Mounds View, Minnesota, hereby certify that I have carefully compared the

STATE OF MINNESOTA
RESOLUTION RECOGNIZING THE 2021 MOUNDS VIEW
CITIZEN OF THE YEAR CHUCK HOWARD
WHEREAS, the Mounds View Citizen of the Year Award recognizes ordinary citizens who have
demonstrated initiative for improving the community, whose service or performance exemplifies the spirit of
giving back, and who inspire others in their volunteer efforts; and
WHEREAS, nominations were solicited from the public and were reviewed by the City Council; and
WHEREAS, Chuck Howard, resident of the City of Mounds View for nearly 30 years, was selected for
the 2021 award and meets the criteria outlined in the policy; and
WHEREAS, Mr. Howard has lived adjacent to Greenfield Park during his tenure as a resident of the
City of Mounds View; and
WHEREAS, during that time, Mr. Howard has been assisting the City of Mounds View Public Works
Department in keeping Greenfield Park safe and clean for the community by regularly walking the park grounds
and trail around the park; and
WHEREAS, Mr. Howard has been the City's "eyes and ears" for reporting vandalism, illegal dumping,
trash issues, broken playground equipment, and safety concerns; and
WHEREAS, in June 2021, Mr. Howard found a large duffel bag containing over $300 of baseball
equipment that was accidentally left at the Greenfield Park baseball field and he stayed with the bag until the
Parks Maintenance Department arrived to secure the duffel bag; and
WHEREAS, Mr. Howard has contributed his efforts unselfishly to the City of Mounds View, not
expecting anything in return.
NOW, THEREFORE BE IT RESOLVED, that the Mounds View City Council does hereby present the
2021 Mounds View Citizen of the Year award to Chuck Howard in sincere gratitude and appreciation for his
dedication as a resident and for his continued support and pride in the community.
