1 Phyllis Moore, 2669 Scotland Court - Apartment 306, asked if she would be able to make a
2 comment on Item 8A. She stated she was concerned about the noise that would be generated by
3 the clubhouse.

5 Mayor Mueller recommended Ms. Moore come forward during the public hearing in order to voice
6 her concerns.

8 7. SPECIAL ORDER OF BUSINESS
9 A. Review Annual Audit, Aaron Nielsen, Principal MMKR.

1 i Aaron Nielsen, MMKR, introduced himself to the Council and provided a presentation on the 2021
12 audit. He commended the City for receiving an unmodified or clean opinion on the basic financial
13 statements. He commented on the City's governmental funds and enterprise funds, and noted the
14 City had healthy balances at this time. He further discussed the financials and complimented staff
15 on their tremendous efforts on behalf of the City of Mounds View.

17 Mayor Mueller thanked Mr. Nielsen for his thorough report.

19 8. COUNCIL BUSINESS
20 A. Public Hearing: Resolution 9576, Conditional Use Permit and Development
21 Review for H2 Flats at 2662 Scotland Court.
22
23 Community Development Director Sevald stated H2 Flats was built in 1972, and includes 11
24 buildings, totaling 385 units. In 1978, the owner proposed to build indoor and outdoor
25 recreational facilities. The outdoor sport courts were built. The recreational building was not.
26 The current plan is to remove the outdoor sport courts (unmaintained), to be replaced with sod
27 and a garden; and build a "club house" to include administrative offices, co -working space, and a
28 recreational room. The building will be in the same location as proposed in 1978 (open area
29 along County Road 112). Additionally, dumpster enclosures will be rebuilt. A Conditional Use
30 Permit (CUP) is required for the expansion of a Multi -Family facility (e.g. Club House).

32 Community Development Director Sevald explained a Development Review is required for a
33 new principal building (e.g. Club House). The two reviews are duplicative. This application is
34 specific to the Club House, although the entirety of the property may be included in the
35 Council's discussions. The property is zoned R-4 High Density Residential, and guided Multi-
36 Family Residential in the 2040 Comprehensive Plan. The complex is boarded by Silver View
37 Pond (north & west), wetland (east), and townhomes (south). Additionally, the owner intends to
38 make interior improvements to units, as they become vacant. Staff commented further on the
39 request and reported the Planning Commission recommended the Conditional Use Permit and
40 Development Review be approved.

44 Phyllis Moore, 2669 Scotland Court - Apartment 306, stated she appreciated all of the upgrades
45 the new owners were putting into the property. She indicated she appreciated the idea of a
46 clubhouse, but feared the noise of construction would be detrimental to those residents that work

1 from home at the apartment complex. She recommended the basketball courts be fixed up for the
2 dads and kids that use the courts versus installing a community garden.

4 Sheri Lee, 2658 Scotland Court — Apartment 308, indicated she appreciated the proposed upgrades
5 and investments the new owners were making in the facility. However, she also works from home
6 and was concerned about the noise that would be generated by the proposed projects.

8 Dana Slimmer, 2655 Scotland Court — Apartment 308, stated she found out about this public
9 hearing today. She expressed frustration with the fact the new owner has been working in her
to building on three different occasions and she too works from home parttime. She indicated she has
[ 1 heard her rent was going to go up. She expressed frustration with the fact these new amenities
12 were being brought in, whether they were wanted or not, and now rents were going to go up. She
13 discussed how her building had flooding and dirt coming in through the sewage when construction
[4 occurred across the street. She recommended this be looked into by the City and the developer.

16 Amanda Riser, 2677 Scotland Court, stated she lives on the third floor above the basketball court
[ 7 area. She indicated she wanted to speak on behalf of the children in the apartment complex, noting
18 there were a lot of kids that used the basketball court. She explained the children in this complex
19 need areas to play.

2 I Leo Riser, 2677 Scotland Court, reported he would like the dog park and community garden shifted
22 in order to allow the basketball court to remain in place.

24 Sean Walther, 5272 Sunnyside Road, thanked staff for laying out the code requirements for this
25 project. He indicated he was concerned about the past maintenance of this property and how it
26 could be impacting the tenants. He discussed how greenspace would be lost with the clubhouse
27 and recommended further landscaping be considered for the site. He suggested the high value
28 trees be saved and asked that the parking situation be further considered in order to preserve more
29 greenspace. He hoped that the rents for the current residents would not be increased so substantially
30 that they would not be able to stay in their units. He requested the lighting in the rear parking lot
31 be adjusted to have it directed down instead of out.

