1. CALL MEETING TO ORDER
President Mueller called the meeting to order at 6:35 p.m.
2. ROLL CALL: President Mueller, Vice President Cermak (arrived at 6:42 p.m.),
Commissioner Bergeron Commissioner Hull, Commissioner Meehlhause, and Executive
Director Zikmund.
NOT PRESENT: None.
3. APPROVAL OF AGENDA
MOTION/SECOND: Meehlhause/Hull. To Approve the April 11, 2022, Agenda as presented.
Ayes – 4 Nays – 0 Motion carried.
4. CONSENT AGENDA
A. Approval of Minutes: February 14, 2022, EDA Minutes
March 14, 2022, Closed EDA Minutes.
B. Resolution 22-EDA-356, A Resolution Approving the Costs of Sewer and
Water Disconnection and Demolition Cleanup Services.
MOTION/SECOND: Hull/Bergeron. To Approve the Consent Agenda as presented.
Ayes – 4 Nays – 0 Motion carried.
5. PUBLIC COMMENT
None.
6. EDA BUSINESS
A. Public Hearing regarding Resolution 22-EDA-355 Approving a Purchase and
Mounds View EDA April 11, 2022

Development Agreement and Conveyance of Property located in Mounds
View, Minnesota.
Assistant City Administrator Beeman requested the Council approve the Purchase and
Development Agreements and conveyance of property in the City. He reported the EDA owns a
lot adjacent to the Simon’s property (7861 Groveland Road) that was being developed by a local
dentist. He stated in order to sell EDA owned property a public hearing must be held first. Staff
recommended the EDA hold a public hearing and approve the sale of the property.
President Mueller opened the public hearing 6:40 p.m.
There being no comments from the public, President Mueller closed the public hearing at 6:40
p.m.
Commissioner Meehlhause discussed the history of this property.
Commissioner Cermak arrived at the meeting at 6:42 p.m.
MOTION/SECOND: Hull/Meehlhause. To Waive the Reading and Adopt Resolution 22-EDA-
355 Approving a Purchase and Development Agreement and Conveyance of Property located in
Mounds View, Minnesota.
Commissioner Bergeron indicated the EDA has been planning for this property and the Mounds
View Boulevard corridor for quite some time.
President Mueller commented the sale of this property would assist a local business with remaining
in the community as it has grown, flourished and was in need of more space.
Ayes – 5 Nays – 0 Motion carried.
7. REPORTS
None.
8. NEXT EDA MEETING: Monday, April 25, 2022 at 6:30 p.m.
9. ADJOURNMENT
President Mueller adjourned the meeting at 6:45 p.m.
