CITY OF MOUNDS VIEW
COUNTY OF RAMSEY
STATE OF MINNESOTA
AUTHORIZATION TO PAINT THE FUEL TANKS AT THE PUBLIC WORKS FACILITY
WHEREAS, City Council approved construction of a new Public Works Facility in 2016 with
construction being completed in 2017; and,
WHEREAS, located at the facility are two above ground fuel storage tanks — one 3,000 gallon
unleaded tank and one 3,000 gallon diesel tank; and,
WHEREAS, the City purchases fuel, used by all departments, through the Cooperative
Purchasing Venture or State Contract, which provides for better pricing and consistent costs
throughout the year; and
WHEREAS, both tanks are in need of painting as heavy rust is evident and the necessary
maintenance will prevent further damage and potentially any fuel leakage; and
WHEREAS, Staff met with several vendors and contractors to receive proposals to paint the
tanks. Champion Coatings proposed a cost range for budgeting purposes but also informed Staff that
they would not be able to do this painting until 2023. TMI Coatings provided a cost proposal and they
will be able to paint the tanks in 2022.
Champion Coatings $15,000.00 - $18,000.00 (2023)
TMI Coatings $17,200.00
WHEREAS, the current budget includes $18,000.00 in the Special Project Fund account
480-4160-7050 for floor sealing.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Mounds View,
Ramsey County, Minnesota as follows:
1. Approves the proposal for painting of the fuel tanks at the Public Works Facility at a cost of
$17,200.00, from TMI Coatings of St. Paul, MN.
2. Funding would be from the Special Project Fund for $18,000.00 from account 480-4180-7050.
3. The Mayor and City Administrator are hereby authorized and directed to execute all
appropriate documents to effectuate the actions contemplated by this Resolution.
4. The Mayor and City Administrator, Staff and consultants are hereby authorized and
directed to take any and all additional steps and actions necessary or convenient in order
to accomplish the intent of this Resolution.