33 Hearing no further public input, Mayor Mueller closed the public hearing at 7:11 p.m.

35 Council Member Bergeron indicated the new clubhouse would have a shared work space for
36 residents that work from home. He inquired how many work spaces would be included in this area
37 of the clubhouse. Community Development Director Sevald deferred this question to the applicant.
38 Paul Humiston, project architect with Paul Myer Architects, discussed the layout of the coworking
39 space.

41 Council Member Meehlhause asked if the elimination of the basketball court was tied to the CUP.
42 Community Development Director Sevald explained the CUP was for the use and the
43 Development Review was for the appearance of the building and the property. He indicated the
44 focus of the discussion was on the clubhouse and the conditions were for the intended use. He
45 stated if the owners wanted to remove the sports courts a permit was not required.

1 Council Member Cermak commented she was one of the first people to live in 2669 Scotland
2 Court in Apartment 110. She stated she understood what the residents were going to lose. She
3 asked if the owners were hearing the concerns voiced by the tenants and questioned if a
4 compromise could be reached. Mr. Humiston explained he had heard these comments.

6 Council Member Cermak indicated she understood the concerns of those working from home and
7 encouraged the owners to work with these individuals. She stated she really appreciated the
8 proposed enhancements and improvements being made to this property but indicated she also
9 wanted the people living in these apartments to be able to remain in the apartments.

11 Mayor Mueller questioned if any part of this project would require the basketball area to be
12 removed. Community Development Director Sevald stated the clubhouse was not requiring the
13 removal of the basketball court.

15 Mayor Mueller discussed the City's current parking requirements and she anticipated the
16 additional 18 parking spaces near the clubhouse would be welcomed. She encouraged the
17 developer to find a way to keep and even improve the basketball court and swing set for the
18 children onsite. She understood there were concerns about rent and discussed how improvements
19 to the property could increase rental rates. She discussed how the large number of rental units in
20 the community has kept rental rates competitive in Mounds View. She hoped that the property
21 owners would be able to keep rents stable for their existing tenants. She requested the applicant
22 speak to this matter further. Dana Erdahl, project manager for the applicant, stated he could not
23 speak to this matter. He explained this property was undermanaged in the past and he guaranteed
24 the new owners would take care of this property going forward. He reported the owners were
25 investing a considerable amount of money in the property. He spoke to the construction noise that
26 would be generated by the work on the clubhouse and stated he has working hours. He anticipated
27 it would take 160 days to construct the clubhouse, weather pending.

29 Mayor Mueller questioned where the residents working from home within H2 Flats could relocate
30 during the construction period if they need a quiet working environment. Community
31 Development Director Sevald stated the Community Center would be available, along with the
32 library.

34 Mayor Mueller indicated there may be local faith based organizations that would have work space
35 available as well. She noted the Caribou Coffee also has free wi-fi for visitors. She then requested
36 further information on the landscaping plan. Community Development Director Sevald reviewed
37 the landscaping plan in further detail with the Council.

39 MOTION/SECOND: Hull/Cermak. To Waive the Reading and Adopt Resolution 9576,
40 Conditional Use Permit and Development Review for H2 Flats at 2662 Scotland Court amending
41 Condition 3 to keep the first sentence and omitting the second and third sentences.

1 B. Public Hearing: Second Reading and Adoption, Ordinance 990 Amendment
2 City Code 119.024 related to the Issuance of a Rental License. ROLL CALL

5 Community Development Director Sevald requested the council adopt an Ordinance that would
5 amend City Code 119.024 related to the issuance of a rental license. He stated staff recently
7 discovered a mistake that was made in 2018 and this amendment would correct this mistake. Staff
8 commented further on the proposed language change and recommended approval of the
9 Ordinance.

22 C. Public Hearing: Resolution 9575, Adopting a Housing Finance Program for a
23 Multifamily Rental Housing Development, Approving the Project and the
24 Program and Authorizing the Issuance of Conduit Multifamily Housing
25 Revenue Obligation and the Execution of Related Documents (Villas of
26 Mounds View Project).

28 Finance Director Beer requested the Council adopt a Housing Finance Program for a multifamily
29 rental housing development, approving the project and the program and authorizing the issuance
30 of conduit multifamily housing revenue obligation and the execution of related documents for the
31 Villas of Mounds View Project. He discussed the history of this project and noted $14.5 million
32 would be issued in bonds. Staff commented on the proposed Housing Financing Program and it
33 was noted the City would receive a 1 % fee for the bond issuance.

