CALL MEETING TO ORDER 11 12 President Mueller called the meeting to order at 6:30 p.m. 13 14 2. ROLL CALL: President Mueller, Vice President Cermak, Commissioner Bergeron 15 Commissioner Hull, Commissioner Meehlhause, and Executive Director Zikmund. 16 17 NOT PRESENT: None. 18 19 3. APPROVAL OF AGENDA 20 21 MOTION/SECOND: Hull/Bergeron. To Approve the May 9, 2022, Agenda as presented. 22 23 Ayes – 5 Nays – 0 Motion carried. 24 25 4. CONSENT AGENDA 26 27 A. EDA BUSINESS 38 39 A. Resolution 22-EDA-357, A Resolution Approving the Costs of a Wetland 40 Delineation Study. 41 42 Executive Director Zikmund requested the EDA consider a Resolution that would approve the cost 43 of a wetland delineation study. He reported the wetland delineation would be completed on a 44 property the EDA recently purchased and the wetland needs to be marked prior to removing the 45 home, and other properties the City owned that could represent potential development 46 Mounds View EDA May 9, 2022 Regular Meeting Page 2 opportunities. He explained the wetland delineation would remain effective for the next three 1 years. Staff commented further on the proposed study and recommended approval. 2 3 Commissioner Meehlhause asked if this expenditure would come out of the EDA fund. Finance 4 Director Beer reported this was the case. 5 6 President Mueller questioned how large the infill development area was. Community 7 Development Director Sevald stated the staff report indicates the two areas combined are about 25 8 acres. 9 10 President Mueller inquired if any developers have approached the City regarding this parcel. 11 Community Development Director Sevald reported there were complications with this parcel 12 because it was right against Highway 10 (Mounds View Boulevard) and it had a ditch and wetlands, 13 which would make development difficult. 14 15 MOTION/SECOND: Hull/Bergeron. The EDA is demolishing the existing house via an intentional burn in order to make room for a larger redevelopment. Before the building can be burned, the EDA is required to hire a licensed asbestos & hazardous materials contactor to remove the harmful contents. To that end, Sheltertech has submitted a quote in the amount of $7,970. Since the total amount of the quote is over the $5,000 threshold, the EDA must approve these costs before the asbestos and hazardous materials can be removed. Strategic Plan Strategy/Goal Maintain a positive business climate where businesses want to locate and remain in Mounds View. Finance top redevelopment areas Industrial/Commercial/Residential. Financial Impact Asbestos removal $7280. Hazardous Materials removal $690. Total $7,970. Recommendation Staff recommends approval of the above purchase. Sheltertech quote EDA RESOLUTION 22-EDA-358 CITY OF MOUNDS VIEW COUNTY OF RAMSEY STATE OF MINNESOTA A RESOLUTION APPROVING THE COSTS OF ASBESTOS AND HAZARDOUS MATARIALS REMOVAL WHEREAS, the Economic Development Authority (EDA) owns a property located at 8271 Long Lake Road; and WHEREAS, the EDA desires to demolish the existing structure; and WHEREAS, the EDA is required to hire a licensed asbestos and hazardous materials contractor to remove any hazardous materials; and WHEREAS, the EDA has received a quote from Sheltertech Corporation in the amount of $7,970 requiring approval from the EDA; NOW, THEREFORE, BE IT RESOLVED, that the Mounds View City Economic Development Authority authorizes Staff to make the necessary expenditures and any minor adjustments that may be required as presented in the attached quote Adopted this 23th day of May, 2022. ____________________________________ Carol A.
