MAYORAL DECLARATION NO. 2022--
WHEREAS, the Mayor of the City of Mounds View ("Mayor") finds that the following local
emergency ("Local Emergency") exists in the City of Mounds View, Minnesota ("City"):
1. On March 4, 2022 a sewer line on Long Lake Road was inspected and identified to
be compromised resulting in sand entering the main and causing flow problems. The
inspections also identified cracks and damage to lines in the sewer system.
2. Temporary repairs have been made to the line to mitigate the impact of the pipe's
failure.
3. While temporary repairs have been made, the pipe must be permanently repaired
promptly to avoid further damage and extensive repairs and costs.
WHEREAS, Minnesota Statutes, section 12.29 authorizes the Mayor to declare the existence of a
Local Emergency, when an unforeseen combination of circumstances calls for immediate action
to prevent the Local Emergency from developing or occurring;
WHEREAS, the Mayor finds that the factual situation is sudden, unforeseen, and could not have
been reasonably anticipated as it currently exists and meets the definition of a Local Emergency;
WHEREAS, the Mayor finds that the factual situation threatens the health, safety, and welfare of
the residents of and property within the City and that the conditions within the City have the
potential to worsen quickly and lead to catastrophic loss to property or the environment;
WHEREAS, the Mayor finds that traditional governmental processes are unable to appropriately
protect the safety and property of the general public.
NOW THEREFORE, pursuant to Minnesota Statutes Section 12.29, I, as the Mayor of the City
of Mounds View declare as follows:
1. A local emergency is in effect in the City of Mounds View as of 6:00 p.m. on March
14, 2022.
2. This proclamation immediately invokes all necessary and applicable portions of the
City's emergency management plan and the authority to provide fast emergency aid
under Minnesota Statutes Section 12.37.
3. This proclamation shall be in effect and in force for three days, unless continued by
the Mounds View City Council pursuant to Minnesota Statutes, section 12.29.
4. This proclamation shall be given prompt and general publicity.