35 City Attorney Riggs reported he has been working the last few days to get all of the closing
36 documents together. He anticipated the closing would be going forward mid -May.

38 Jenny Bolton, Kennedy & Graven, commented on the conduit bonds that would be issued for this
39 project and noted the property closing would occur prior to the bond closing. She indicated this
40 was the Council's last approval for the bond issuance and recommended the City Council hold a
41 public hearing, prior to adopting the Resolution.

Council Member Meehlhause stated the City would be making $145,000 from this bond issuance.
Finance Director Beer stated this was correct.
Chris Stocka, 7645 Lyndale Avenue in Richfield, thanked the Council for considering this request.
He indicated this project has been a journey and he was happy to have been selected to be a part
of it.
Mayor Mueller requested further information regarding the proposed project. Mr. Stocka
explained he would be constructing a 120 unit affordable senior housing rental project on the
Skyline property for seniors 55+. He reported he was hoping to break ground in June 2022 and
the property would be open mid -summer of 2023.
MOTION/SECOND: MeehlhauseBergeron. To Waive the Reading and Adopt Resolution 9575,
Adopting a Housing Finance Program for a Multifamily Rental Housing Development, Approving
the Project and the Program and Authorizing the Issuance of Conduit Multifamily Housing

D. Resolution 9580, Approving Recruitment Process for Permit Technician
Position.
Human Resources Director Ewald requested the Council approve the recruitment process for the
Permit Technician position. She explained the City's Permit Technician resigned effective
Thursday, April 21 and staff was requesting to promote Jennifer Nelson into the Permit Technician
position today. She reported Ms. Nelson has provided backup/support for this position for the past
few years and was trained to complete the job.

Approving Recruitment Process for Permit Technician Position.

E. Resolution 9577, Approving the Storm Water Permit for 4889 Old Highway 8,
Villas of Mounds View.
Public Works/Parks and Recreation Director Peterson requested the Council approve the Storm
Water Permit for the property at 4889 Old Highway 8 for the Villas of Mounds View. He explained
the City became the local LGU back in October 2021 and as part of this, the City now reviews
storm water permits with Stantec. He reported the Villas of Mounds View permit had been
reviewed and staff recommends approval with the five conditions listed.

F. Resolution 9578, Accepting Bids Received by the City of Coon Rapids, Joint
Powers Agreement for 2022 Crack Filling.
I 1 Public Works/Parks and Recreation Director Peterson requested the Council accept bids received
12 by the City of Coon Rapids for the Joint Powers Agreement for 2022 Crack Filling. He stated
13 back in 2017 the City entered into a JPA with Coon Rapids for street maintenance. He reported
14 this year only crack sealing would be done in Area H. It was noted the low bid for this project was
15 received from Allied Blacktop in the amount of $14,950.23.

18 Accepting Bids Received by the City of Coon Rapids, Joint Powers Agreement for 2022 Crack

25 G. Resolution 9582, "No Mow May" Initiative.

27 Public Works/Parks and Recreation Director Peterson requested the Council approve a Resolution
28 supporting the No Mow May initiative. He stated this was a pollinator friendly initiative and noted
29 many communities in the metro area were participating in No Mow May. Staff estimated it would
30 cost $250 to print signs for this program.

32 Mayor Mueller asked how this program would impact the City's parks. Public Works/Parks and
33 Recreation Director Peterson indicated this program would only apply to residential properties,
34 not commercial areas or City parks. He explained the athletic turfs had to be maintained for safety
35 reasons.

1 Human Resources Director Ewald requested the Council authorize Part Time Receptionist
2 Recruitment Process and amend Part Time Storm Water and Part Time Office Assistant Positions
3 by increasing wage. She reported the original plan to fill Jennifer Nelson's position was to have
4 the receptionist at Parks and Recreation fill in on a part time basis. She indicated this could not
5 occur. Staff was recommending the Council authorize recruitment of the part time receptionist
6 position and that the wages be increased to $20 per hour.

8 Council Member Meehlhause asked how an adjustment to the wages for part time employees
9 would impact current employees. Human Resources Director Ewald stated current part-time
to employees were seasonal and were not in the same grouping as this position.

12 Mayor Mueller questioned if the City would have a hard time finding seasonal parks workers this
13 summer. Human Resources Director Ewald indicated the City had all seven Public Works
14 positions filled, but one person dropped out. She explained the City still had multiple seasonal
15 parks positions open at this time.

