RESOLUTION APPROVING REVISIONS TO THE
FIRE FIGHTER/HOUSING/CODE/FIRE INSPECTOR JOB DESCRIPTION TO
FIREFIGHTER/FIRE MARSHAL/CODE INSPECTOR
WHEREAS, SBM Interim Fire Chief Retka requested the Fire Marshal duties for
the City of Mounds View be completed by the City; and
WHEREAS, the duties of Fire Marshal are currently assigned within the
Firefighter/Housing/Code/Fire Inspector job description and requires only a job title
change for clarification of the position.
NOW, THEREFORE, BE IT RESOLVED, that the Mounds View City Council
does hereby approve revisions to the Firefighter/Housing/Code/Fire Inspector Job
Description Title to Firefighter/Fire Marshal/Code Inspector.

POSITION DESCRIPTION
Position Title: Firefighter/Fire Marshal/Code Inspector
Department: Community Development
Accountable To: Community Development Director
FLSA Status: Full Time, Non -Exempt
PRIMARY OBJECTIVE OF THE POSITION
The Firefighter/Fire Marshal/Code Inspector responds to fire and emergency calls;
and conducts fire inspections under the SBM Fire Chief; in addition to other duties
which include administration of the rental licensing program in coordination with
the Permit Technician, and Neighborhood Resource Officer; conducts inspections
of property nuisances.
SUPERVISION RECEIVED
Works under the general guidance and direction of the Community Development
Director.
SUPERVISION EXERCISED
None.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Firefighter
• Responds to fire and emergency calls for SBM Fire performing protective
services work by responding to emergency situations.
• Under the direction of a SBM supervisor, administers life and property
saving actions.
• Maintains fire department equipment, apparatus, facilities, and property.
• Work involves frequent strenuous physical involvement.
• Performs other related duties and responsibilities as assigned.
• This position is unscheduled and will occur at various times throughout the
work week.
Fire Marshal
• Conducts fire inspections to ensure that new and existing commercial,
industrial and multi -family facilities and structures conform to adopted fire
codes in a manner that will minimize fires and prevent injuries.
• Conducts new construction Phase I (Limited) plan reviews, inspections and
issues fire permits including but not limited to fire alarms, extinguishing
systems and controlled burns.
• Responds to fire alarms and follow-up with corrective actions.
• Conducts Department of Human Services inspections (daycare, foster care,
residential care facilities, etc.).

Housing Inspections
• Directs and ensures an effective housing maintenance and rental housing
program is adhered to throughout the community in a manner that provides
for safe and well maintained housing for all residents.
• Administers the rental inspection program, which includes conducting
annual or semi-annual inspections of multiple dwelling units. Prepares
letters, inspection reports and court orders as needed, and may be required
to appear in court to testify for the City.
• Conducts inventory and an evaluation of the housing stock and
neighborhood condition.
• Investigates citizen complaints and conducts housing inspections related to
the City's housing maintenance ordinance(s).
• Works closely with outside administration of housing programs designed to
rehabilitate, maintain, and upgrade the City's housing stock and deal with
the issues of housing conditions affecting single family, multiple family and
manufactured housing.
• Prepares ordinances which address housing issues including housing
maintenance and inspection.
Code Enforcement
• Administers the City's code enforcement program by investigating
complaints of code violations, preparing letters, notices and reports,
maintain files, advise property owners of code requirements and
enforcement procedures, and how to obtain compliance. The code
enforcement process may involve court proceedings and the preparation of
evidence.
• Develops and ensures effective inspections and neighborhood service
programs utilizing education and incentives as well as legal action.
• Identifies inconsistencies in code provisions and recommends code
revisions. Prepares code revisions as assigned.
• Works with residents to heighten awareness of various code ordinances.
Property Managers Coalition
• Co -coordination of the New Brighton/Mounds View Apartment Managers
Coalition, including meeting scheduling, facilitating topics and speakers.
PERIPHERAL DUTIES
• Performs research and prepares written and oral reports, and other
assignments, as directed.
• Establishes and maintains working files.
• Informs the Community Development Director of any inspection related
activities that require immediate attention or action.
• Consults with the City Attorney, as necessary, to review and evaluate
appropriate legal remedies to gain compliance with codes and ordinances.
• Performs other duties as assigned or apparent.

KNOWLEDGE, SKILLS AND ABILITIES
• Knowledge of practices, principles, and techniques of effective code
enforcement principles.
• Knowledge of the state laws and local authorities as they apply to the
position.
• Skill in public presentations and negotiation skills.
MINIMUM QUALIFICATIONS
Education and Experience
• Graduation from a high school or GED equivalent
• Must be a SBM Volunteer Firefighter
• Must possess and maintain a valid Minnesota Driver's License
• One (1) year of Housing Inspections and/or experience
• State certification as a Building Official Limited, or to be obtained within one
(1) year of employment
• IFSAC/Pro Board Certified Fire Inspector One (1)
• Ability to communicate clearly and effectively, both orally and in writing
• Ability to work well with the public and with local contractors
• Ability to read and understand complicated plans and blueprints
DESIRED QUALIFICATIONS
• Knowledge of housing inspection programs and practices
• General knowledge of housing codes
• IFSAF/Pro Board Certified Fire Inspector Two (2)
TOOLS AND EQUIPMENT USED
Personal computer, including word processing, spreadsheet and permitting
software; digital imaging, photocopier, motor vehicle, calculator, cell phone.
PHYSICAL DEMANDS
The physical demands here are representative of those that must be met by an
employee to successfully perform the essential functions of this job. Reasonable
accommodations may be made to enable individuals with disabilities to perform
the essential functions.
Work is performed both outdoors and in office settings. Some outdoor work is
required in the inspection of various housing developments, construction sites and
other properties. Hand -eye coordination is necessary to operate computers and
various pieces of office equipment.
While performing the duties of this job, the employee is occasionally required to
stand; walk; use hands to handle, feel or operate objects, tools or controls; and
reach with hands and arms. The employee is occasionally required to sit; climb or
balance; stoop, kneel or crawl; speak or hear.

The employee must frequently lift and/or move up to 25 pounds and occasionally
lift and/or move up to 100 pounds. Specific vision abilities required by this job
include close vision, distance vision, color vision, peripheral vision, depth
perception, and the ability to adjust focus. The employee must have a sense of
smell.

The work environment characteristics described here are representatives of those
an employee encounters while performing the essential functions of this job.

While performing the duties of this job, the employee frequently works in outside
weather conditions. The employee occasionally works near moving mechanical
parts and in high, precarious places and is occasionally exposed to wet and/or
humid conditions, or risk of electrical shock.
The noise level in the work environment is usually quiet in the office, and moderate
to loud in the field.
