required by Minnesota Rules, part 8205.1010 and Minnesota
Statutes, Section 410.12 and all requirements set forth therein. If you choose to submit an amended
petition, the amended petition must be submitted to the Ramsey County Elections Office no later
than 4:30pm on February 14, 2022. Ramsey County Elections Office contact information is

COUNTY OF RAMSEY
STATE OF MINNESOTA
RESOLUTION ACCEPTING THE CITY CLERKâS PRESENTATION AND
CERTIFICATION OF THE EXAMINATION OF A PETITION FILED UNDER
MINNESOTA STATUTES, SECTION 410.12, SUBDIVISION 7
WHEREAS, pursuant to Minnesota Statutes, section 410.12, subd. 7, the Mounds View
Charter Commission presented to the Mounds View City Council a proposed ordinance amending
section 7.03 of the Mounds View City Charter; and
WHEREAS, on December 21, 2021 the Mounds View City Council passed Ordinance No.
984 to enact the proposed amendment to section 7.03 of the Mounds View City Charter; and
WHEREAS, the amendment to the Mounds View City Charter becomes effective on
March 21, 2022 unless a petition requesting a referendum on the ordinance is filed by February 22,
2022; and
WHEREAS, on January 25, 2022 a petition was filed with the City Clerk and the City
Clerk has until February 4, 2022 to determine whether the petition is properly attested, whether
the petition is signed by a sufficient number of voters, and whether the petition meets applicable
Minnesota statutes and rules and Mounds View City Charter requirements; and
WHEREAS, the City Clerk has presented the findings on the examination of the petition,
has determined that the submitted petition is deficient based upon the requirements of Minnesota
Rules, part 8205.1010, and has prepared the attached notice regarding the petition.
NOW THEREFORE BE IT RESOLVED that the City Council of the City of Mounds
View hereby accepts the findings of the City Clerk and the notice attached hereto as Exhibit A.
Adopted by the City Council of the City of Mounds View this 4th day of February 2022.