27 Council Member Cermak reported she would be attending a Fire Board meeting on Thursday,
28 April 28. She noted this group would be voting on the 2023 budget.

30 Council Member Meehlhause stated the new NYFS Executive Director would be Angela Lewis-
31 Demello.

33 Council Member Meehlhause noted he would be attending an NYFS Board meeting on Thursday,
34 April 28 via Zoom.

37 23, 2022.

41 Finance Director Beer stated the 2021 audit was now completed and staff has shifted their attention
42 to the 2023 budget.

44 City Administrator Zikmund thanked the Mounds View Lions for accepting his recent donations
45 to the upcoming garage sale. It was noted the Lions garage sale would be held on Wednesday,

May 11 through Friday, May 13 at Hillview Park. He noted the Mounds View Police Foundation
would have brats and hot dogs on Wednesday and Thursday for an in -kind donation.
City Administrator Zikmund explained he attended the New Brighton/Mounds View Rotary Gold
Plate Dinner at the Mounds View Community Center. He indicated this event had a great turnout.
City Administrator Zikmund stated he would have a final agreement for Long Lake Woods later
this week.
City Administrator Zikmund reviewed the items the Council will be discussing at their May
worksession meeting.
City Administrator Zikmund reported Police Chief Harder needed Council authorization to
purchase the training simulator.
Finance Director Beer asked if the Council could authorize this $47,500 purchase tonight. City
Attorney Riggs advised the Council could take this action if there is a timing issue.
Finance Director Beer indicated the Police Chief would be bringing back a Resolution on May 9
authorizing the grant and the expenditure.
MOTION/SECOND: Bergeron/Meehlhause. To Authorize Staff to Spend up to $47,500 on the
Training Simulator.

A RESOLUTION APPROVING A CLASS B RESTAURANT LICENSE
FOR CARIBOU COFFEE #1457 DBA CARIBOU CABIN,
2404 MOUNDS VIEW BOULEVARD
WHEREAS, according to Chapter 111.01 of the Mounds View City Code,
restaurants in the City of Mounds View require a business license to operate; and
WHEREAS, restaurants having an occupancy load of 100 or less and operating
16 hours a day or less are considered to be a Class B license; and
WHEREAS, the City has received the appropriate fees, application materials, and
satisfactory reports from the appropriate City departments, the Ramsey County Health
Department, and Ramsey County Taxation, to issue a restaurant license for Caribou
Coffee #1457; and
WHEREAS, approval of this license is contingent upon Caribou Coffee #1457
receiving a satisfactory fire inspection report from the Mounds View Fire Inspector;
NOW, THEREFORE, BE IT RESOLVED that the Mounds View City Council does
hereby approve Class B Restaurant License for Caribou Coffee #1457 dba Caribou
Cabin, 2404 Mounds View Boulevard;
BE IT FURTHER RESOLVED that this license shall be valid from May 10, 2022 to
December 31, 2022.

Reality Simulator and acceptance of the Ramsey County
UASI grant
Introduction:
The police department was awarded the UASI grant through homeland security to
purchase a virtual reality simulator
Discussion:
Use of force will continue to be scrutinized in law enforcement and agencies must train
to prepare for any scenario. Finding different places to train in de-escalation, firearms,
active shooter, team tactics, is often overtime heavy and it is problematic finding places
to train. Virtual reality simulators are a training tool that can put an officer in any
situation in a sterile and safe training environment, but have traditionally been very
expensive with only the largest of agencies able to afford them. The agency applied for,
and was awarded the 2021 UASI grant to purchase this simulator and make it available
for not only Mounds View officers, but officers throughout Ramsey County. The Mounds
View Police Department is committed to provide our officers with the best training
possible, and this will establish the agency as regional leaders in law enforcement
training.
The total purchasing cost and setup for the simulator is $47,500.00 which the city will
need to purchase and then will be reimbursed through the UASI grant we received from
Ramsey County.
Recommendation:
Staff recommends authorizing the purchase of the virtual reality simulator and the
acceptance of the Ramsey County UASI grant to reimburse the city of the purchase.

APPROVING THE PURCHASE OF AN APEX VIRTUAL REALITY SIMMULATOR AND

WHEREAS, the Mounds View Police Department applied for and was awarded

WHEREAS, the Mounds View Police Department constantly trains and looks to
improve our competency and improved service to our citizens;
WHEREAS, the Mounds View Police Department is in immediate need to
purchase the simulator and be subsequently reimbursed by the county,
WHEREAS, Apex Virtual Reality simulator is priced at $47,500.00
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Mounds View, Ramsey County, Minnesota to authorize the purchase of one Apex
Virtual Reality Simulator at an approximate cost of $47,500.00 2022 budget funded
from Account 480-4200-1230 and acceptance of the Ramsey County UASI grant.

CITY OF MOUNDS VIEW RESOLUTION AUTHORIZING
THE CONVEYANCE OF CITY OF MOUNDS VIEW PROPERTY TO THE
MOUNDS VIEW ECONOMIC DEVELOPMENT AUTHORITY
BE IT RESOLVED by the City Council ("Council') of the City of Mounds View as
follows:
Section 1. Recitals.
1.01. The City of Mounds View (the "City") has previously established the Mounds View
Economic Development Project (the "Project"), which is currently administered by the Mounds
View Economic Development Authority (the "Authority").
1.02. The City owns certain property within the Project legally described as set forth in
Exhibit A, both the pre -plat and post -plat described property (the "Property").
1.03. The Property is presently vacant land.
1.04. There is no future use of the Property contemplated by the City and the Property
is deemed surplus property for redevelopment.
1.05. The City and Authority are considering a development proposals for an apartment
facility and the proposed expansion of an adjacent business (the "Development") to be constructed
on or adjacent to the Property.
1.06. The City and Authority previously reviewed the proposals for the Development on
the Property and have concluded that the proposed Development is consistent with and promoted
the goals and objectives for which the Project was established.
1.07. In order to facilitate the Development, the City agrees to convey to the Authority,
and the Authority agrees to subsequently utilize the Property for the Development.
1.08. The City is authorized to convey real property pursuant to Minnesota Statutes
Section 465.035 to any governmental subdivision or Minnesota Statutes Section 471.64 to any other
political subdivision of the State.
1.09. The Authority is a political subdivision of the State pursuant to Minnesota Statutes
Section 469.091, Subdivision 2.

1.10. The City and the Authority have followed applicable statutory provisions, including
but not limited to, Minnesota Statutes, Section 465.035, Minnesota Statutes, Section 469.101 and
Minnesota Statutes, Section 471.64, in authorizing the conveyance of the Property.
1.11. The City has determined it is most cost effective to convey the Property to the
Authority in consideration of one dollar ($1.00) and other good and valuable consideration pursuant
to this Resolution and a standard quit claim deed.
1.12. The Property shall be subsequently conveyed by the Authority pursuant to Minnesota
Statutes, Section 469.105 for development purposes.
1.13. The City finds and determines that conveyance of the Property to the Authority is for
a public purpose and is in the public interest because it will further the objectives of the
Development and the Project.
1.14. The City finds and determines that the further conveyance by the Authority of the
Property for the Development is for a public purpose and is in the public interest because it will
further the objectives of the Project.
1.15. The City Council finds that the requirements of Minnesota Statutes Section 462.356,
Subdivision 2 are hereby deemed satisfied, and that the conveyances of the Property to the
Authority and by the Authority for the Development are consistent with the proposed amended
comprehensive municipal plan, or alternatively, the City dispenses with the requirements of
Minnesota Statutes Section 462.356, Subdivision 2 and finds in the City Council's judgment that the
proposed conveyance of the Property to the Authority has no relation to the proposed amended
comprehensive municipal plan of the City.
Section 2. Authorization.
2.01. The recitals set forth in this Resolution are incorporated into and made a part of this
Resolution.
2.02. The City Council finds and determines that the requirements of Minnesota Statutes
Section 462.356, Subdivision 2 are hereby satisfied, or alternatively, dispensed with based upon the
findings of the City Council.
2.03. The City Council finds and determines that the transaction herein referenced and
contemplated is for a public purpose and is in the public interest.
2.04. The City Council approves the conveyance of the Property to the Authority pursuant
to Minnesota Statutes Section 465.035 and Minnesota Statutes Section 471.64, and authorizes and
directs the Mayor and City Administrator to execute the deed and related documents necessary to
facilitate the transaction referenced herein and contemplated herein, with all such actions to be in
accordance with the terms and conditions set forth in this Resolution.

2.05. The Mayor and City Administrator, staff and consultants are hereby authorized and
directed to take any and all additional steps and actions necessary or convenient in order to
accomplish the intent of this Resolution.

PROCLAMATION OF BUILDING SAFETY MONTH
WHEREAS, the "Building Code" was adopted by the Mounds View Town Board on July 30,
1954 (Ordinance 15). The Minnesota State Building Code was adopted by reference, by the Mounds
View City Council, effective July 1, 1972, and amended from time to time; and,
WHEREAS, about 13,200 people live, and 6,700 people work in Mounds View. The 2022
estimated market value is $1.4 billion. These lives and property are protected through sound plan review
and inspections conducted by public officials trained in building and fire safety; and,
WHEREAS, These modern building codes include safeguards to protect the public from hazards
such as hurricanes, snowstorms, tornadoes, wildland fires, floods and earthquakes; and,
WHEREAS, Building Safety Month is sponsored by the International Code Council, publisher of
the 2020 Minnesota Building Code, to remind the public about the critical role of our communities'
largely unknown protectors of public safety; our local code officials, who assure us of safe, efficient and
livable buildings that are essential to America's prosperity; and
WHEREAS, "Safety for All: Building Codes in Action," is the theme for Building Safety Month
2022. Building Safety Month encourages appropriate steps everyone can take to ensure the safety of our
built environment, and recognizes that the implementation of safety codes by local and state agencies has
saved lives and protected homes and businesses in Mounds View, since 1954; and,

Introduction: Chapter 90.005 of the Mounds View City Code allows for the limited and controlled
raising and keeping of chickens and/or ducks on properties zoned R-1, Single Family. Residents
are limited to no more than eight chickens or ducks restricted to only backyard areas. Ms. Emileah
Most, 5359 Jackson Drive, has submitted an application to raise chickens on her property.
Discussion: The chicken -keeping license application submitted by Ms. Most indicates that she
will be keeping four chickens at this time. The City Code requires that backyard areas within
which the chickens roam must be fenced. A recent site inspection conducted by Staff indicated
that the rear yard is not entirely fenced. However, Ms. Most has assured us that the entire rear
yard will be fenced before the chickens are allowed to roam. The site plan submitted shows that
there is an existing shed that they will be using as a coop and it does have the required minimum
20' setbacks from all property lines. It appears Ms. Most meets all requirements of Chapter
90.005.
The City Code also requires that initial chicken -keeping license applications be considered by
the City Council after first holding a public hearing. Renewal applications are approved
administratively unless the City has received substantial complaints or related violations have
been documented during the previous year.
Staff published a public hearing notice in the April 26, 2022, edition of the Shoreview Press,
the City's official newspaper. In addition, as required, notices were mailed to residents within 350
feet of the subject property on April 26, 2022.
Strategic Plan Strategy/Goal: Our ordinance and this application are consistent with the Vision
Statement, "...welcoming a desirable destination to all ages and cultures... and a place where
residents can live, work and play."
Financial Impact: None
Recommendation: Staff recommends opening this public hearing for public comment and
approval of Resolution 9583 approving a chicken -keeping license for Emileah Most, 5359 Jackson
Drive. This is an annual license, January 1 to December 31, and if approved, will expire on
December 31, 2022.

2. Limit of a total of 8 chickens and/or ducks

Item Title/Subject: Resolution 9690 Adopting a Five Year Financial Plan for 2023
thru 2027
Introduction:
The City Charter, Chapter 7.05, requires that a five year financial plan be prepared annually. It
must be presented at a public meeting and adopted by motion or resolution. Residents are
welcome to comment on the plan at this meeting.
The components of the Five Year Financial Plan are attached for Council consideration. There
are several components to the Five Year Financial Plan. These are the General Fund Multi -year
Operating Budget, the Vehicle & Equipment Replacement Plan, the Capital Improvement
Program, the Impact on Capital Projects Funds' Cash Balance, and Utility Rate Studies.
This five year plan should be considered a work -in -progress and a guide for Council and Staff to
make longer range decisions. As new information becomes available and conditions change we
can update the components to determine the longer range effect.
General Fund Multi -year Operating Budget:
The multi -year operating budget for the General Fund includes Local Government Aid (LGA) at
90% of the anticipated amount for 2022 and beyond. The City is projected to receive $857,240
in LGA under current law for 2023 and certified aid is $850,373 for 2022.
The plan reflects a 4.5% increase in expenditures for 2023 and 4% for 2024, and 3.5% for the
remaining years. A 5% levy increase is reflected for 2023 thru 2026 and 4.5% for 2027. When
possible staff used known amounts instead of projections. This version of the budget assumes
that there will be no additions to personnel or other major changes in operating expenditures. City
staff has varied by 1 or 2 positions over the last 20 years with an average of 49.675 FTE's over
that period. Public Works has added 1 FTE, Police have added 2 FTE's, and Admin has added
a .5 FTE, while Community Development and Finance have each lost a position over that period.
We have had 9 to 11 seasonals over that same period. Hiring of seasonal and part-time staff for
the Community Center/Parks Programs has been the greatest challenge.
Capital Improvement Program (CIP):
The Capital Improvement Program has been updated to reflect changes in the project list and is
presented for your consideration. There are a number of projects that have no current funding
source and are reflected as unfunded in the CIP.
Vehicle and Equipment Replacement Plan
The schedule has been updated to reflect retirements, new acquisitions, and changes to
expected useful lives. The current amounts transferred to the Vehicle and Equipment
Fund from the participating funds is sufficient to maintain replacement levels except for
the General Fund. The General Fund amount was reduced to balance the budgets in
2010, 2011, 2012, and 2013 but has been systematically increased starting in 2013.
There is an unfunded balance of $251,022 compared with the prior year of $1,005,630
replacement costs and useful lives were updated to reflect current expectations. The City
Council increased the General Fund transfer in 2021 and the inability to get some vehicles
has decreased the unfunded balance.
Impact on Capital Projects Funds' Cash Balances:
This presents the sources and uses and impacts to cash for the Capital Improvement Program
on the four capital projects funds for the current year and the five year period of this report, 2023
thru 2027.
Utility Rate Studies
Rate studies are included for the utility funds. (Water, sewer, storm water, street light) The water,
sewer, and storm water rates should be considered for an increase in 2023. The water base rate
is proposed to increase by $1 in 2023 and the variable rate is proposed to increase by $.10, which
will increase water charges by $0.96 per month or $11.44 a year to the average bill. The sewer
rate is proposed to increase by 4% in 2023, which will add $1.34 per month or $15.99 a year to
the average residential bill. The need for an increase in both the water and sewer funds is
generated by significant capital expenses from deferred maintenance and increases in disposal
charges by Metropolitan Council Environmental Services for the current and previous years.
Future increases will need to be considered until both funds stabilize. The storm water rate should
be considered for a $1 per quarter increase to begin preparing for the dredging of Silver View
Pond storm water basin and other deferred storm water maintenance projects. (Approximate cost
$1-2 million). The street light rate is proposed to remain stable until 2024. Water service repair
insurance is currently $7.50 but should be increased to $8.00 per quarter. We will need to monitor
this for future increases. There have been significant increases in repairs that have occurred over
the last five years.
Five Year Financial Plan Adoption:
The Five Year Plan is a blueprint for future years and is only one possible scenario. It is intended
to be changed as priorities change and more current information becomes available. Staff
welcomes Council comments and direction on any desired changes. Once adopted the five year
financial plan will be published on the City's website.

WHEREAS, the City Charter, Section 7.05 subdivision 1, calls for the City Council to
have prepared a five year financial plan commencing with the ensuing calendar year; and
WHEREAS, the City Council and staff have reviewed this document; and
WHEREAS, the City Council shall discuss and take public comment at a City Council
Meeting and adopt by motion or resolution the five year financial plan, with or without
amendment; and
WHEREAS, the City Council may subsequently amend the five year financial plan at
their discretion upon proper public notice; and
WHEREAS, the five year financial plan is a work -in -progress and a guide for the City
Council and staff to make and plan for longer range decisions but does not bind or obligate

project
Introduction:
As part of the 2022 street reconstruction project, it is the intent of the City Code that all non-
conforming driveway curb -cuts (aprons) be replaced by conforming curb -cuts, unless the City
Council approves a Variance to keep as -is.' Staff mailed notices to 11 homeowners. Two have
requested a Variance (8310, 8320 Pleasant View Drive).
Discussion:
Notices of non -conforming driveways were mailed to property owners on August 18, 2021 (16
properties), and April 8th & 11t', 2022 (11 properties). May 2, 2022 was the deadline to request
a Variance. Some of the August non -conforming driveway issues were resolved after the
project design was completed in December.
It's important to note that driveway dimensions on the plan set are based on Ramsey County
aerial photos, and are not 100% accurate. For that reason, non -conformities on the plan set
that are within 1' of conforming, are considered to be conforming. Example; if a driveway is
shown on the plan set with a 4' side yard setback, it is considered to be conforming.

Mounds View City Code §160.338(E) (Curb cut widths); In conjunction with street improvement projects
or in conjunction with individual driveway replacement projects, non -conforming curb cuts shall be
made conforming to whatever extent practicable. If, in the opinion of the Directors of Public
Works/Parks and Recreation and Community Development, a non -conforming curb cut cannot be made

Analysis:
Normally, Variances may be approved by the Planning Commission if the Variance request
meets all of the six criteria listed in the City Code', and Minnesota Statutes'. This criteria is not
applicable for street reconstruction projects. The Council may take any action it wishes.

Recommendation:
Staff recommends all non -conforming driveway curb -cuts to be reinstalled to be conforming, as
much as practical.
During the 2020 street project (Quincy Street), there were 12 nonconforming driveways, and
four requested Variances. The City Council approved all Variances.

I, the undersigned, appeal/waiver to keep my driveway size at the entrance/approach of my driveway.
Mounds View street rehabilitation project for Pleasant View Drive in Mounds View is changing the entrance
size of my driveway.
The original existing driveway was permitted by the City of Mounds View in 1977 when the home was built
and has a three stall garage. The driveway is approximately 30+ feet wide from garage door to garage door.
The cars on the driveway would have a difficult time to drive pass each other if the driveway is 24 feet since
the cars would have to drive off the future curb if the driveway entrance was made smaller by the city of
Mounds View. The existing driveway is short in length and the existing drive entrance is far from other
existing driveways. The estimated lot size of 8310 Pleasant View Drive property is over 94 feet by over 245
feet so there is plenty of water absorption on the property.
The existing driveway is in very good condition. The driveway does not unreasonably interfere with public
travel nor impair the use and enjoyment of other properties.

Hello Jon.
Per our conversation on the phone (regarding driveway for our home at 8320 PLEASANT
VIEW DRIVE), we are kindly requesting the city for a VARIANCE.
As you can see from the photo below, we use part of the left side to park our trailer. I am a 73
year old person with a quadruple heart bypass and can not push
the cart to the back of the house for storage. My 2-car garage is occupied and no room to park
trailer.
Originally when the driveway was redone, I believe the city had ok'ed the 24 feet width. It
does blend nicely with the house and would hate to see the looks spoiled.
Your help with this will be highly appreciated.
P.S. I am a couple days late asking for this variance due to poor health. Had come down with
covid and could not get out to take the picture of the driveway.

Discussion:
The department is requesting to purchase one 2022 Ford Police Interceptor Utility
vehicle to replace older vehicles as scheduled.
The Ford Police Interceptor Utility vehicle is offered at $35,100.38 each, at state bid.
The total for set up cost for this vehicle will be approximately $14,000. One radio
($3874.90 total) and one light bar ($2200 total), and graphics ($985.00) will be
purchased out of forfeiture funds (Fund 225-4200-1230).
The total purchasing cost and setup for the squad will be approximately $49,100.38
(Fund 460 Department 4200 Account 7040). The total equipment cost will be

Located at the facility are two above ground fuel storage tanks — one 3,000 gallon unleaded tank and
one 3,000 gallon diesel tank. The City purchases fuel, used by all departments, through the
Cooperative Purchasing Venture or State Contract, which provides for better pricing and consistent
costs throughout the year.
Both tanks are in need of painting as heavy rust is evident and the necessary maintenance will prevent
further damage and potentially any fuel leakage.

Staff met with several vendors and contractors to receive proposals to paint the tanks. Champion
Coatings proposed a cost range for budgeting purposes but also informed Staff that they would not be

Background/Discussion:
At several past Parks, and Recreation and Forestry Commission meetings, discussion
occurred regarding the size of the hockey rink at Lambert Park.
Staff proposed to reduce the overall size of the hockey rink at Lambert Park; create a 3/
sized hockey rink, and move the pleasure rink to the North -end of what is currently the
hockey rink (see map attached).
Staff proposed the reduction in size of the hockey rink for several reasons, one being the
amount of damage that is occurring to the infield ball diamond because it is doubling as a
pleasure rink. The turf is damaged each year from plowing and driving on the grass during
the winter months; Staff restores the turf each spring.
Usage on the rink has declined over the year and most individuals who use the rink to play
hockey, will typically take the hockey nets and move them so they are on the short side or
width of the rink.
Staff met with vendors and contractors to obtain pricing:
Home Depot - New Lumber and Hardware for Boards $ 9,503.89
Keller Fencing - New Chain link fencing and posts $24,454.00
Voss Lighting - New LED Rink Light $ 4,375.00
Lake Area Electric - Installing of rink lights 5,000.00
Total $43,332.89
Staff is also recommending a 7% contingency of $3,033.00 for any unforeseen issues that
may arise with this project and for any cost increases that may occur.
